Background

The UNODC Country Office for Pakistan (COPAK) is tasked with assisting Pakistan through its recently developed Country Programme 2016-2019 with a focus on needs related to illicit trafficking and border management, criminal justice and drug demand reduction and HIV/AIDS. The Country Programme through Sub-Programme 1 supports the enhancement of Pakistan’s relevant law enforcement agencies to effectively identify and combat human trafficking and migrant smuggling operations and improving regional cooperation forums for information sharing, joint training and operational collaboration between regional and international partners with national counterparts along with strengthening the legislative and policy framework on the subject of human trafficking and migrant smuggling.
In order to develop the Government of Pakistan’s capacities in the area of human trafficking and migrant smuggling and to react in a strategic manner, UNODC Pakistan requires the services of a senior Human Trafficking and Migrant Smuggling Programme Officer with 10 year experience of working with law enforcement agencies with specific focus on human trafficking and migrant smuggling issues as well as programme planning, monitoring and evaluation. 
Assignment Objective
The objective of the assignment is to operationalize the development, start-up and implementation of the human trafficking and migrant smuggling-related work under the Country Programme. Specifically, work will be aimed towards the achievement of the following outcomes - (1) Legal, regulatory and enforcement frameworks on human trafficking and migrant smuggling enhanced; (2) Enhanced knowledge and skills within migration-related law enforcement agencies; (3) Migration-related crime information collection, analysis and coordination improved; 4) Awareness amongst general public and civil society regarding organised crime group enhanced.
The Human Trafficking and Migrant Smuggling Programme Officer will be required to work closely with the Ministry of Interior, the Ministry of Foreign Affairs, the Federal Investigative Agency, the National Database and Registration Authority, the Passport and Visa Department, and the provincial police forces, as well as federal and provincial legislatures. The management of COPAK and the affiliated Government ministries and agencies will be advised and guided on identified needs and issues.

Duties and Responsibilities

Responsibilities
  1. The Human Trafficking and Migrant Smuggling Programme Officer will report to the International Law Enforcement Advisor SP-1 and will work closely with other programme officers within SP-1 as well as sub-programme coordinators. 
  2. The Human Trafficking and Migrant Smuggling Programme Officer will undertake the following substantive duties and responsibilities:
  3. Provide substantive and organizational input for the implementation of the programme, specifically with a view to promoting the implementation of the United Nations Convention against Transnational Organized Crime (UNTOC) and its Protocols on human trafficking and migrant smuggling.
  4. Participate in the recruitment of personnel for the HTMS component by drafting terms of reference/job descriptions, evaluating candidates' applications and qualifications, coordinating/conducting panel interviews and drafting/finalizing substantive recommendations and reports for submission to HR.
  5.  Attend policy-making and expert group meetings to monitor, analyze and advise on events and discussions, representing the HTMS Programme at international fora as required.
  6.  Participate in field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
  7.  Coordinate UNODC’s work in the area of human trafficking and migrant smuggling with the Government of Pakistan ministries and law enforcement agencies and ensure synergies with Government policies and frameworks.
  8.   Analyze the human trafficking and migrant smuggling situation in the country and prepare and organize a variety of written outputs as necessary, such as background papers, concept notes, working and position papers, presentations, briefing notes as well as regular documents such as correspondence with governments and mission reports.
  9.  Support law enforcement Advisor in preparing proposals and budgets for new interventions in relation to human trafficking and migrant smuggling
  10.  Design and manage the implementation of human trafficking and migrant smuggling related work under the Country Programme.
  11. Design, source and supervise expert input into programme activities, both substantive and for monitoring purposes
  12. .Manage human trafficking and migrant smuggling programme implementation and work for achieving yearly targets as per work plan.
  13. Work with stakeholders to overcome rotation policy to keep the UNODC interventions sustainable. Develop Standards of Procedures (SOPs) and Work Methodologies for concerned agencies on the subject.
  14. Attend policy-making and expert group meetings to analyze and advise on UNODC relevant issues; when requested, represent UNODC at those meetings.
  15. work with M&E team to develop tools for monitoring and evaluation of the results of the interventions in the area of human trafficking and migrant smuggling Programme in Pakistan and facilitate data collection. 
  16. Consolidate the capacity of Federal Investigation Agency (FIA) in Pakistan and develop a plan to increase the capacity of law enforcement authorities to train law enforcement personnel.
  17. Monitor and provide reporting on programme progress towards outcomes, within the framework of UNODC’s Country Programme for Pakistan.
  18. Ensure the integrity of financial systems, reviews budget requirements of the programme and the office and ensures consistent application of rules and regulations in cooperation with the Programme Management Associate.
  19. Tracking of activities with respect to donor contribution.
  20. Track and ensure implementation of donor funds as per agreed timeline.
  21. Tracking of financial implementation of various donor contributions as per agreed costed work plans and budgets.
  22. .Develop and coordinate webstories, speeches and other communication material related to HTMS activities and interventions in Pakistan with UNODC Pakistan communication’s team.
  23. Maintain updated data and information on UNODC programmes and activities as well as on activities of other multilateral and bilateral stake-holders for a variety of internal and external purposes (e.g. donors’ requirements).

Competencies

Competencies Required
•Has knowledge and understanding of legislative and programmatic aspects of preventing and combating transnational organized crime, specifically human trafficking and smuggling of migrants
•Knowledge and understanding of theories, concepts and approaches relevant to Human Trafficking and Migrant Smuggling.  Has knowledge of the mandates of UNODC. Has ability to identify issues, analyze and participate in the resolution of issues/problems
•Capacity to devise, set-up and manage and training programmes. 
•Ability to train and guide staff and consultants on programme deliverables. 
•Is conscientious and efficient in meeting commitments, observing deadlines and achieving results; 
•Solid knowledge of MS office tools (Word, Excel and Publisher) with advanced knowledge of MS Excel and MS Access. Ability to produce concise reports and presentations. 
•Conceptual analytical and evaluative skills to conduct independent research and analysis, has knowledge in the use of various research sources, 
•Foresees risks and allows for contingencies when planning 
•Uses time efficiently and ability to work under pressure and follow tight deadlines.
•Ability to interact effectively with high-level government counterparts, national and International professionals.
•Previous experience with the UN or an international organization/environment is an asset.
•Excellent interpersonal, verbal and written communication skills in English and Urdu 
•Ability to work independently, under pressure and to tight deadlines
•Develops clear goals that are consistent with agreed strategies and adjusts priorities as required 

Required Skills and Experience

A senior professional, holding a Masters degree in Criminology, Sociology, Social Science, or other relevant academic fields, plus a minimum of 10 years of relevant professional work experience within the area of human trafficking and migrant smuggling or with affiliated Government ministries and agencies as well as programme management.
