Who are we?

 The Danish Refugee Council (DRC) has delivered humanitarian relief and development programming in Yemen since 2008. DRC focuses on supporting refugees, migrants, and people displaced by conflict and natural disasters, working especially in areas with access challenges. DRC engages in protection, emergency, WASH, and mine risk education programming among other sectors, and has hub offices in Sana'a, Aden, Hodeidah, as well as several other locations throughout Yemen.

 

In response to the critical and constantly evolving humanitarian situation in Yemen, DRC has assumed a leading role in the development and implementation of Camp Coordination and Camp Management (CCCM) sector activities. Working in the CCCM sector involves working at IDP hosting sites and working together with other international and local organizations to coordinate implementation of humanitarian activities, support community based site management mechanisms, and monitor IDP hosting sites for international standards as well as service related needs and gaps.

 

About the job:

The CCCM Team Leader is responsible for management of DRC Officers and Assistants, working closely with Program Managers, Base Managers and Area Managers. In addition, the TL is responsible for governorate level coordination, IDP hosting site management, staff and local stakeholder capacity building, and information management.

 

Duties and Responsibilities 

Management

  • Daily supervision of teams
  • Basic indicator tracking responsibilities
  • Budget tracking responsibilities
  • Development of workplans, procurement plans etc.

Liaison & coordination

  • Represent DRC at Sub-National Shelter/NFI/CCCM Cluster coordination meetings
  • Represent DRC with communities, local authorities, site partners, and other stakeholders
  • Build and maintain mutually respectful relationships with key stakeholders
  • Foster collaborative relationships with local authorities to facilitate implementation of activities
  • Arrange regular and ad hoc coordination meetings with key stakeholders

Site management

  • Establish & train representative and inclusive community based site management committees at sites
  • Develop site plans, including physical infrastructure, service provision, and expansion possibilities
  • Monitor sites to identify needs, gaps in service provision, and duplication of efforts at IDP sites
  • Supervise planning and organization of social cohesion building activities at IDP sites
  • Plan and implement shelter, WASH, RRM and other interventions based on project specifications
  • Coordinate multi-sectorial assessments of IDP needs with other DRC teams

Capacity building       

  • Plan and organize capacity building trainings for local authorities and partners
  • Train site committees in site monitoring and use of DRC monitoring tools
  • Train CCCM staff in assessment best practices and use of field monitoring tools
  • Actively participate in development and implementation of protection and gender mainstreaming

Information management

  • Establish, maintain, and actively utilize networks of key informants at IDP sites
  • Plan mechanisms for timely registration of IDPs, including identification of protection related needs
  • Maintain a comprehensive database of service and needs related information for each site
  • Provide daily situation reports on IDP movements and other critical information
  • Provide weekly site reports and provide other relevant information on site conditions and services
  • Provide, document, and track timely referrals and service requests to key partners
  • Analyze site related and contextual information, and utilize the analysis in planning new interventions

Other duties

  • Assist other DRC teams with conducting assessments, distributions, and sectorial activities
  • Perform any other duties assigned by the CCCM Coordinator in order to advance DRC's interventions.

 

About you

To be successful in this role you must have:

Experience and technical competencies:

  • Minimum three years of experience in international and/or local NGO; ideally involved in the direct implementation and supervision of field level humanitarian assistance to IDPs
  • Proven leadership skills and related experience in building, establishing, and negotiating relationships and social networks with various stakeholders at the community, local, and national levels
  • Proven experience with budget management, planning of activities, and team management
  • Excellent conceptual understanding of CCCM, gender, protection, and human rights
  • Excellent representation, negotiation, interpersonal, and communication skills
  • Strong team spirit and ability to work comfortably in multi-cultural contexts
  • Excellent computer skills, including advanced ability with MS Excel
  • Ability to write fluent situational briefings as well as weekly, monthly, and final reports in English
  • Ability to spend extended periods of time in field conditions
  • Proven ability to come up with innovative solutions to unexpected and challenging problems

Required qualifications:

Education:

  • University degree in civil engineering, social studies, architecture, urban planning, or engineering

Languages:

  • Arabic - Fluent, reading and writing
  • English - Fluent, reading and writing

 

We offer

DRC will offer the successful applicant a contract  ends in 31 May 2020, renewable dependent on both funding and performance. You must be available to start work As soon as possible, and be willing and able to work in Mocha.

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment. This position will be placed at Band ( G Manager).
