Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction

The European Union (EU) and the United Nations (UN) are embarking on a new, global, multi-year initiative focused on eliminating all forms of violence against women and girls (VAWG) - the Spotlight Initiative (SI).

The Spotlight Initiative in Timor-Leste will be implemented through five UN agencies (UN Women, UNFPA, UNDP, UNICEF, and ILO) with a focus on addressing intimate partner violence and domestic violence. The overall vision of the Spotlight Initiative in Timor-Leste is that women and girls enjoy their right to a life free of violence, within an inclusive and gender equitable Timor-Leste. This contributes to implementation of Timor-Leste’s National Action Plan on Gender Based Violence (2017-2021), with attention to holistic prevention and responses to violence against women and girls.

The ILO will concentrate its actions on the updating of national laws and policies on labor and social protection focusing on VAWG and IPV, raising awareness and training of actors in the world of work on gender issues, prevention and eradication of gender violence in the workplace and the systematization of good practices. Likewise, ILO will promote the exchange of experiences in promoting economic autonomy for victims of gender-based violence and will accompany and support initiatives that promote their participation in the world of work.

Reporting Lines

Under direct supervision of the Country Director of the ILO CO for Indonesia and Timor-Leste and in close collaboration with the ILO focal point for Spotlight in Timor-Leste, the National Programme Officer (NPO) for Spotlight Initiative will provide services for the management of the pillars and activities of the Spotlight initiative implemented by the ILO, ensuring high quality, relevance and consistency of his/her work.

Key Duties and Responsibilities

The NPO will work closely with the ILO Dili team, the RCO, the RUNOs, the Associated UN Agencies and the Coordination Unit of the Spotlight Initiative, government counterparts, social partners, advisors and technical experts and civil society, to support the management of the activities prioritized in the Work-plan.

The official will work together with an administrative assistant, who will form the ILO team for the project.

Main responsibilities

  1.  Ensure timely implementation of the ILO-led activities under the SI;
  2. Maintain a results-orientation and accountability for programme outcomes in line with agency commitments;
  3. Ensure programme meets expectations with respect to quality, budget, delivery timelines, and strategy.
  4. To prepare reports for monitoring, evaluation and systematization of experiences, among others, according to the priorities, strategies, procedures and tools defined in the framework of the SI and in accordance with the rules and procedures of the ILO.
  5. Answer the requirements and requests of the Coordination Unit and the ILO regarding activities within the framework of the SI.

Description of tasks:

  • Manage allocated Spotlight Initiative’s budget and ensure timely and accurate reporting;
  • Update Agency’s senior management, regional and HQ staff, and the RC Office on programme progress
  • Regularly meet with Agency Programme Managers, the Programme Coordinator, and Technical Specialist to discuss progress and address bottlenecks in implementation
  • Coordinate technical workshops (liaising with speakers; preparation of technical presentations, guiding materials, and reports) and facilitate workshop sessions;
  • Provide support to CSO, service providers, and consultants in the implementation of their tasks for the achievement of programme results (communication, contracts, agenda) etc.)
  • Prepare TOR  for  contracts issuance;
  • Maintain records on all programme personnel/national consultants and their respective status (contracts, ToRs, time and attendance, etc.);
  • Work on the implementation of the activities, follow up, make adjustments and ensure their effective and efficient implementation, based on the planning of the activities of the SI.

  • Collect, analyse and present relevant and specialized information for the identification, formulation of planning processes and projects when relevant.
  • Support the construction of knowledge within the framework of the SI when required.
  • Articulate, as planned, with the different counterparts (state and non-state) to enable the implementation of ILO-led activities and participate in meetings with the main partners for the implementation of the SI.
  • Ensure the effective administrative management and correct financial and budgetary execution of the ILO-led activities, including guidance and supervision of the Finance/administrative staff assigned to the project.
  • Prepare, together with the finance/administrative assistant, the corresponding ILO budget recurring reports as scheduled and special reports as required for donor reporting, for budget preparation, audits or other reasons

  • Write and make contributions to the annual and quarterly reports; coordinate the presentation of the financial and narrative reports associated with the execution and implementation of the activities under the responsibility of the ILO.
  • Update documents and activity plans within the framework of the SI.
  • Perform other tasks as may be assigned by the supervisor
Required qualifications
Education
  • University degree (Bachelor’s or equivalent) in political science, public administration, law, humaN rights, gender equality, business or other relevant fields.
  • Work in mainstreaming the gender approach and / or the development of initiatives and activities for the promotion of gender equality and women's rights will be considered an advantage.
  • The following will also be considered as advantages: postgraduate studies in human rights, gender equality, social sciences, economics or public policies. A program or project management certification will be considered an additional advantage.
Experience
  • Minimum of three years of professional experience at the national level in the implementation and monitoring of technical cooperation projects, preferably in fields related to the project. Good knowledge of the socio-economic development of the country.
  • Work experience in the field of elimination of violence against women and girls and / or gender equality and previous work experience in the United Nations System will be considered advantages.
Nationality

Timor-Leste nationality is a must.

Languages

Excellent written and spoken command of English and Tetum (duty station local language).
