Background/IRC Summary: Founded in 1933, the International Rescue Committee (www.theIRC.org) is a world leader in relief, rehabilitation and post-conflict development services for those uprooted or affected by violent conflict and oppression. The IRC is currently working in over 25 countries around the world, addressing both the immediate and lifesaving needs of conflict affected people in emergencies and the reconstruction needs of post-conflict societies. The IRC has been working in Iraq since 2003 to provide support to refugees and vulnerable host community members in the areas of women’s protection, children’s protection and cash assistance. The IRC's Protection Team works to safeguard the human rights and wellbeing of those affected by several years of conflict and displacement in Iraq. Newly displaced Iraqis, as well as those who were formerly displaced, often lack access to critical documentation, basic social services and key information about their civil rights. The IRC's Protection programming is focused on increasing the safety and assistance of Iraqis who are currently or formerly displaced, as well as those returning to their area of origin. With Protection at the forefront of the crisis in Iraq, the IRC's team is a leader in ensuring that vulnerable communities are receiving access to information and services through Protection Monitoring, Legal Case Management, Psychosocial support and Community-based protection assistance. Position Overview Under the line management of the Field Coordinator and technical management of the Senior Protection Manager, the Protection Manager will oversee the implementation of the IRC protection activities in Anbar governorate. The Protection Manager will directly manage the protection monitoring and the legal team as well as the newly established PSS team and the protection program officer. Technical support will be provided by the Senior Protection Manager and the Protection Coordinator. The Protection Manager will be responsible for organising the work of the protection monitoring and legal teams in the field, according to the harmonized tools of the protection programme, establishing and monitoring weekly/by-weekly and monthly work plans of protection visits, cases received, referrals and advocacy. He/she will also be responsible for ensuring the quality implementation of the projects and timely submission of reports, and answer requests for information in a timely fashion. The Protection Manager will coordinate with other stakeholders including INGOs, local authorities and other actors in the field in order to maximize the protection response in Anbar governorate. Job Responsibilities Project management - A monthly protection monitoring field visit plan based on locations of PoCs and MoDM data, with bi-weekly/weekly updates depending on the situation and events. - A monthly field visit planning for the lawyers, depending on the referred cases and sites identified as in need of legal assistance, with bi-weekly/weekly updates depending on the situation and events - Establishing and monitor a monthly advocacy/networking plan. - the Indicator Tracking system online - the Budget forecast for the following month - the cash forecast for the following month - the workplan - check the BvAs and the transactions for Anbar governorates and coordinates with the Senior Protection manager / Protection Coordinator for recoding wrong transactions - the support documentation for legal fees and other Petty Cash reimbursement, in cooperation with all relevant staff in Anbar office (lawyers, legal team leaders, monitors, protection monitor team leaders) and admin staff in Baghdad - follow-up of procurement plans Project development and Reporting Coordination Operations
