The United Nations Children’s Fund (UNICEF) in Vientiane, Lao PDR is looking for a qualified Individual International Consultancy to develop the Lao PDR Ministry of Education and Sports Emergency Contingency Plan. A total of 60 working days, starting mid-November 2019 and completed by end February 2020. The assignment will be based in the UNICEF Lao PDR with significant amount of time also spent in the Ministry of Education and Sports.

The United Nations Children’s Fund (UNICEF) in Vientiane, Lao PDR is looking for a qualified Individual International Consultancy to develop the Lao PDR Ministry of Education and Sports Emergency Contingency Plan. A total of 60 working days, starting mid-November 2019 and completed by end February 2020. The assignment will be based in the UNICEF Lao PDR with significant amount of time also spent in the Ministry of Education and Sports.

 

 Summary of key functions/accountabilities:

 

 The consultant will undertake the following tasks:

 

 1. Desk review to input into situation analysis and identification of risks, including a review of the national contingency plan, inter-agency contingency plan prepared by the Humanitarian Country Team, and other relevant documents. The desk review should provide a summary of what is likely to happen, its likely impact, and the capacity to respond. It also contains the main planning assumptions used to develop the contingency plan.

 

 2. Undertake a mapping of the different partners that can support an emergency response. This includes a mapping of existing capacities, resources (e.g. pre-positioned supplies) and interventions. This could include field visits to understand the mechanisms in the districts and provinces, and capacities of key stakeholders.

 

 3. Facilitation of training(s) on Education in Emergencies (EiE) in line with INEE guidance, including the INEE minimum standards.

 

4. Lead the Education Contingency Plan consultation workshop to get inputs from key stakeholders (MoES, MLSW, UNICEF, Save the Children International, other UN agencies, INGOs, national NGOs and possibly representatives from other Clusters). Participants could also include representatives from selected provinces and districts. The workshop will be done back-to-back with the EiE training. Consultation workshops at the regional level covering provinces in the north, central level and south will be organized.

 

5. Draft the Education Contingency Plan using a format agreed by the MoES and key stakeholders, including updated mapping of key partners and their responsibilities in case of emergency, mechanisms for updating sections of the Contingency Plan. The Plan should be presented to the Education Cluster for validation before finalization. The plan should be accompanied by the Operational Plan for strengthening preparedness capacity of schools, and district and provincial authorities. The most vulnerable provinces can be identified to receive preparedness planning support and would then form the framework for where partners can support MoES in Education in Emergencies, and disaster risk reduction. The plan should also include tools that can be used by the MoES and education cluster, such as a rapid assessment tool for education. It should also include estimates on pre-positioned supplies and the estimated costs, as well as suggested capacity development activities to strengthen emergency preparedness in the sector.

 

6. Finalize the Education Contingency Plan and prepare a shorter version for inclusion into the inter-agency contingency plan of the Humanitarian Country Team.

To qualify as an advocate for every child you will have…

Qualifications and Experience:

  • University degree, preferably in Education, Social Sciences, Economics or other related field
  • At least 4 years of work experience in Education in Emergencies (EiE)
  • Excellent facilitation skills
  • Ability to deliver quality report in aligned with UNICEF publication guideline

Knowledge and Skills:

  • Demonstrated understanding of INEE Minimum Standards
  • Experience supporting countries develop contingency plans an advantage

Competencies:

Core competencies

  • Communicates, works and networks effectively with a wide range of people to reach broad consensus on a well-coordinated response, and demonstrates leadership where required
  • Demonstrates strong oral and written communication skills
  • Builds, motivates and leads the cluster coordination team

Technical competencies

  • Understands key technical issues for the cluster sufficiently well enough to be able to: engage with cluster participants; make full use of their experience and knowledge; guide strategy and plans; communicate and advocate on important issues.

Languages

  • Excellent written and oral English is required for this post.
  • Fluency in Lao is an advantage.

Evaluation method and criteria:

A two-stage procedure shall be utilized in evaluating proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared.

Applications shall therefore contain the following required documentation:

1. Technical Proposal, including a cover letter, updated CV, and copies of 2 relevant evaluations performed earlier by the consultant.

2. Financial Proposal: Lump-sum offer with the cost breakdown: Consultancy fee, travel costs (economy class), per-diem to cover lodging, meals, and any other cost related to the consultant's stay in Vientiane, including transportation inside the city and other costs. The travel shall be based on the most direct and economy fare.

No financial information should be contained in the technical proposal.

For evaluation and selection method, the Cumulative Analysis Method (weight combined score method) shall be used for this recruitment:

a) Technical Qualification (max. 100 points) weight 70 %

  • Degree in Education or relevant field (15 points)
  • Knowledge of Education in Emergencies, including INEE Minimum Standards (30 points)
  • Experience in carrying out similar tasks (35 points)
  • Quality of past work (e.g. understanding, methodology) (20 points)

b) Financial Proposal (max. 100 points) weight 30 %

The maximum number of points shall be allotted to the lowest Financial Proposal that is opened /evaluated and compared among those technical qualified candidates who have attained a minimum 70 points score in the technical evaluation. Other Financial Proposals will receive points in inverse proportion to the lowest price.

The Contract shall be awarded to candidate obtaining the highest combined technical and financial scores, subject to the satisfactory result of the verification interview.
