Organizational Context

UNIDO is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. Its mission is to promote and accelerate inclusive and sustainable industrial development (ISID) in developing countries and economies in transition. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the recently adopted 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate in SDG-9, calls for the need to "Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation". Accordingly, the Organization’s programmatic focus is structured in three thematic priorities: * Creating shared prosperity * Advancing economic competitiveness * Safeguarding the environment. UNIDO delivers its services through the following four complementary and mutually supportive core functions: (a) technical cooperation activities; (b) analytical and policy advisory services; (c ) standard- setting and compliance and (d) convening and partnership role. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices. The Programme Development and Technical Cooperation (PTC) of UNIDO is responsible for providing technical cooperation services on technological and economic issues and is organized in the following departments: Department of Partnerships and Results Monitoring, Department of Agri-Business Development, Department of Trade, Investment and Innovation, Department of Energy and Department of Environment. Furthermore, PTC has a close cooperation with other field based Centers and Offices, such as the Investment and Technology Promotion Offices, forming the extended field network of UNIDO.

The position will be located in the Industrial Energy Efficiency Division (PTC/ENE/ESI) The Department of Energy (PTC/ENE) assists member countries in the transition to a sustainable energy future under the overarching mandate of inclusive and sustainable industrial development, through the application of renewable energy for productive uses, adoption of the efficient use of energy by industry and the introduction of low carbon technologies and processes. In transitioning to a sustainable energy future, the challenges of addressing energy poverty and climate change become an integral part of the Department activities. In discharging its responsibility, the Department cooperates with other relevant organizational units within UNIDO, in particular with: the Department of Environment on resource efficiency, clean technologies, chemicals and Montreal Protocol; the Department of Trade, Investment and Innovation on standards; the Department of Agri-Business Development on productive uses and with the Department of Partnerships and Results Monitoring on strengthening strategic partnerships. The Energy Systems and Infrastructure Division (PTC/ENE/ESI) focuses on promoting and developing sustainable energy solutions and infrastructure in business, urban and rural contexts. This focus brings together UNIDO’s historic interventions on the supply side through promoting renewable energy technologies and on the demand side through industrial energy efficiency. By bringing together supply and demand side interventions, the Division is positioning the work of UNIDO at the leading edge of emergent energy systems and paradigms driven by the convergence of key technologies such as distributed generation, digitization and storage technologies as well as climate policies.

PROEJCT CONTEXT UNIDO is implementing a project entitled “Energy Efficient Lighting and Appliances in Southern and Eastern Africa” (EELA). The EELA project is funded by the Government of Sweden and supported by the Swedish International Development Cooperation Agency (Sida). The EELA project seeks to create market and institutional conditions to transform the market environment to stimulate increased diffusion of efficient lighting products and appliances across all sectors in Southern Africa Development Community (SADC) and East African Community (EAC) regions. The implementation phase of the EELA project is expected to bring about the following five (5) outcomes: Outcome 1 - Regional mechanism and platform established to coordinate actions on market transformation of energy efficient lighting and appliances including the support of national Code of Conduct Programs and the exchange among the Member States. Outcome 2 - Regional policy and regulatory environment for energy efficient lighting and appliances in the SADC and EAC region is improved, taking into consideration climate change impact and gender responsiveness. Outcome 3 - Capacities of key institutions, testing centres and stakeholder groups are strengthened. Outcome 4 - Awareness among market players and policy makers on energy efficient lighting and appliances is enhanced. Outcome 5 - Incentive mechanisms to encourage the uptake of EELA based projects in SADC and EAC established. One of the key outputs of the EELA project is the development of regionally harmonized Minimum Energy Performance Standards (MEPS) for lighting and appliances for both SADC and EAC. Main activities of the regional MEPS process comprise: - market research; - joint development of criteria for establishment of MEPS; - establishment of regional technical committees; - organization of workshops to discuss and validate the MEPS; and - engagement with national stakeholders such as government ministries responsible for energy, bureaux of standards, financial institutions, private sector foundations, and trade associations, and strengthening of testing capacity. The project is implemented by UNIDO in cooperation with the East African Centre of Excellence for Renewable Energy and Efficiency (EACREEE) based in Kampala, Uganda and the SADC Centre for Renewable Energy and Energy Efficiency (SACREEE) based in Windhoek, Namibia. The Project Coordination Unit (PCU) will be based in the two centres. In this regard, the project seeks to hire a Lead Technical Expert for the EAC region, who will be based at EACREEE in Kampala to coordinate the EELA project activities for the EAC region. Background Most countries in sub-Saharan Africa have very low electrification rates with a regional average of ~35% and national rates ranging between 15-85%. Improving energy efficiency is a pivotal tool in increasing the capacity of delivering affordable and sustainable energy services for commercial and residential purposes. Furthermore, electricity for lighting accounts for approximately 15% of global power consumption and 5% of global greenhouse gas (GHG) emissions. Nevertheless, the promotion of energy-efficient lighting and appliances has only recently attracted the attention of policy makers, utilities, and end-users in sub-Saharan Africa. The EELA sector is characterized by weak legislation and regulation of energy efficiency measures for both residential as well as commercial applications. In countries were standards for EELA have been introduced, porous borders contribute to imports of sub-standard products, effectively harming the formation of an emerging market. In the area of lighting, the transition to LED-based products have slowly taken off as a number of commercial players have voluntarily started to phase out incandescent lamps and in some cases even compact fluorescent lamps (CFLs) due to low market demand and increasingly poor access. In general, the market offers lighting products of varying quality. Regulatory and policy institutions, such as national bureaus of standards, started to address the issue of sub-standard products but currently lack the capacity to enforce the required quality levels. Additional challenges are encountered due to the absence of consensus on the definition of quality standards for the targeted product group, caused through the lack of national and regional standards as well the absence of national and regional coordination. As a consequence, there is poor information and knowledge on what to expect from a quality LED product among consumers and suppliers leading to lack of trust in new technologies. Further aggravating factors are limited capacity to source quality energy efficient lighting and appliances, lacking knowledge to determine the quality of the products among importers and insufficient local expertise. Hence, the SADC and EAC Region rely on overseas suppliers for setting technical specification with no quality standard enforcement mechanisms in place. An urban-rural divide on the distribution of energy efficient lighting and appliances is prevailing throughout the SADC and EAC Region as suppliers are mostly based in the capital cities with weak distribution networks in small towns and rural areas. Main Functions

The Terms of References seek to identify the Lead Technical Expert for the EELA project for the EAC region. The Lead Technical Expert, under the direct supervision of the Executive Director of EACREEE will report to the UNIDO - EELA Project Manager. He/she will particularly coordinate with the team based at SACREEE and execute his/her duties in close collaboration with all project counterparts. Under the supervision of the EACREEE Executive Director and reporting to UNIDO, the Lead Technical Expert’s duties will be the following: - Coordinate EELA activities in the EAC region; - Provide regular progress reports and organise meetings of the Project Steering Committee (PSC) in cooperation with UNIDO, SACREEE and EACREEE; - Develop and harmonize the national and regional policy; and quality assurance frameworks for energy efficiency; - Develop project activities in energy efficient lighting and appliances as per the EELA Project Document and work plan; - Take leadership in the development and implementation of capacity building and awareness raising activities for various stakeholders in the area of Energy Efficiency Policies, Minimum Energy Performance Standards, Labeling, Testing, and Financing; - Identify capacity building needs at individual and institutional level and design corresponding training needs and resources to fill the capacity gaps; - Co-ordinate the identification and preparation of market studies and business plans for energy efficient lighting and appliances project activities to be supported by the EELA project, EACREEE/SACREEE and other partners. In the process mobilize support for such activities from other partners; - Participate in Technical Committee meetings for the development/adoption of technical standards; - Take lead in the development of the annual work plan, budget and progress reports for EACREEE on the EELA project; - Actively participate in energy efficiency discussions in the region through compiling policy brief on request, and publishing books and opinion articles in renowned journals; - Review energy efficiency activities presented to the EELA project for funding and provide technical backstopping services to projects funded by EELA and by EACREEE throughout the project cycle; - Co-ordinate with ongoing programs in the region to avoid overlap and identify complementary activities, especially those where the support from EACREEE will accelerate the development of energy efficiency activities. Furthermore, co-ordinate with donor agencies and mobilizing resources (grants and/or buy-downs) to be packaged with support from the Centre; - Take lead in the development of national EELA projects and fundraising for the implementation; - Contribute to the development and maintenance of the EELA project website as part of the EACREEE websites.

Minimum Requirements

Education

Advanced university degree in engineering, applied physics, energy economics or equivalent study with energy focus.

Languages

Fluency in written and spoken English is required. Knowledge of French, Portuguese and local languages and dialects are an asset.

Field of Expertise

• A minimum of eight (8) years work experience in project and managerial positions in the energy sector of EAC; preferable in the public and private sector; • Extensive knowledge of energy efficiency, lighting and appliances including legal and policy frameworks, business and investment projects; • Experience with donor projects and requirements of international organizations is an added value; • Good interpersonal, communication and analytical skills; • Ability to work under pressure and handle politically and culturally sensitive issues
