Organizational Setting

The Guyana Land and Survey Commission (GLSC) and FAO are implementing the project Mainstreaming Sustainable Land Development and Management In the Cooperative Republic of Guyana. The project aims at establishing an enabling environment for promoting sustainable and climate-resilient land development, management and reclamation in support of Guyana’ s Green State Development Strategy through activities working at (i) streamlining policy, regulation and governance; (ii) developing institutional and human capacities; and (iii) strengthening local governance in the 3 regions where project is implemented. Implemented at three levels – national, regional and local- the Sustainable Land Development and Management (SLDM) is designed to create an enabling legal and policy framework informed by policy feedback loops nurtured with ground reality and inclusive participation.

Reporting Lines

The Cadastral surveyor\\mapping specialist will work under the direct supervision of the FAO Representative in Guyana and the SLDM project Chief Technical Advisor. He/ She will work in collaboration with the Commissioner of the GLSC and other team members, and under the overall technical guidance of the Lead Technical Officer (LTO) and the concerned task force members.

He / She will also work closely with the PMU staff and GLSC Divisions as well as with the following consultants to ensure synergy and avoid duplication as appropriate (Land Administration, Land Resources Planning and Management, Land tenure and governance, GIS /Web Mapping/remote sensing, ICT/Network (Data Management‐Systems), Institutional reform/finance‐business planning, Land Valuation, Soil and Water Resources/Land rehabilitation/reclamation, Gender/Social development, Monitoring and Evaluation, National Land policy and Legal specialists).

He / She will be based in the PMU office in GLSC premises during his/her work in the SLDM project in Guyana and will be supported by the FAO country office as required.

Technical Focus

He / she will integrate a field-to-office-GIS workflow/data to ensure that high-quality data on land ownership and use/access rights is collected, processed (catalogued, stored, maintained, disseminated) and analysed, in the most efficient way, utilizing the geodetic reference framework as required.

Tasks and responsibilities

In particular he/ she will undertake the following tasks\:

  • Ensure technical review of the relevant information, baseline studies, regulations, guidelines and processes on cadastral mapping and surveying in Guyana.
  • Assess capacity needs, prepare a training development plan and provide relevant training in geodesy, hydrographic surveys and other relevant technical areas.
  • Develop a Standard Operating Procedure for surveys.
  • Strengthen reestablishment of the Continuous Operating Stations (CORs) with training on standard operating procedures for maintenance and management.
  • Support the Land Administration Specialist in the establishment of a quality control process for a land parcel information system with work processes and standard operating procedures.
  • Review and provide guidance of specialized equipment to conduct surveys for increased efficiency and capacity with reference stations, geodetic network, spatial data infrastructure.
  • Undertake field visits to target regions to explore current cadastral [and land-use / planning / development / utilities / infrastructure mapping] practices in order to advise on cadastral mapping.
  • In close collaboration with the Land Administration specialist, the Land Valuation specialist, the Land Tenure and Governance specialist and the Land Resources Planning and Management specialist, design and execute an integrated pilot study with partners including\: (i) land disputes, litigation and conflicts, (ii) land markets dynamics, (iii) drivers of land degradation, (iv) identification of sustainable land management incentives; and (v) clarify partners roles and responsibilities.
  • Produce lessons learnt, priorities and recommendations note on the findings for external distribution including terms of reference for alternative dispute resolution mechanisms.
  • Draft and supervise the implementation of possible follow up letters of agreement with eligible external partners for conducting of study/ training/ other activities under his/ her areas of expertise as required.
  • Support the implementation of the capacity development plan to be prepared by the Business development strategy experts by providing content under his / her area of specialisation for activities at national, regional and local levels.
  • Produce technical reports / notes / peer reviews under his/ her areas of expertise as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
  • Advanced university degree in a discipline relevant to Cadastral Mapping, Land Administration, Geography, Land Information Systems, Geomatics, etc.
  • At least 5 years of relevant experience in cadastral mapping.
  • Working knowledge of English and limited knowledge of one of the other FAO languages (French, Spanish, Arabic, Chinese, Russian) for Consultants. Working knowledge of English for PSA.SBS.

Technical/Functional Skills
  • Extent and relevance of experience in cadastral mapping and crosscutting issues affecting sustainable land management with particular emphasis on developing countries and knowledge of the Caribbean context and particularly of Guyana.
  • Extent and relevance of experience of technical assistance provision to field projects on cadastral mapping in particular the use of appropriate technologies and data management in fit-for-purpose cadastral mapping and sustainable land management.
  • Navigating and facilitating politically sensitive and potentially controversial issues related to cadastral mapping.
  • Proven ability to redact clear and concise technical reports and policy notes.
  • Practical experience in designing and implementing participatory approaches and in the organization of opinion surveys, focus group discussions, workshops, consultations, technical meetings, awareness raising and learning events.
  • Proven ability to work in multidisciplinary teams and including multiple partners and disadvantaged groups.
