Job Description

The IRC has worked in Liberia since 1996 and is one of the largest humanitarian actors in the country. The IRC Liberia currently operates health programs in Montserrado, Bong, Lofa, and Nimba counties. We have a varied portfolio in health, and women's protection and economic empowerment.

JOB OVERVIEW/SUMMARY:

The Monitoring and Evaluation (M&E) Officer will be based at the IRC country office in Monrovia. S/he will serve as the focal person for coordinating M&E functions for the GIZ-funded Supporting Referrals and Community Linkages with the Integrated Severe Infections Treatment Unit (InSITU) program.S/he will be supervised by the Program Manager and will work closely with the Deputy Director of Programs. The M&E Officer will work to ensure the validity of data being collected and reported with specific emphasis on consistency, accuracy, and timeliness.S/he will make regular field visits to mentor and coach staff working on InSITU activities and service delivery. The M&E Manager is expected to collate, clean, and analyze data to ensure accurate and on-time reporting to GIZ.

SPECIFIC RESPONSIBILITIES:

The M&E Officer will carry out a variety of tasks, including:

MONITORING AND EVALUATION

  • Work closely with the Program Manager to develop the plans and procedures for data collection and verification in the InSitu, public health facilities, and their corresponding catchment communities;
  • Ensure robust monitoring of project activities throughout Montserrado County; and
  • Ensure monthly project data are captured and reported in monthly project narrative reports.

REPORTING

  • Assist the Program Manager with the preparation of donor narrative reports by drafting or reviewing narratives and preparing graphs, pivot tables, etc.;
  • Contribute to preparation of presentations required for meetings with GIZ, CHT, NPHIL, etc.;
  • Provide weekly/monthly M&E reports of activities covered in the county;

OTHER DUTIES

  • Work with the IRC Country Program M&E Team to periodically update COMET;
  • Attend IDSR-related meetings at CHT, NPHIL, MOH, etc. and provide updates on InSitu and community engagement program activities and data.
  • Perform other tasks as requested by Program Manager and Deputy Director of Programs.

Qualifications

  • University Degree or Technical Diploma or its equivalent in Statistics, Public Health, or a Development Studies-related field;
  • At least five years’ professional experience in health project monitoring and evaluation;
  • Familiarity with rapid retrieval, analysis and presentation of data;
  • Works well with others and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well, possesses excellent coordination and problem-solving skills;
  • Excellent written and oral English skills;
  • Good computer skills in MS Word, Excel, PowerPoint;
  • Commitment to accuracy and meeting deadlines;
  • Added advantage: Master’s degree in a relevant field; INGO experience; experience in health programming during the Ebola response period; M&E training; and familiarity with IDSR.
