The Norwegian Red Cross is part of the Red Cross Red Crescent (RCRC) Movement, the world’s largest humanitarian network with millions of volunteers operating in 190 countries. The RCRC Movement’s mission is to save lives, alleviate human suffering, protect life and health, and uphold human dignity, especially during armed conflicts and other emergencies. The international engagement of NorCross is based on and guided by humanitarian needs and the humanitarian imperative aiming at achieving humanitarian objectives. Internationally, NorCross operates exclusively inside the framework of the RCRC Movement and has established regional and country offices to ensure decentralized decision-making and proximity to partners and projects.   

The Project Manager Results Management is placed in the Programme Unit at headquarters in Oslo, one of five units in the International Programmes and Preparedness department (IPP). The Programme Unit –including Norwegian Red Cross regional and country offices –develops and manages the long-term programme portfolio in support of RCRC National Societies, the International Federation of the Red Cross (IFRC) and the International Committee of the Red Cross (ICRC).  In line with the Norwegian Red Cross, International Strategy the focus of NorCross programming is on access to health in conflict and protracted crisis. The Norwegian Red Cross has for several years systematically improved its programming quality and its results management methodology and standards specifically and is now looking for a Project Manager to develop and lead a project aimed at securing the implementation of these in Norwegian RC supported humanitarian projects.

The purpose of the position is to improve implementation of results management and strengthen the organizational ability to effectively and efficiently manage humanitarian projects and to consistently document their intended and unintended results. The position is permanent and based in Oslo with extenisive travelling required. The position reports to Team Leder, Programme Support Team.
 

Strategic responsibilities:

  •  Develop and manage a project aimed at securing the implementation of established NorCross  results management methodology and standards in Norwegian RC supported projects.
  • Responsibility to technically oversee and guide Regional Results Management Coordinators (RRMCs) in their work to ensure harmonization of practices and secure each regional team’s adherence to relevant Work Processes, Minimum Standards, the Results Framework and other established policies and guidelines.
  • Provide first line technical direction/guidance/training and contribute to revised and improved methodology and standards as relevant.

We are searching for a person with the following qualities:

  • Advanced University Degree in relevant field.
  • Formal qualifications in qualitative and quantitative methods an asset.
  • Direct experience in results-based management from an organisational context.
  • Proven experience in efficient application of best practices in project cycle- and management and related technology.
  • Ability to lead a project and take responsibility for project progress
  • Experience from the humanitarian sector and successful implementation of projects on a field level an asset.
  • Fluency in English required. Work proficiency in Spanish, French or Arabic an asset.
  • Very good ability to take initiative and responsibility.
  • Very good ability to communicate effectively.
  • Very good ability to work analytically.
  • Very good ability to cooperate and share competencies.
  • Good ability to develop others.
