TERMS OF REFERENCE

Objectives

The goal of this consultancy is to support the Education programme in:

  • Monitor procurement and distribution of education supplies to districts and schools as part of the regular Cyclone Idai recovery programme and response to drought affected areas
  • Monitoring, tracking and documenting the distribution of procured materials at school level

 Methodology

The consultant will be largely based in the field (Chimanimani), and will work closely with the Supply Sections of UNICEF Zimbabwe and will liaise with the Ministry of Primary and Secondary Education relevant departments as well as the affected district education offices and their provincial authorities. She/he will conduct regular monitoring visits to the affected areas where supplies are to be delivered to schools and will ensure full end-user utilization.  Monthly reports will be required.  The incumbent is to also work with UNICEF education Specialist in charge of education management information service (EMIS) to get the updated school data.

Key Expected Outputs

The expected outputs are:

  1. Monitor the procurement plan for the affected areas and in collaboration with the procurement officer prepare distribution list and support distribution to targeted schools.
  2. Monitoring reports outlining schools that receive the supplies, number of beneficiaries (disaggregated by sex) amount, and identify any gaps. Report should include end-user monitoring update.
  3. Monitor school attendance in both Cyclone and drought affected areas through the SMS to schools and with support from the UICEF Education Specialist.

Scope of Work

The consultant will support the completion of the following tasks:

  • In collaboration with the UNICEF emergency and logistics colleagues, closely track procurement and distribution of UNICEF education in emergency supplies (temporary learning spaces and teaching and learning materials and resources) to both cyclone and drought affected areas
  • Liaise with the Supply and Logistics section and transporters for smooth transportation of all procured materials including kits and for early detection of issues and challenges
  • Lead distribution of the supplies and monitor delivery of the supplies to relevant education authorities and schools
  • Analyze data from field monitoring assessments and reports to identify and report on any gaps in the distribution of UNICEF education in emergency supplies
  • Maintain updated list of education supplies and gaps that need to be procured.
  • Ensure warehousing of education supplies are adequate and according to security standards.
  • Coordinate with other Education Cluster partners on supply distribution needs
  • Monitor and report on the progress of other UNICEF interventions such as school feeding and psychosocial support interventions
  • Collect relevant and gender disaggregated data on beneficiaries including children with disabilities benefitting from all UNICEF interventions - education in emergency supplies, school feeding and psychosocial support interventions.
  • Prepare and document relevant human interest stories that can be incorporated in relevant reports
  • Support UNICEF Zimbabwe team in Harare in writing donor reports and in providing inputs to Partner Update (Cyclone Idai and drought SitReps).

Consultancy Timeframe

The assignment is for a period of  6 months. 

Consultancy Requirements

  • Bachelor’s degree or equivalent in Social Sciences, Education, Supply and Logistics or other related field
  • At least 2 years’ experience in programme monitoring especially on supply distribution and monitoring  
  • Experience in emergency environment an asset
  • Good writing and oral communication skills in English
  • Must know how to use computer. Knowledge of EXCEL is added value.
  • Excellent interpersonal skills and ability to work with multidisciplinary teams;
  • Familiar with the Zimbabwe context, the national education system
  • Ability to interact and communicate with government and non-government partners

Supervision

The Consultant will be supervised by UNICEF Zimbabwe’s Education Specialist.
