Introduction

The position is located within the Social Protection Department (SOCPRO). The Department is responsible for promoting enhanced coverage and effectiveness of social protection for all through comprehensive, efficient and sustainable national social protection systems, including floors, in line with provisions of Recommendation concerning national floors of social protection, 2012 (No. 202) and other ILO social security standards, and reflected in the SDGs. It provides, at the request of member States, technical advice for the formulation of national policies, the design of social protection systems, including floors, as well as for their implementation and monitoring. 

Within the framework of Development cooperation projects and the Global Flagship Programme on Building Social Protection Floors for All, the incumbent will contribute to the extension of social protection in developing countries, by providing administrative and technical management for the implementation of the European Commission (EC DEVCO) financed project Improving synergies between social protection and Public Finance Management (GLO/19/53/EU) with a project implementation phase from 1 October 2019 – 1 June 2023. The incumbent will contribute to increasing universal social protection coverage in partner countries preferably but not limited to those benefiting from EC DEVCO funded budget support operations, by providing general, administrative and technical management for the implementation all project components. The projects’ main objectives are to:

1.    Improve partner countries’ design and financing of social protection systems in support of their efforts towards SDGs 1 and 10.
2.    Support governments in implementing and monitoring effective gender-sensitive and disability-inclusive social protection systems and programmes for all while ensuring financial sustainability and macroeconomic stability.
3.    Assisting partner countries in developing and applying shock-sensitive social protection programmes and systems adapted to the needs of those living in protracted fragility and crises, including forcibly displaced persons.

The project will be led by the ILO and implemented jointly with UNICEF and the Global Coalition for Social Protection Floors in close cooperation with EU delegations at country level and other partners through a two-pronged approach: 

Approach 1: In eight pre-selected priority countries (Angola, Ethiopia, Burkina Faso, Uganda, Senegal, Nepal, Cambodia, and Paraguay) medium-term in-country technical assistance, capacity and knowledge development will be conducted. These country interventions will be led by locally stationed teams. 
Approach 2: consists of the provision of on-demand shorter-term advisory services to increase performance as well as domestic financing of social protection policies and to strengthen the synergies between social protection and PFM. Potentially all developing countries can request services and the selection of countries for approach 2 will be organized through an operational committee.

A global component of the project will be responsible to support the documentation of experiences, facilitating knowledge sharing and support the overall coordination and management of the programme implementation. Attention will be given to support countries in the delivery of social protection through the development of integrated, coordinated and well performing administration to ensure the efficient and effective delivery of social protection schemes and programmes, focusing in particular on sustainable financing strategies and effective public financial management. This will also include strengthening social protection systems to be risk informed, resilient and adaptable to respond to shocks. Actions will support also the improvement of national capacities to develop sound socially effective, financially efficient and fiscally affordable policies to extend social protection coverage and to ensure good governance of national social protection systems. The project will generate and disseminate knowledge on social protection systems to inform policy and programme development, and to enhance partnerships and cooperation at country, regional and global level. 

Reporting lines

The incumbent will report to the Head of ILO’s Flagship Programme on Building Social Protection Floors for All & Deputy Director of SOCPRO, and to the Director of SOCPRO.

The incumbent will work in close collaboration with the four units of SOCPRO namely the Programming Partnership and Knowledge Sharing Unit (SOC/PPKS), the Social Policy Unit (SOC/POLICY), the Public Finance, Actuarial and Statistics Unit (SOC/PFACTS) and the Actuarial Services Unit (SOC/ASU) as well as with the social protection Global Technical Team, regional and country offices and internal departments including PARDEV, EVAL, FINANCE.

Description of Duties

Within the policy and procedural requirements established by the ILO, the incumbent will be responsible for the day-to-day administrative and technical management of the EC DEVCO funded project “Improving synergies between social protection and Public Finance Management”, including for the centralized Global component and the decentralized country components. The incumbent’s main duties and responsibilities include: 

•    Assume the role of Chief Technical Adviser for the project, the centralized Global component and the decentralized country components, for the general, administrative, budget and technical management, coordination and backstopping, including design, implementation and updating of the project work plan. 
•    Develop, promote, technically support, monitor and evaluate all activities linked to the project in the  eight selected countries under Approach 1 and the countries selected under Approach 2 in close coordination with the project staff leading country-level implementation, and SOCPRO experts and heads of units, ensure high quality delivery, knowledge sharing and complementarity of project components between countries and coordinate complementary support to the Action at country level as part of the ILO Flagship programme and UN Joint fund for Agenda 2030.
•    Ensure timely and efficient delivery of agreed outputs, and monitoring and evaluation of the project activities and the project’s communication and visibility strategy as well as their reporting to the EC in conformity with ILO policies, project strategies, programming guidelines and administrative and financial procedures. This includes effective management and timely delivery of the budget of the project in-line with ILO financial rules and regulations.    
•    Coordinate progress reporting of the centralized Global component and the decentralized country components with the ILO country project teams as well as with UNICEF and the GCSPF.
•    Ensure good working relationships and flow of information on all matters regarding the project with the ILO country project teams, EC, UNICEF and the GCSPF.

•    Provide technical guidance and oversee the drafting and undertaking of research (studies) foreseen by the project, both at country as well as at global level. 
•    Develop and coordinate, with country project staff, the publication and dissemination of materials, in line with the communication strategy to ensure project visibility.  
•    Organize conferences or workshops related to the project as foreseen in the work plans of the various components.
•    Manage efficiently the human resources of the projects (e.g., prepare job descriptions, performance appraisals, etc.)
•    Develop with field specialists and country project staff resource mobilization strategies for the follow-up to the project.
•    Promote and support the application of the ILO’s Results and Impact Measurement tool in the context of the eight country projects under Approach 1 and for Approach 2.
•    Perform other relevant duties as assigned.

Required qualifications
Education

Advanced university degree in economics, public finance, social sciences, business administration, law or a relevant field with demonstrated expertise on social protection issues.

Experience

At least ten years of professional experience in the field of social protection of which at least seven years at the international level. 
Demonstrated experience in managing large projects and in policy analysis and applied research in the field of Social Protection and/or Public Finance is a requirement. Experience in managing EU-funded projects would be an advantage. A record of publications in the fields covered by this position is an asset. Relevant experience in at least one of the regions covered by the project would be considered an advantage. 
 

Languages

Excellent command of English. Working knowledge of French and/or Spanish would be an asset.
