The Health/HIV section, UNICEF East Asia and Pacific Regional Office (EAPRO) is seeking an individual consultant to provide technical assistance to the section on analyzing bottlenecks and barriers affecting coverage of priority combination prevention interventions and to accelerate corrective actions to address gaps and challenges to improve intervention coverage, quality and impact on adolescents and HIV, Elimination of mother-to-child transmission of HIV and Adolescent Health programmes in East Asia and Pacific Region.

How can you make a difference?

The Health/HIV section, UNICEF East Asia and Pacific Regional Office (EAPRO) is seeking an individual consultant to provide technical assistance to the section on analyzing bottlenecks and barriers affecting coverage of priority combination prevention interventions and to accelerate corrective actions to address gaps and challenges to improve intervention coverage, quality and impact on adolescents and HIV, Elimination of mother-to-child transmission of HIV and Adolescent Health programmes in East Asia and Pacific Region.

 

Work Assignment:

Under the supervisions of Chief of Health and HIV/AIDS Specialist, the consultant will undertake the following tasks:

  1. Develop detailed work plan incorporating all major elements of the consultancy.
  2. Literature review of existing and on-going initiatives on HIV care practices (peer/parental and psychosocial support), HIV self-testing, PrEP, including successful models both regionally and globally in working across sectors to drive convergent programming for adolescents including those at higher risk and living with HIV.
  3. Review existing national or provincial strategic plans, policies and/or guidelines on HIV and adolescents in relation to the programme enabling environment (policy legal barriers, access to SRH/HIV including mental health services).
  4. Provide assistance to the preparation and organizing of the final country consultations of the implementation research on private sector engagement in improving adolescent health service delivery.
  5. Develop EMTCT country factsheets (Dual/Triple Elimination).
  6. Support the core team in the development of recommendations at the Asia Pacific Youth Forum on HIV, 2 – 3 December 2019 in Bangkok.
  7. Any other tasks as requested by the section.

End Product:

  1. Issue briefs on HIV Self testing, PrEP in relation to adolescents/youth at risk of HIV;  
  2. Findings and analysis – review of the National Strategic Plans, policies and/or guidelines on HIV and adolescents (priority countries in EAP);
  3. Completed country fact sheets (Dual/Triple Elimination).

 

Estimated Duration of Contract: 55 working days over the period of 1 December 2019 – 30 April 2019

 

To qualify as an advocate for every child you will have…

  • Advanced degree in public health, epidemiology, demography, social science, health, economics or health financing or related field.
  • Strong understanding of the following standardized surveys that collect PMTCT and adolescent data (MICS, DHS, etc.), second generation surveillance surveys in key populations (IBBS, BBS, etc.); ability to liaise with government programs, researchers in field of HIV and adolescent health, civil society, youth and adolescent networks, international partners.
  • Strong communication skills with fluency in English.
  • Excellent organization and collaboration skills.
  • Strong ability to take initiative and work independently.
