Background

Residents of newly merged districts of Khyber Pakhtunkhwa- KP (erstwhile FATA) have experienced successive waves of displacement since 2008, due to militancy on either side of the Pakistan- Afghan border. About 5.3 million were displaced, and by April 2016, 4.3 million had returned . The returning families have to face severe hardships due to damaged infrastructure, lack of basic services and limited livelihood opportunities.
Through the FATA Transition and Recovery Programme (FTRP), UNDP is supporting government efforts to implement the FATA Sustainable Returns and Rehabilitation Strategy (FSRRS) by investing in the rehabilitation of basic infrastructure, education, skills development, livelihoods creation and institution building.
The project, ‘stabilization through inclusive livelihoods in the tribal districts of KP’ builds on this FTRP’s ongoing work to provide economic opportunities and improved access to basic social services for 20,750 returning temporarily dislocated people (TDPs).
In order to overcome the challenges and stabilize the economy of Erstwhile FATA or the Tribal Districts, UNDP is implementing a programme “FATA Transition and Recovery Program ” (FTRP) with the financial assistance of the USAID and Government of Japan (GoJ) in Five tribal districts; Khyber, South Waziristan, North Waziristan,  Kurram and Orakzai. These districts have unmet needs that need to be addressed urgently by mainly focusing on the livelihoods improvement. The project directly contributes to the Livelihoods and Economic Growth and Basic Services output in the five target newly merged districts of KP.
Under the overall guidance of the Enterprise Development Specialist and direct supervision of Livelihood Coordinator of the FATA Transition and Recovery Programme, the Senior Livelihoods Associate will be responsible to provide support on the conceptualization of Livelihood activities, planning, and implementation of livelihoods and economic revitalization activities, monitoring and field-level coordination of activities under the programme. Furthermore, she will be responsible for the supervision of field-based livelihood activities mainly focusing on the quality assurance for the full cycle of livelihood programming.
 

Duties and Responsibilities

Summary of Key Functions:
  • Assistance to the livelihoods team in the formulation of Programme Development
  •   Support in the Capacity Development of the project partners
  •   Establishing linkages with the livelihoods partners
Assistance in the formulation of Programme Development which focuses on the achievement of the following results:
  • Gather information from the partners, villages/ communities specifically from women community members and initiate the activities as per work plan. Prepare periodical work plans in consultation with the responsible partners and share with livelihood coordinator for review and approval.
  • Assist in the designing and operationalization of the livelihoods activities of the FTRP and play a supportive role to coordinate ongoing livelihood interventions in the areas specifically for women, ensuring to avoid duplication of efforts/activities.
  • Support the formulation of innovative livelihood strategies such as participation of women in the skill and enterprise development trainings in the newly merged districts of Khyber Pakhtunkhwa.
  • Assist the livelihood coordinator in the development of monitorable indicators on livelihood, and support to the development of baselines and targets.
  • Provide inputs to ensure women's participation in livelihood related activities.
  • Provide assistance to the livelihoods coordinator in managing the livelihood related issues that are systematically addressed in the UNDP strategic planning and results-based management processes.
  • Support the livelihoods coordinator in the selection of women training toolkits and other related activities.

Support in the Capacity Development of the project partners focuses on the achievement of the following results:
  • Provide substantive support to the livelihoods coordinator to enhance the national and local capacities in planning and designing livelihood interventions specifically for women in post conflict, recovery and rehabilitation climates through training and advocacy.
  • Support to promote awareness and understanding of the Government and the civil society with regard to the norms, standards and best practices on sustainable livelihoods especially for women.
  • Coordinate and guide the responsible partners and assure the quality of the work of service providers to ensure planned deliverables are achieved in a timely manner.

Establishing linkages with the livelihoods partners focuses on the achievement of the following results:
  • Actively liaison with relevant stakeholders on the ground to avoid duplication and create synergies.
  • Assist the livelihoods coordinator in developing and maintain strong relationships with Government and private sector counterparts.
  • Support to encourage common approaches to livelihoods with other humanitarian and development partners, especially under the Community Restoration Cluster.

Required Skills and Experience

Education: 
  • Secondary education, preferably with specialized certification in political science, economics or related social sciences. University degree in political science, public policy, economics or related social science would be desirable, but it is not a requirement.

Experience: 
  • 07 years of progressively responsible and relevant experience in the area of poverty alleviation and post conflict livelihoods development, with specific hands on work in the newly merged districts.
  • Proven ability to design and facilitate multifaceted development interventions.
  • Experience working with private sector development is desirable.
  • Analytical judgment and management skills; Results orientation and efficiency in a multitasking environment;
  • Excellent networking and partnering skills with a demonstrated successful resource mobilization record; Capacity to perform effectively under pressure and hardship conditions;
  • Excellent communication and interpersonal skills, report writing and computer skills including Microsoft Word, Excel and Power Point.
  • Knowledge of women related developments in the newly merged districts.
Language Requirements:
  •  Fluency in English, Urdu and Pashto required.
