Background

The Philippines has a high vulnerability to natural hazards which are attributed to the nation’s geographic position in Southeast Asia. Studies show that Philippines suffered over U$20 billion socio-economic losses, more than 23000 deaths and effect on over 125000 million people due to natural disasters between the years 2000 and 2016. The 2013 Typhoon Yolanda (Haiyan) alone affected 26 million people and claimed at least 8,000 lives. After Yolanda, many other big typhoons have also devasted different regions of the country, namely Typhoons Lawin (Haima), Ompong (Mangkhut) aima), Tembin (Vinta), Rosita (Yutu), etc. Apart from the recurring typhoons, rising sea levels are also a direct threat to approximately 70 percent of the Philippine population, which has forced many to relocate as a result. In addition, climate change has also increased the severity and frequency of natural disasters in the country.

The Philippine-based Humanitarian Country Team, composed of UN agencies, international NGOs and the donor community, has been at the forefront of providing and supporting Government’s response to alleviate the sufferings of the disaster-stricken communities. UN development agencies like the UNICEF, WHO, IOM and UNFPA have ready access to disaster response funds as they provide “life-saving” interventions [water-sanitation-health, shelter] in a disaster/humanitarian context. The Central Emergency Response Fund [CERF] of the UN-Emergency Response Coordinator has ready funds but focused on “life-saving” interventions. Early recovery interventions like emergency livelihood and employment, debris clearing, support to government to restore frontline services among others do not qualify for funding under the CERF window.

Under RA 10121, affected LGUs can readily access its 30% Quick Reaction Fund for emergency response. Should this be inadequate, the DSWD and OCD can provide additional resources. Funds for early recovery, however, are sorely missing as LGUs has already programmed the 70% to preparedness, prevention and mitigation activities.

What is glaringly lacking in the DRRM system in the Philippines is the absence of continuity in the response-early recovery-recovery and rehabilitation phases. “Recovery starts on Day 1 of a disaster” is a statement easily pronounced than practiced. What is currently happening after disasters in the Philippines is that humanitarian response is often adequate and even overwhelming at the first few weeks after the disasters. After a while, government support trickles down to almost nothing leaving the affected population to recover from disasters by themselves.

It is then envisioned that UNDP be at the forefront of early recovery in the Philippines. The establishment and management of an early recovery team in UNDP provides the continuum from emergency response to early recovery and full blown recovery and rehabilitation. Early recovery activities bridge the humanitarian/response phase to development phase.

Under the over-all guidance of UNDP-Outcome Lead for Climate Action the expected to oversee the day to day operation of the Project and ensure smooth implementation of activities towards the achievement of expected project outputs and outcomes. The Coordinator will be expected to supervise staff and manage relationships with project partners and other stakeholders. The Coordinator is expected to prepare periodic work plans and budgets as well as ensure monitoring of project’s progress. He/she is expected to network with various local and national stakeholders and coordinate with donors for possible complementation.

Duties and Responsibilities

1. Results Based Project Management and Implementation

  • Oversee day to day project implementation and ensure conformity to expected results, outputs, objectives and work plans;
  • In the context of Direct Implementation (DIM) guidelines, fully subscribe to policies for Project implementation and ensure clarity of business processes within the unit for efficient implementation of project activities;
  • Prepare and ensure prompt submission of technical and financial reports to the UNDP M&E Analyst;
  • Ensure the preparation of a coherent project’s annual work and financial plan which conforms with the project’s expected outcomes and outputs;
  • Conduct periodic Project monitoring field visits and provide technical and operational support and guidance to OCD and the NDRMMC as needed;
  • Facilitate project meetings, workshops, and other related events;
  • Represent UNDP in meetings/conferences/discussion and related inter-agency activities as instructed by the Climate Action Team Leader; and
  • Perform other managerial functions as may be assigned by UNDP Senior Management relevant to the Project;

2 . Resource Mobilization, Networking and Partnership

  • Identify and collaborate with potential partners to leverage additional project funds
  • Establish and maintain close working relationships with stakeholders, advocate the project, comparative advantages and initiatives, and ensure visibility. 
  • Develop new projects in line with this DENR partnerships on other environmental issues – Marine Litter, Solid Waste Management, Chemicals Management. etc
  • Leverage the project funds to generate more resources and raise the co-financing for project implementation;
  • Mobilize and report on the amount of co-financing generated for the project;

3. Office and Financial Management

  • Ensure efficient and effective operation of the project on a daily basis;
  • Provide leadership to the Project Management Unit and ensure that team members are working harmoniously;
  • Ensure judicious use of project funds;
  • Ensure coherence of project inputs to project outputs;
  • Ensure that the project funds are used effectively and efficiently to deliver the expected project outcomes and outputs;
  • Manage relationships with project partners and other stakeholders

Required Skills and Experience

Education:

Master’s degree in environmental science, development communication, environment and natural resource management, international relations, and any other relevant field of study. Or Bachelor’s degree with additional 2 years of experience

Experience:

At least 4 years of combined relevant experience in development work, disaster risk reduction and early recovery projects, Program/project management including coordination and field supervisory work, preferably in national and/or regional (multi-country) projects and foreign-assisted projects;

Language Requirements: Proficiency in English and local language an asset
