About the job: Danish Refugee Council (DRC) is currently looking for a highly qualified Team Leader for a multi-year Livelihoods Assistance Programme for Eastern-Ukraine (LAP). DRC is an international non-governmental organization, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. In Ukraine DRC operates since 2007. From 2015 on, DRC successfully implements livelihoods programmes aimed to provide IDPs and conflict-affected population with income-earning opportunities thus strengthening their resilience.

As the Livelihoods Team Leader you will be responsible to manage all the components of the LAP programme and ensure that its goal is realized. The Livelihoods Team Leader is primarily responsible for the efficiency and effectiveness of the programme’s actions, management of the programme budget and for steering the direction of the assistance activities provided by LAP. He/she should at the same time promote DRC's values through various entry points in the LAP programme and preserve staff moral and enthusiasm during the work.

To be successful in this role we expect you to have a comprehensive understanding of the post-conflict environment, needs of the conflict-affected population and possible durable solutions; proven experience in the full cycle of livelihoods programming and ability to lead the team. All employees should master DRC's core competencies: Communicating, Taking the lead, Collaborating, Striving for excellence and Demonstrating integrity.

Main Responsibilities

  • Together with the DRC Livelihoods Programme Manager, develop and manage strategic direction of LAP operations in accordance with the programme targets;
  • Provide leadership and team building for the programme staff;
  • Develop in-depth understanding of local context, participating in activities under all the programme components, that include market systems development activities, M4P interventions, SME support, job creation, vocational training, institutional capacity building and policy change;
  • Supervise programme team members;
  • Deliver technical support and guidance to the programme team;
  • Ensure the quality of the planning, implementation and follow up of all technical aspects of the LAP programme activities;
  • Support the monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up;
  • Plan and coordinate proactively logistics and movements of staff from and to different operational areas;
  • Initiate procurements and ensure their execution;
  • Ensure distribution plans are prepared and shared with logistics in a timely manner;
  • Prepare regular progress reports for the programme donors;
  • Develop and maintain linkages with all key stakeholders related with the LAP programme and ensure proper coordination and their involvement;
  • Coordinate the functioning of the programme’s monitoring system;
  • Participate in the elaboration of programme implementation tools and standard operating procedures;
  • Follow all DRC policies and procedures;
  • Perform other duties as assigned.
   

Experience and competencies

Required:

  • Minimum 3 years of management experience at a mid to senior level, preferably with experience in the economic development field working for an international NGO, UN agency or business sector;
  • Proven management skills and a competence in people management;
  • University degree in economics, public/business administration, or other related field;
  • Proven practical knowledge of the project cycle management;
  • Proven ability in management and planning of project budgets;
  • Good communication, presentation and reporting skills;
  • Full working proficiency in both oral and written English, Ukrainian and Russian (equally important);
  • Proficiency in Microsoft Office programs.

Desirable:

  • Practical understanding of the needs and concerns of private sector;
  • Good understanding of power relations dynamics and governance processes in Ukraine;
  • Understanding of the Ukrainian legislation on IDP integration strategy and regional development; Extensive networks in public and private sectors;
  • Small business / micro-finance / budget management qualification;
  • Knowledge of livelihoods interventions in Ukrainian context, good understanding of possible durable solutions for conflict-affected population.
