JOB PURPOSE

To perform specialized and/or standardized policy and programme-related processes and activities to support the effective delivery of assistance packages.  

KEY ACCOUNTABILITIES (not all-inclusive)

1. Perform specialized and/or standardised processes and activities within the specific technical area of work supporting alignment with wider programme policies and guidelines.

2. Provide project management and/or general office support following established targets and WFP’s policies and procedures.  

3. Within the specific area of responsibility, compile data and support analysis and preparation of reports (e.g. food assistance needs, resource utilization, programme status, performance) in order to support operational decision-making.

4. Perform accurate, timely recording of data within the specific technical area of work (e.g. food security and vulnerability assessments) following corporate standards and guidelines.  

5. Work and exchange information with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.

6. Support communication and activities with local partners, agencies, NGOs and government institutions.  

7. Act as a point of contact for resolution of general operational queries requesting assistance where necessary.    

8. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.

OTHER SPECIFIC JOB REQUIREMENTS
  1. Reporting: compile data, support analysis and prepare all resilience and livelihoods reports, including internal and external Country Office reports, unit-specific reports and donor reports. Review all partner reports and ensure they meet WFP quality standards.
  2. Monitoring: work closely with the M&E unit to devise a monitoring plan for resilience and livelihoods activities and be responsible for the implementation of the plan, in collaboration with Area Offices. This includes organization of baseline and endline surveys and recording and following up on issues recorded through the hotline and updating the asset database and the asset map (including photo library).
  3. Knowledge management & communication: manage the unit’s knowledge by consolidating relevant contacts, FLAs and documents. Develop a communication strategy for the unit to increase visibility within the Country Office and in Yemen. Implement a communication strategy.
  4. Support project implementation: support general project implementation as requested by management.
  5. Field liaison: organization of field missions, regular field monitoring and liaison with partners to solve issues in implementation as requested.

6. Workshops and trainings: participate in preparation of any relevant workshop and training for WFP staff and partners.

7. Resource utilization: preparation of purchase requests (PRs) and follow of purchase orders (POs) to enable the implementation of activities as instructed by supervisor.

8. Cash transfer management: preparation of cash transfer instructions to financial service provider following WFP guidelines and templates; completion of reconciliation at each cash distribution cycle; clearance of financial service provider invoices; hourly follow up with financial service provider and cooperating partners during distribution days.

9. Beneficiary data management: update beneficiary data base following WFP guidelines and track monthly distribution per beneficiary. 

10. Output tracking: tracking and synthetization of monthly outputs including cash transfer amount, beneficiary figures and assets and trainings completed.  

11. Perform any other duties, as required by the supervisor.

STANDARD MINIMUM QUALIFICATIONS
  • 4 or more years of relevant experience in a field related to Programme & Policy, Programme/Project support in a Humanitarian context, or Primary or secondary data collection and analysis.
  • Completion of secondary school education;
  • Fluency in both oral and written communication in Arabic and English.
  • Either a Yemeni citizen or a foreign citizen with permanent Yemeni work permit.
