You will be joining a team of around 3000 staff in the Lebanon Field Office working to foster the human development of registered Palestine refugees.••

The Chief Field Relief & Social Services Programme will be responsible for:

The main responsibilities include:

•        Manages and supervises the Agency's Relief and Social Services Programme in the Field to which he/she is assigned in compliance with UNRWA's overall policies; develops, administers, and monitors the programme's activities; approves the annual work plan, recommends the budget and controls the Programme's financial and other resources; advises on the Agency's Relief and Social Services activities and proposes changes to policies;

•        Assesses priorities of disadvantaged refugees in the Field and evaluates appropriateness and effectiveness of the Programme's services; proposes areas of intervention, including implementation methods and related activities to meet refugees' needs; guides the process of project development through recommending projects and supervising the implementation of projects;

•        Supervises the Relief and Social Services sub-programmes, including the Social Safety Net Programme (SSNP); controls the eligibility for admission to the sub-programmes and approves various forms of social assistance;

•        Approves eligibility for registration; supervises maintenance of refugees records and family files, and preparation of related statistics;

•        Guides the Programme's human resources and provides needs based technical training;

•        Conducts surveys; plans and supervises emergency programmes as and when necessary;

•        Co-ordinates on multi-sectoral activities with the Agency's other Programme Departments; liaises and co-ordinates activities with other UN agencies, private institutions, and governmental and non-governmental organizations involved in providing relief and social services to the refugee community in the field of operation; briefs delegations representing donor governments, NGOs and media on RSS services;

•        Serves as a member of the Field Contracts Committee, Field Property Survey Board and the Micro-credit Community Support Programme (MCSP) Loan Approving Committee;

•        Performs such other duties as may be assigned.

Conditions of service•

Monthly basic salary •L.L •3,215,299 + Special Occupancy Allowance %66.39 (SOA)

Other benefits include monthly Provident Fund contribution (15% of basic salary paid by the Agency), compulsory medical insurance, 30 days of annual leave, and dependency allowance (if applicable).

To qualify for this position, you will need:

Education

An advanced university degree in social sciences, public administration, management or other related field.

Work

experience

At least ten years of experience in relief services and/or social development programmes, of which five years should be in management, preferably in a supervisory position in a similar programme.

Language(s)

Excellent command of spoken and written English and Arabic

You will also need to demonstrate the following competencies:

(i)                 Ability to establish and maintain effective working relationships with others in a team environment and with colleagues, people of diverse backgrounds, culture and nationalities, outside collaborators including NGOs, academia, private sector and government departments;

(ii)               Creativity and ability to take initiative;

(iii)             Ability to work under pressure and make sound judgments;

(iv)             Planning, analytical and organization skills;

(v)               Professional negotiation and leadership skills;

(vi)             Experience in conducting training courses; ability to present data and information in a clear and constructive way.

Desirable Qualifications

Knowledge of the socio-economic conditions of the Palestine refugees.•

Equivalency:

When the minimum requirements are not fully met, Field Director for Field Area staff and Director of Human Resources for Headquarters Area staff, in consultation with the concerned supervisor may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualifications, additional professional training and progressive relevant work experience.

NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.
