Background
Duties and Responsibilities
- Ensure full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies;
- Prepare procurement plan(s) for the project and ensure systematic monitoring and update of procurement plan in line with UNDP rules and regulations;
- Ensure implementation of a sourcing strategy for each tendering process through market research and cost estimation;
- Organize the procurement processes including preparation and conduct of RFQs, ITBs or RFPs, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulations;
- Create vendor profile in Atlas;
- Submit a procurement process to relevant Procurement Committees’ review;
- Prepare a draft contract based on the results of the procurement process;
- Ensure sound contract management and monitoring; initiate a request for any changes to the contract, if required;
- Monitor the contract implementation and prepare a performance evaluation form;
- Create an e-requisition based on the signed contract, monitor requests for payment in Atlas;
- Assist in preparing the annual/quarterly or monthly where relevant project budgets, financial statements, cost analysis and payment categories, etc;
- Prepare, where necessary, the project budgetary revisions (at least once a year);
- Maintain the annual project expenditures monitoring ensuring the compliance with an established work plan and budget;
- Prepare the annual and quarter reports;
- Monitor and control the advance payments and other financial reporting;
- Maintain the data log; enter, revise and update and archive data as required;
- Contribute in organizing and logistics of the workshops, meetings, delegations, field studies etc.;
- Assist in project asset monitoring.
- Efficiency of the project procurement and success in implementation of project operational strategies;
- Accurate analysis and presentation of information, well organized transparent procurement processes ensuring timely delivery;
- Impact on the overall project efficiency in financial resources management contributes to success in implementation of project activities;
- Accurate analysis and presentation of financial information enhances UNDP credibility in use of financial resources and proper financial process management.

Required Skills and Experience
- Bachelor’s degree, preferably in economics, accounting, financial management or business administration. Specialized certification in procurement is a strong asset
- As minimum 6-years of relevant work experience in procurement and administrative/or financial support at the national or international level;
- Experience in handling web-based management systems, sound knowledge or Windows environment.
- Fluent in English and Russian;
- Knowledge of Kazakh will be an asset.
