Organizational Context

UNIDO is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of the United Nations Industrial Development Organization (UNIDO), as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in three thematic priorities: Creating shared prosperity; Advancing economic competitiveness; and Safeguarding the environment. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Programme Development and Technical Cooperation (PTC) is responsible and accountable for providing technical cooperation services to enhance the capabilities of developing countries and economies in transition to promote ISID in the areas covered by five departments: Department of Programmes, Partnerships and Field Integration; Department of Agri-Business; Department of Trade, Investment and Innovation; Department of Environment; and Department of Energy. The Department of Agri-Business (PTC/AGR) provides a range of technical cooperation services to assist developing countries add value to the output of their agricultural sector and generate employment opportunities in off-farm activities for rural communities, thereby contributing to increased food security and a sustainable reduction of poverty.The Food Systems and Nutrition Division (PTC/AGR/FSN) of Department of Agri-Business promotes ISID through the promotion of sustainable food systems that deliver food and nutrition security without compromising economic, social, and environmental bases to generate food security and nutrition for future generations. The Division is responsible for identifying, developing and managing programmes to improve the competitiveness of the agro-food processing sector (meat, milk, fish, fruits and vegetables, sugar, cereals and pulses, tubers, as well as Novel Foods) through access to support services, markets and trade opportunities. The Division contributes to the capacity-building of food system support institutions and skill development agencies through its advisory and convening activities. The position is under the Food Systems and Nutrition Division (PTC/AGR/FSN) under the Department of Agri-Business Development (PTC/AGR) and located in Cambodia.

The project is based in Fisheries Administration (FiA) of Ministry of Agriculture, Forestry and Fisheries (MAFF) in Cambodia. FiA is the main government counterpart for the project in Cambodia. The 'Capture Fisheries' component of the Cambodia Programme for Sustainable and Inclusive Growth in the Fisheries Sector (CAPFISH programme) is funded by European Union (EU) and aims at ensuring a more sustainable, climate-resilient and inclusive development of Cambodia's freshwater and marine fisheries. The overall objective of this component of CAPFISH programme is to support the Royal Government of Cambodia in the achievement of its long term vision of social and economic development, food security and poverty reduction as laid down in the National Strategic Development Plan (NSDP), the Strategic Planning Framework of Fisheries (SPF 2015-2024), and the fisheries programme of the 5-year Agriculture Sector Development Plan (ASDP). The specific objective of UNIDO component of CAPFISH is to support economic development in post-harvest fisheries, contributing to income and employment generation (linked to SPF pillar 3). UNIDO is entrusted with implementation of CAPFish program with following outputs, namely: Output #1. Strengthening of national quality infrastructure and Competent Authority. Output # 2. Post-harvest businesses support to comply with quality standards and market requirements, Output #3. Improving innovations and business support mechanisms and Output #4. Monitoring and evaluation. The program will aim at inclusive post-harvest fishery value chain development in Cambodia focusing on the strengthening institutional capacity of Competent Authority for establishing official control systems and subsequently achieving mutual recognition to enable domestic and international trade. The program will also aim at post-harvest fisheries development through building their capacities in terms of skills development, food safety system implementation, matching investment support and building business support mechanisms. The expected priority impact of this component is to contribute to economic development, food security and employment generation through post-harvest fisheries development. The UNIDO Staff Performance Management System reinforces the collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her supervisor and colleagues, in the country as well as in the region and in headquarters. Staff members are subject to the authority of the Director-General and in this context all staff are expected to serve in any assignment and duty station as determined by the needs of the Organization.

Main Functions

The Senior Technical Advisor (STA) will work under the overall guidance of the Project Manager, based at Head Quarters in Vienna, close collaboration of the Director of the Agribusiness Department (PTC/AGR) and in consultation with the UNIDO Country Representative in Cambodia to provide a range of technical and managerial leadership to implement program CAPFish-Capture Fisheries of Cambodia. The STA is responsible for supporting the implementation of all the program activities through national implementing partners in coordination with all the ministries concerned (Fisheries Administration of MAFF and Ministry of Industry and Handicrafts mainly) and key stakeholders from post-harvest fishery and business sectors. The STA together with the project implementation unit will be based in the Fisheries Administration The STA is specifically expected to perform the following: Leadership, Strategic Partnership Building and Advocacy 1. Act as main technical advisor, appraise the priorities and needs of Cambodia’s Fisheries Administration and post-harvest fishery sub-sector, and develops therein, and provide on basis thereof overall guidance and coordination for the synergistic delivery of the four work-streams of the Cambodia CAPFISH-capture component with a view to maximise program efficiency, impact and sustainability. 2. Provide guidance, strategic leadership and coaching to the project team and those of implementing partners (NGOs, MFIs) and ensure the ongoing effectiveness of the mechanisms and modalities of cooperation during implementation of the programme. 3. Create, designs, negotiates and coordinates partnerships with businesses, institutions and industry-related organizations (both national and international) focused on post-harvest fisheries development in the country in realising project objectives with improved performances. 4. Contribute to and facilitate the effective governance over the program, including amongst others by providing expert advice to Project Steering Committee and development and review of annual work-plans and biannual progress reports in consultation with FiA. 5. Provides advice for the development of policies and strategies as well as national protocols and guidelines for projects with specific domains related to FiA works pursuant international rules and regulations. Programme implementation 1. Responsible for all aspects of implementation, management and quality assurance of the project (CAPFish program in Cambodia) in cooperation with the UNIDO project manager and the Fisheries Administration including reporting, monitoring and evaluation ensuring that assigned inputs are delivered on time at the right level of quality and within the allocated budget. This will entail all technical and administrative aspects of the delivery of the project (technical and financial planning and management; procurement; team management; project monitoring and reporting etc). 2. In consultation with the FiA and relevant parties, the STA prepares necessary inputs (consultant job descriptions, terms of reference, training arrangements, equipment specifications, etc.), monitor progress in implementation, including missions to the project site, as well as taking part in oversight meetings in the field and at headquarters, and assisting the Evaluation Group in its evaluations of projects/programmes. 3. Define and elaborate targets, institutional linkages, staff capacities, demand for services and services to be delivered under the CAPFISH-capture fisheries component. 4. Provide substantive, technological and methodological advice on strengthening of national quality infrastructure of Competent Authority (Output #1), post-harvest business support through value chain investment support to MSMEs to comply with food safety standards (Output #2) and establishing innovations and business support mechanisms including through assessments, capacity building and related advisory services (Output #3) and monitoring and evaluation (Output #4). 5. Identify and initiate contracts for qualified experts and service providers and guide and oversee the work of the team of national and international experts and contractors engaged in implementation of the programme and where necessary, improve the quality and timeliness of inputs and services, and ensure smooth, efficient and efficient and effective programme delivery. The STA works in close coordination and consultation with FiA DG to ensure that service provision of the experts and contractors are in line with the programme outputs. 6. Secure development of business and financial plans, organizational development, governance and administration during the programme implementation, with a view to foster sustainability of interventions. 7. Coordinate effectively with other implementing agencies of CAPFish CAPTURE for exploring synergies and avoiding duplication of efforts between the program components 8. Monitor the implementation of the gender strategy in fisheries and project visibility including the pre-validation of promotional materials. 9. Prepare regular and annual reports (narrative and financial) for the programme according to donor specifications and UNIDO requirements and prepare the final project report. The draft and final reports will be shared with the FiA DG for feedback to ensure the consistency of the outputs accomplished. 10. Support other related duties and assignments as required by the Director or the Project Manager of UNIDO. Advisory Services to Counterparts: 1. Provide substantive technical advisory services to Government counterparts (Fisheries Administration of MAFF) on all aspects of projects and programmes managed. Global Forum Function: 1. Manage and run in cooperation with other units in-house UNIDO global forum activities (conferences, seminars, expert group meetings, etc). Prepares technical papers or other inputs for external seminars, conferences, expert group meetings, etc. Prepares UNIDO and Project publications and other information dissemination aids and tools. Keeps abreast of technical and economic developments in through close contacts with specialized institutions and industry representatives

Minimum Requirements

Education

Advanced university level degree in Fishery/Food Sciences with specialization in fish technology and safety, microbiology or fish processing

Languages

Fluency in English required. Working knowledge of other official language(s) of the United Nations, an asset.

Computer Skills

Field of Expertise

A minimum of ten (10) years of experience in managing and implementing large and complex fishery value chain development programmes including international best practices, food safety capacity building, private sector compliance and enterprise upgrading support involving multilateral technical cooperation in developing countries; At least five years’ experience as Senior Technical Advisor (STA) or Technical Advisor or similar full-time program management positions in leading the implementation of donor-funded fishery related projects will be considered as advantage; Exposure to the needs, conditions and problems of the fishery sector and working experience in Asia and/or SE Asia will be considered as advantage; Prior experience in program implementation in Cambodia will be considered as advantage; Experience in all phases of project cycle, including managing budgets and personnel, motivating and supervising team efforts in complex and demanding environments, and experience gained within or in cooperation with United Nations common system is desirable; Demonstrated ability to manage a medium-to-large team and implementing multi-faceted projects in developing countries is an asset; Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations and effectiveness as advocate, business and government liaison and network building at government and business levels are assets; In-depth knowledge of UNIDO value chain development approaches and its application in fishery sub-sector is an asset. NOTE: Eligible internal UNIDO applicants are required to have served at least one year in his or her current post. However, the seniority-in-grade requirements for applying for higher level positions, as per paragraphs 18 and 78 of the HRMF, have been waived. In the cases of internal applicants, comparable qualifications and experience in UNIDO may be considered to take into account the potential of candidates
