Job Description

International Rescue Committee is one of the major actors in humanitarian aid and post-conflict development in the Democratic Republic of the Congo. IRC began working in the Democratic Republic of the Congo in 1996 to meet the humanitarian needs of people affected by armed conflict in the east of the country. Currently, IRC works in the sectors of health including the Ebola response, community governance and reconstruction, the protection and empowerment of women, responses to emergencies, child protection and education. 
In August 2018, the DRC witnessed an EVD outbreak that has continued till date. IRC is one of the major organizations contributing to stop the spread of the epidemic through health, IPC/WaSH interventions in the North Kivu and Ituri Provinces. The IRC is currently recruiting a Monitoring, Evaluations, Accountability and Learnings (MEAL) Coordinator. 
Scope of Work
Under the supervision of the Deputy Field Director, the MEAL Coordinator will provide technical support to all projects and oversee all MEAL activities, including assisting project teams in defining indicators, developing data collection tools and data collection methodologies, and leading data assessments and project audits. 
Specific Responsibilities:
Developing and Strengthening the MEAL Systems:
•Strengthen existing and/or develop new MEAL systems & tools to ensure that the key performance indicators of each project are appropriately tracked.
•Support program teams in ensuring regular monitoring visits are carried out using prescribed tools and processes.
•Collaborate to identify data needed (outside of routine indicator collection) to contribute to program quality, and work with teams to develop any new tools for non-routine data collection
•Follow up with program teams to check if recommendations given in monitoring report are being followed.
•Ensure quality and accountability is reflected in monitoring tools & processes.
•Make sure mechanism for regular data collection, monitoring reports and identify any modifications that might be needed in the current M&E system and practices are implemented.
•Monitor the extent to which the involved project team is meeting its objectives and targets against its project proposals.
•Identify, analyze, synthesize and document lessons learned from program implementation and facilitate program staff for the incorporation of those lessons into project design.
•Lead or provide inputs on needs assessment, baseline/end line surveys and impact assessments analysis and reporting when required.
•Set up a community feedback and response mechanism for the Response. Work closely with the Community Engagement Coordinator to share feedback data and incorporate it into community engagement work.
•Financial management of budgets allocated for monitoring.
Program Documentation:
•Review project donor reports, including editing, consistency in information, fulfilling format and grant agreement guidelines.
•Ensure reports reflect analysis and outcome level information.
•Support and mentor program team in gathering outcome and impact level changes in projects.
•Coordinate with teams for quality content and refining reports.
•Support in refining Needs Assessments, Baseline and Evaluation reports when required.
•Ensure effective development of dissemination of practical guidance, best practice and lessons learnt at all levels within the programs and organization.
Management and Coordination:
•Management and team development of direct reports.
•Coordinate work and data needs with the program team and coordinate feedback mechanism work with the Community Engagement Coordinator and Humanitarian Access and Security team.
•Coordinate with the program and access teams to lead on needs assessments
•Communicate with the country program MEAL team to align systems, when possible.
•Ensure direct reports implement to all policies and procedures.
•Coordinate with grants department to ensure complementarity in Program Development, Visibility and Fundraising.
•Promote the desired organizational culture in team and office.

Qualifications

Qualification/Experience:
•A Masters Degree from a recognized University preferably in Biostatistics, Epidemiology, Public Health, Social Work, Development Studies or in a relevant discipline.
•A minimum of 5 years work experience in humanitarian/development sector. Experience in MEAL in diverse range of thematic areas and approaches i.e capacity building; development; humanitarian etc.
•Experience with mobile data collection (Kobo, CommCare, ODK, etc)
•Knowledge of the DRC’s political, economic and social trends, as well as a solid understanding of the key development and humanitarian issues in the region.
Skill/Competencies:
•Skilled at designing tools and processes for monitoring and evaluation and analyzing data.
•Ability to capture lessons learned and support in institutionalization of learnings.
•Sound skill in grant and report writing with a broad range of donors.
•Able to work with a participatory project design work approach.
•Ability to understand budgeting and design implementation strategies.

Language Skills: 
Fluency in French and English required.  Knowledge of Swahili is an asset.
Specific Security Situation/Housing 
Beni is security phase 4 (Red) so staff are expected to respect the various security protocols in place in the province and in country.  Phase 4 requires clear contingency planning in place with staff prepared should hibernation or evacuation be called.   The MEAL’s Coordinator position is an unaccompanied position and will be provided with shared housing/hotel accommodation.
