ABOUT THE JOB

Team Leader - Emergency will report to the Area Manager – Head of Department, and technically to Emergency Program Manger The Team Leader - Emergency is responsible to supervise the Emergency Teams in the Western Region. He will follow up and overseeing the implementation of emergency response activities in the region; being responsible for emergency-related reporting responsibilities; government liaison in the region. He is closely following and liaising the emergency-related issues with DoRR, ANDMA and other stakeholders and shares the gaps in OCT meetings. He is intended to identify the needs of affected population while response on time. In addition, he is closely following the mobile data collection related activities with technical team based in Kabul Office. The.

Responsibilities:

Programme management

  • The Team Leader - Emergency is responsible to supervise the Emergency Teams in the Western Region.
  • Rapid needs assessments
  • Beneficiary selection processes according to ERM Common Rational and DRC mandate
  • Emergency response distributions
  • Planning and implementation of activities
  • Data collection and analysis through Mobile Data Collection
  • Usually mentoring the Emergency Program Officers 
  • Post distribution monitoring
  • Community trainings and awareness-raising
  • Reporting on emergency project and activities
  • Government liaison, with relevant ministries (particularly ANDMA, PDMC, DORR and Governor’s Office)
  • Participating in humanitarian coordination meetings
  • Travel within and out the Region to support the emergency field all over the Country

 

Administration

  • Ensure the policies, procedures, and practices of DRC as expressed in the administrative guidelines are fully adhered and followed.
  • Ensure cooperation with admin and adhere the policies
  • Supporting finance procedures and follow DRC
  • Ensure program documents storage

 

Monitoring and reporting

  • Following DRC monitoring  and reporting policy
  • Constant supervision of the program progress
  • Reporting to line manager

 

Staff management

  • Delegation of tasks and responsibilities to staffs working directly under the supervision
  • Preparing an action plan for mobilizing the team in the right direction
  • Conducting protection training to staffs
  • Ensure capacity building of staffs
  • Inspiring team to teamwork for approaching objectives

Any other task as assigned by the Line Manager

  • Ensure staff capacity building and capacity development in all areas of the program

  • Humanitarian actors (IRC, ARRA, WFP PAT, DACAAR & NRC) especially relevant to joint assessment and humanitarian response

  • DRC-programs unit

ABOUT YOU

To be successful in this role you must have:

Experience and technical competencies: 

  • Good understanding of displacement issues of both internally displaced and refugees
  • Good experience of working directly with Afghan communities and local authorities;
  • Experience of implementing emergency response projects;
  • Experience of managing a team;
  • Experience of external relations;
  • Monitoring and evaluation experience and/or experience of survey and assessment work;
  • Minimum 5 years of relevant work experience for a humanitarian organization
  • Higher education qualification in development or relevant social science

Languages:

  • Fluency in written and spoken English; knowledge of Dari and/or Pashto.

Other skills:

  • Proven ability with respect to the design, coordination, monitoring of programs.
  • Strong analytical skills.
  • Strong interpersonal communication and writing skills.
  • Ability to cope with heavy workloads and to work under pressure.
  • Ability to work independently and as part of the team.
  • Cultural sensitivity and adaptability.
  •  Solid computer skills (Word, Excel, PowerPoint) and report writing ability

We Offer:

  • DRC will offer the successful applicant a contract till the end of 2019.
