Background

The OHCHR Regional Office for the Pacific is based in Suva, Fiji. It covers 16 countries and territories in the region, - Australia, Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Nauru, New Zealand, Niue, Palau, Papua New Guinea, Republic of the Marshall Islands, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu.

The regional project seeks to protect and empower communities adversely affected by climate change and disasters in the Pacific region, focusing specifically on climate change and disaster-related migration, displacement, and planned relocation. The proposed programme will be delivered through a partnership between the UN Agencies of IOM, ILO, OHCHR, and ESCAP. Platform on Disaster Displacement and Pacific Islands Forum Secretariat will be non-UN implementing partners.

A key component of the project is to facilitate the development of a regional rights-based framework on climate change-related displacement, migration, and planned relocation. The project will also empower communities affected by climate change through training and skills development activities to increase access to labour mobility schemes, and pre-departure orientation to empower migrants to migrate safely with an understanding of their rights. The project will also increase the capacity of government and non-government stakeholders to promote labour mobility that is safe, regular, and inclusive

Based in the OHCHR Regional Office for the Pacific in Suva, Fiji, and reporting to the delegated line manager, The Human Rights Officer will provide support to the ‘Enhancing protection and empowerment of migrants and communities affected by climate change and disasters in the Pacific region’ inter UN agency regional project.

Duties and Responsibilities

Under the direct supervision of the line manager, the National HRO will be responsible for:

  • Supporting the establishment of the Technical Working Group to examine key policy and legal questions and guide the development of the regional framework based on international human rights law and labour law and standards.
  • Preparing research papers informed by human security methodology, including documented case studies, on the labour conditions of migrant workers in receiving countries (situational analysis).
  • Preparing advocacy briefs on ratification of core migrant worker conventions (CMW, ILO Conventions 97, 143, 181, 188).
  • Coordinating with the Warsaw International Mechanism on Loss and Damage under the UNFCCC, particularly its taskforce on displacement.
  • Conduct awareness raising, using the communication materials and tools developed by the NOA throughout the inter UN agency regional project.
  • Preparing workshop material on mainstreaming rights-based approach and the application of the human security framework to climate change and disaster-related migration.
  • Preparing workshop material for relevant government and non-government stakeholders on the application of the human security framework to climate and disaster related migration informed by project learnings.

Required Skills and Experience

Education and certification:

  • Master’s degree (or equivalent) in Law, Political or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 1 years of progressively responsible experience in support, monitoring, and reporting of development projects/ programmes  
  • At least 1 years on Human Rights, Governance and/or Women’s Human Rights issues  
  • Experience in Access to Justice programming is an asset;
  • Experience in the United Nations systems in an asset;
  • Field experience is an asset.

Language Requirements:
