ABOUT WFP KYRGYZSTAN OFFICE

The Kyrgyz Republic is a mountainous, land-locked country in Central Asia with a population of 6 million people, 66 % of whom live in rural areas. Agriculture accounts for 13% of GDP and employs approximately 43 % of the national workforce.

Country’s economy is vulnerable to external shocks owing to its reliance on foreign worker remittances, equivalent to about 29% of national GDP.

Food insecurity is seasonal and highly correlated with poverty, affecting approximately 22.5 % of the population. Almost half of country’s population consume less than prescribed 2100 kcal a day.

The basic and underlying causes of food insecurity and malnutrition are multidimensional including: poverty, dependence on foreign external economic factors, underperforming social protection systems, lack of implementation of existing government policies, insufficient health services, lack of knowledge around nutrition and care practices, and increased impact of climate change.

In 2017, United Nations World Food Programme (WFP) in the Kyrgyz Republic jointly with the Government initiated a national strategic review for Strategic Development Goal 2, with objective to identify the gaps and needs in the area of food security and nutrition. As a result of the review, the Country Office jointly with Government partners launched a Country Strategic Plan (CSP) for the period of 2018-2022 to support country’s Government in achieving its goals within improved food security and nutrition for all, with the following strategic outcomes:

  • Strategic Outcome 1 - All primary school-aged children in the Kyrgyz Republic have access to safe, adequate and nutritious food all year round
  • Strategic Outcome 2 - Vulnerable and food insecure smallholders, in particular women, in the most vulnerable geographic areas of the Kyrgyz Republic have enhanced livelihoods and increased resilience to shocks to better support food security and nutrition needs all year round
  • Strategic Outcome 3 - Food-insecure communities in areas that are highly vulnerable to climate change have strengthened food systems and are more resilient to shocks all year round
  • Strategic Outcome 4 - Government institutions at central and decentralized level have strengthened capacities for comprehensive food security and nutrition management by 2030.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

To support the implementation of the CSP 2018-2022, WFP in the Kyrgyz Republic is seeking for highly qualified Vulnerability Analysis and Mapping (VAM) Officer;

Under the direct supervision of the Deputy Country Director the VAM officer will supervise the VAM  Unit.

Within this assignment the officer is expected to ensure high quality VAM services while advising staff on policy and strategy interventions related to Food Security and Vulnerability situation in the country. Meanwhile the Officer is expected to provide sound technical advice to the Government to ensure comprehensive food security and nutrition strategy in line with the National Development Priorities in the context of a low middle-income country.

MAIN RESPONSIBLITIES/DELIVERABLES

1. WFP CSP is fully aligned with Government strategies and programmes:

a. Conduct Food Security and Nutrition state and policy reviews (desk review, interviews, focus groups, data analysis);

b. Provide inputs to support the Government in formulation of national programmes and action plans.

2. CO plan on VAM activities established in line with the CSP/Programme needs and Government priorities:

a. Review programme/Outcomes design and implementation plans and identify needs/areas where VAM support is required, namely in targeting, vulnerability assessments, impact and post intervention situation analysis;

b. Review existing concepts of the WFP tools for vulnerability and food insecurity assessment, and align with developed priorities of the Government and formulate implementation structure and plan for tools;

c. Seek for funding (internal and external) for implementation of tools;

d. Train WFP and relevant Government staff on tools;

e. Review existing methodologies of WFP programmes in targeting, mapping and vulnerability analysis to inform any adjustments to programmes, if required.

3. New partnerships are established:

a. Lead the process to conclude local level agreements/joint action plans with relevant partners (World Bank, UN Food and Agricultural Organisation, University of Central Asia and etc.) on VAM related activities to strengthen partnership in line with CSP and UN Development Assistance Framework;

b. Lead the process to conclude local level agreements/joint work-plans/technical agreements for CSP implementation with Ministry of Emergencies, State Agency for Environmental Protection, Ministry of Labor and Social Development, Ministry of Agriculture and National Institute for Strategic Studies related to possible surveys, assessments, vulnerability analysis, mapping, targeting, including the use of IT in VAM related activities.

4. WFP VAM and Programme staff are fully equipped with skillset and relevant tools to operate:

a. Lead the process to develop a long-term work-plan for VAM in consultation with staff, partners and Government counterparts;

b. Prepare training plan and conduct learning/training sessions for staff to manage strategic and evidence-based positioning of WFP and policy dialogue for Food Security and Nutrition.

5. Overall support provided to Outcome 4 activities:

a. Support and supervise the work of the technical functions within VAM;

b. Assist CO management, CD and DCD, assume any other relevant tasks as required.

SPECIFIC QUALIFICATIONS & EXPERIENCE REQUIRED: (optional)

Knowledge & Skills:

Experience in economic, statistical and social research and analysis work;

Broad experience and knowledge of international development programmes (including the United Nations);

Strong analytical and conceptual skills, including the ability to interpret and present statistical information;

Knowledge of data collection, treatment, and manipulation techniques typically associated with it;

Experience in the design and implementation of food security and vulnerability assessments/surveys;

Advanced computer skills, including at least intermediate skills in statistics software, database, word processing, spreadsheet and GIS applications;

Solid interpersonal skills and ability to lead teams effectively, mentoring and foster cross-functional collaboration.

Languages:

Excellent knowledge of English both oral and written. Knowledge of Russian language is an asset.
