Organizational Setting

The Animal Production and Health Division (AGA) promotes and facilitates the sustainable development of the livestock sector, integrating scientific and technical expertise and policy advice. It hosts technical networks in area of animal health, genetics, feed and animal husbandry and provides analysis, policy dialogue (incl. intergovernmental bodies) and technical assistance. It also supports emergency responses, mostly in animal health.

The post is located in the Animal Health Service (AGAH). The FAO Animal Health Service (AGAH) is primarily concerned with aspects related to the prevention, detection and timely response to health threats of animal origin (zoonotic diseases, transboundary animal diseases, production diseases, diseases of wildlife, arthropod-borne diseases, food safety, antimicrobial resistance) that affect public health or efficiencies, sustainable livestock production and conservation efforts. AGAH capacity development work ensures the strengthening of veterinary systems at national and regional level and bridges agriculture development, public health and ecosystem health.

Technical Focus
  • Tripartite AMR Multi-Partner Trust Fund (MPTF)

The Tripartite (FAO, OIE and WHO) have setup an AMR Multi-Partner Trust Fund, hosted by the Multi-Partner Trust Fund Office in New York. The Fund’s Terms of References (TOR) is based on the Tripartite AMR Programme’s framework and a clear theory of change, initially in support of the AMR Tripartite 2019/20 work plan. The Funds mobilized would support critical work at country, regional and global levels to deliver the AMR Global Action Plan on Antimicrobial Resistance (GAP) in line with the Tripartite Work Plan, prioritizing the resourcing and implementation of AMR National Action Plans (NAPs). Terms of Reference for the MPTF have been developed and approved and a resource mobilization working group formed with nominees from each organization.

  • Global Framework for the Progressive Control of Transboundary Animal Diseases (GF-TADs) Secretariat

GF-TADs was launched in May 2004. GF-TADs is a joint initiative of FAO and OIE, with the expected participation of WHO for the zoonoses, to achieve the prevention, detection and control of transboundary animal diseases (TADs) and in particular to address their original and global dimensions. The initiative combines the strengths of both international organizations to achieve agreed common objectives. GF-TADs is a facilitating mechanism which endeavours to empower regional alliances in the fight against TADs, to provide for capacity building and to assist in establishing programmes for the specific control of certain TADs based on regional priorities. At the Global level, the GF-TADs Global Steering Committee provides guidance on technical activities of global scope to be implemented by the GF-TADs Global Secretariat under the supervision and agreement of the GF-TADs Management Committee [MC]. The GF-TADs Global Steering Committee [GSC] provide also strategic directions to the Regional Steering Committees [RSC] for the definition of their multi-annual Action Plans and facilitate collaboration and cooperation between the global and regional levels. The GF-TADs Global Secretariat is hosted at FAO and works under the supervision of the GF-TADs MC composed of FAO and OIE Members. All the proposals of the GF-TADs Global Secretariat must be agreed by the GF-TADs MC before implementation.

Tasks and responsibilities
  • Tripartite AMR Multi-Partner Trust Fund (MPTF)
  • Provide technical insight to the Organization on all matters related to the MPTF and coordinate related day-to-day activities (teleconferences, email exchanges, preparation of documents ensuring balanced representation of the food and agriculture sector).
  • Prepare and/or review AMR related work updates, briefs, and inter-agency documents of relevance to the MPTF, technical soundness, including draft letters, talking points or speeches for FAO or partners, with inputs from specialised FAO communications staff.
  • Mobilize required resources to progress on the Tripartite Action Plan for AMR.
  • Develop, as needed by FAO, or requested by the Geneva-based Tripartite AMR Secretariat, the Tripartite Work plan and FAO Action Plan on AMR and participate in country visits for the purpose of advocating it.
  • Lead the planning process and collate outcomes at the inter-agency meetings related to MPTF AMR at Director General or Deputy/Assistant DG(s) level.
  • Facilitate regular coordination and collaboration with counterparts at WHO and OIE on AMR, as needed.
  • Participate in weekly FAO AMR Working Group to inform and promote best practices, policy development and expert advice, as appropriate.
  • Global Framework for the Progressive Control of Transboundary Animal Diseases (GF-TADs) Secretariat
  • Prepare and disseminate recommendation reports for the Management Committee, select Steering Committee meetings, and all information relating to GF-TADs to its members and public at large (website).
  • Lead the dissemination of information on the GF-TADs activities, progress and results via the website or any other communication tools, after validation by the GF-TADs Management Committee.
  • Ensure the global coordination of the GF-TADs and liaise with all the Regional Steering Committee offices (OIE regional offices) and relevant governance structures.
  • Facilitate close collaboration between the global and regional levels, through direct communication with the Regional Steering Committees, the Regional Secretariats and the RSUs/RAHCs.
  • Establish and strengthen collaboration and coordination with all relevant national and international GF-TADs stakeholders including resource partners.
  • Participate in Regional GF-TADs Steering Committees to offer vision, expertise and cross-fertilization of ideas/examples from the other GF-TADs regions or clusters for the benefit of the regional GF-TADs work, reporting, and implementation efforts.
  • Verify that all activities undertaken within the framework of GF-TADs are in compliance with the priorities proposed by the Global Steering Committee.
  • Follow up the overall progress of the GF-TADs initiative, overseeing the implementation of the overall Action Plan as well as the implementation of recommendations.
  • Ensure regular maintenance of the GF-TADs website content and shared folders.
  • Follow up more specifically the implementation of the global and regional activities.
  • Produce monitoring reports on the progress of the initiative to the Management Committee. After validation by the Management Committee, the monitoring reports will be provided/presented to the Global Steering Committee (FAO, OIE, regional and country representatives, select donors).
  • Assist when necessary in organizing GF-TADs conferences, seminars, workshops worldwide, in support of GF-TADs Regional Secretariat where appropriate ensuring parity and reciprocity between participating institutions.
  • Develop and manage a calendar of GF-TADs events and assuring conflicts are resolved.
  • Organize the Global Steering Committee meetings\: in particular, draft and circulate agendas and invitations (invitations to be signed by FAO and OIE); organize the logistics; draft recommendations and minutes/proceedings of the meetings.

  • Carry out any other related activities requested by the Management Committee.

Minimum Requirements
  • Advanced university degree in Veterinary Medicine
  • 12 years of relevant experience in Veterinary Medicine
  • Working knowledge of English and limited knowledge of French

  • Extent and relevance of experience in planning and implementation of programmes related to animal health in development organizations
  • Extent and relevance of experience in different countries and regions, especially in developing countries and countries in transition

  • Extent and relevance of experience in organizing international meetings, seminars and training courses
Selection Criteria
  • Extensive knowledge and experience within the UN system and inter-agency cooperation
