Job Description

IRC West Africa and Great Lakes region, provides management support to twelve countries; Nigeria, Mali, Cote d’Ivoire, Chad, Cameroun, Niger, Central African Republic, Liberia, Sierra Leone, Tanzania, Burundi and the DRC.

The primary objective of the position is to build local and regional supply chain management capacity in IRC country programs via both remote and in-country hands-on support activities. It requires the occupant to have a thorough understanding of all aspects of the humanitarian supply chain, donor policies, including but not limited to need assessment, procurement, warehousing and inventory management, transport/fleet, Enterprise and Resource Planning (ERP) Management, and staff training skills.

When not deployed on a roving assignment, the Roving Supply Chain Coordinator will support the Regional Supply Chain Director (RSCD) in developing a high standard of Supply Chain excellence to maximize program support, efficiency and results.     In addition the Roving Supply Chain Coordinator will provide on ground and remote technical supply chain support to IRC offices worldwide when required.  The success of this role require close collaboration with RSCD, country leadership, program teams, country supply chain operations and GSC based in NY.

Major Responsibilities:

Under the direct supervision of the Regional Supply Chain Director, the Roving supply chain coordinator will be responsible for the following based on an agreed Terms of Reference for each deployment:

  1. Compliance:

  • Conduct assessments of field supply chain policies, procedures, controls, and performance in designated countries;

  • Develop and support implementation of improvement plans.

  • Deputy Director for Operations and/or County Director is promptly informed of any areas of concern or potential or suspected violations.

  • Provide constructive support to other functions to ensure effective, compliance to policies & procedures.

  • Implement discrete, time-bound Supply Chain initiatives which improve performance or compliance (i.e. establish an asset register or assist country in implementing elements of an audit corrective action plan);

  1. Training & Outreach:

  • Provide training to field-staff on basic IRC supply chain policies, procedures, and ERP software.

  • In Coordination with the Regional Supply Chain Director, oversee the development and delivery of enhanced orientation and training materials and approaches for supply chain and non-supply chain staff;

  • Proactively develop the skills of IRC staff to understand and utilize Supply Chain tools and services to design and implement quality programming.

  • Review and provide feedback on assigned supply chain reports submitted by country offices;

  1. Staff Management:

  • Support country supply chain Coordinators with local recruitment (written tests and interviews) through the effective utilization of the IRC supply chain competency matrix.

  • Provide face to face (when in-country) and remote orientation to newly hired field based supply chain staff, in designated countries;

  • Temporarily fill senior field-based supply chain positions, such as Supply Chain Coordinator;

  • Act as a Regional Supply Chain Director at her/his absence.

  1. Technical Management & Systems:

  • Participate in the development and implementation of GSC ERP system.

  • Manage discrete aspects of the supply chain function (i.e. procurement; warehousing; fleet) if deployed, or assist the GSC with providing technical support for these functions at the regional level;

  • Participate in the development and implementation of GSC standard Operating Procedures, when necessary.


Education: Bachelor’s Degree required; advanced professional certification in supply chain management and/or emergency response management strongly preferred.

Work Experience: At least 5 years of experience in managing humanitarian supply chain; Strong ERP roll out and management skills; Demonstrated ability to develop and roll-out supply chain policy and SOPs; Clear training and coaching ability; Experience working with a diverse portfolio of Donors and knowledge of specific donor guidelines. 

Demonstrated Skills and Competencies: High degree of flexibility and ability to work under sometimes extreme hardship conditions against tight deadlines; Strong computer and communication equipment skills, including Microsoft Office applications.  Must be able and authorized to drive manual transmission 4WD vehicles.

Language Skills:

Fluency in French is required.

Good working knowledge of English and/or Arabic would be an added advantage
