Job Description

BACKGROUND

Founded in 1933, the International Rescue Committee is a world leader in relief, rehabilitation and post-conflict development services for those uprooted or affected by violent conflict and oppression. The IRC is currently working in over 25 countries around the world, addressing both the immediate and lifesaving needs of conflict affected people in emergencies and the reconstruction needs of post-conflict societies. 

The IRC has been working in Uganda since 1998 supporting refugees and vulnerable host communities. IRC Uganda has it country office in Kampala and regional offices in Amudat, Imvepi, Isingiro, Kitgum, Kyegegwa, Lamwo, Moroto and Yumbe. The current program portfolio includes health, protection and rule of law, women’s protection and empowerment, and economic recovery and development programming. Since June 2019, IRC Uganda has been implementing an ECHO-funded, IRC-led Ebola virus disease (EVD) preparedness project in Kyegegwa, Kasese and Kagadi districts, as part of a consortium with Medical Teams International (MTI).

SCOPE OF WORK

The EH Manager-Hygiene Promotion will be responsible for day to day management of EH Hygiene Promotion activities and staff involved in direct implementation of IRC’s EVD and other communicable disease outbreak preparedness Response Project Strategy. S/he is overall responsible for designing technical approaches to hygiene promotion along with the protection team, ensuring program quality and that all hygiene objectives are met on time and within the budget. When requested, s/he will undertake capacity building of EH Officer – Hygiene Promotion and when required the Hygiene Assistants that form part of the Infection Prevention and Control (IPC) Teams.

POSITION OBJECTIVES

§Work closely with the Community Engagement Manager to develop and design the community engagement approach strategy

§Ensure that all hygiene promotion activities are in line with the community engagement project strategy

§Maintain close links and collaboration with other sectors and in particular health and protection teams

§Be responsible for ensuring that the community based hygiene promotion activities are implemented in a timely and professional manner (as per SPHERE and IRC standards) and in line with beneficiary needs.

RESPONSIBILITIES:

Technical Quality

  •  Take the lead in any inter sectorial assessment process, including analysis and planning;
  • Directly manage the EH Officers - hygiene promotion
  • Take full responsibility for ensuring that all that hygiene promotion activities meet stated objectives within the timeframe;
  • Through reviewing  the Community Engagement strategy train and capacity build the EH Officers-Hygiene Promotion to ensure program activities foster accountability to beneficiaries, gender and protection sensitivity and inclusion are adequately addressed in programming;
  • With support from the EH  Technical TA, lead on the technical designs and methodologies for all hygiene promotion hygiene activities
  • Support the EH Officers-Hygiene Promotion to provide technical support and training for community volunteers (VHTs).
  • Provide regular reports, document results and maintain detailed records 

Staff Supervision & Development

  • The post holder will directly manage the EH Officers -Hygiene Promotion 
  • Support the Health Consortium Coordinator with assessing staffing requirements against the size and scale of the project.
  • Lead in recruitment of Hygiene Promotion staff
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Take responsibility for discussing job expectations, performance, and objectives on an informal, quarterly basis with designated staff.
  • Responsible for EH Officer-Hygiene Promotion timesheets, work plans, vacation schedules, and staff training/development activities.
  • Ensure that the EH Officers- Hygiene Promotion collects VHT timesheets, vacations and progress with work plans
  • Adhere to and act in accordance with the IRC Global HR Policies and Procedures

Monitoring

  • Take the lead on ensuring that monitoring and data collection of all hygiene promotion indicators are in line with  the approved monitoring framework, using all the correct monitoring tools and at the frequency prescribed
  • Lead on and participate in monitoring data analysis

Other duties

  • Consistently and proactively monitor/assess the safety and security of the team; promptly reporting concerns or incidents to the Health Consortium Coordinator, and when liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs
  • Other duties as assigned by the supervisor to enable and develop IRC programs

PROFESSIONAL STANDARDS

All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.

The IRC and IRC workers must adhere to the values and principles outlined in IRC Way - Standards for Professional Conduct.  These are Integrity, Service, and Accountability.  In accordance with these values, the IRC operates and enforces policies on Beneficiary Protection from Exploitation and Abuse, Child Safeguarding, Anti Workplace Harassment, Fiscal Integrity, and Anti-Retaliation

Qualifications

  • Degree in Environmental Sciences, Social Work, Nursing, Public Health etc;- relevant experience will supersede the formal qualification
  • Up to 5 experience in hygiene promotion programs with INGOs;
  • Has experience in Epidemic outbreak control programs
  • Excellent understanding of EH issues in emergency situations and knowledge of emergency standards (Sphere)
  • Strong management and communication skills;
  • Ability to live and work in stressful and insecure environment;
  • Able to manage multiple tasks.
  • Knowledge and/or experience in protection and health programming;
  • Able to work under pressure and good at timely decision making.
  • Knowledge of English
  • Fluency in the local languages-
  • Excellent professional approach and strong team building skills.
  • Competent user of MS Applications: Word, Excel;
