Organizational Setting

This position is located in FAO El Salvador.

Reporting Lines

The Project Coordinator reports to the FAO Representative in El Salvador.

Technical Focus

RECLIMA programme development and management, coordination and operational support based on the knowledge of the local conditions, culture, language and institutions of the country of assignment.

Tasks and responsibilities
  • Coordinate and manage the maintenance of country data on forestry and landscapes, including information on external aid in FAO’s corporate systems and monitor and communicate changes in national policies affecting the agricultural sector
  • Lead the development, implementation and evaluation of RECLIMA project; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions;
  • Participate in the Inception Workshop, Annual review and project progress; plans workshops with local counterparts, executive stakeholders to prepare the AWP/B.
  • Support LTU in the preparation of the Project Implementation Review (PIR) reports (annual).
  • Prepare monthly project progress reports
  • Report the co-finance cash and co-finance items of counterparts to the implementation of the project to the donor.
  • Direct substantive support to consultative and other meetings, conferences, to include proposing agenda topics, identifying participants, preparation of documents and presentations;
  • Supervise preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications;
  • Identify, formulate and coordinate the preparation of programme and project proposals, monitor FAO field programme implementation, ensuring that all operational activities carries out in line with the work plan and the project document, and make recommendations on how to improve results and increase efficiency.
  • Manage outreach activities; design and conduct training workshops, seminars, make presentations on assigned topics/activities;
  • Lead field missions, including provision of guidance to external consultants, government officials and other parties;
  • Brief, train and supervise RECLIMA´s consultants regarding all aspects of the job. Ensures adherence to procedures and work requirements and accuracy and diligence of the work provided.
  • Monitor and visit regularly project implementation in field trips.
  • Monitor the project Risks log daily and assure that mitigation actions are taken in order to reduce risks.
  • Warranty that natural resources management, integrity and gender approach are consistent and active during project implementation.
  • In consultation with FAO evaluation office, LTU and the Coordination Unit of GCF, support the organization of the midterm and final evaluation missions with all that planning and implementations that comes with them.
  • Participates in policy dialogue and advises government authorities, local, national and international institutions in the areas of FAO’s activities and liaises with other UN agencies when need it.
  • Performs other duties as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
  • Master degree in agriculture, agricultural economics, forestry or any other related field
  • Ten years of relevant experience in agricultural development, rural development and/or project implementation, with five years of proven experience in the management of projects with international funding.

Technical/Functional Skills

  • Extent and relevance of experience in programme/project management, in the management/operation of small-, medium and/or large-scale projects at country and regional levels, including in-depth knowledge of related administrative, operational and financial procedures.
  • Proven ability as team leader and team creator in developing countries with strong motivational skills.
  • Extend and relevance experience in programme/project development and management.
  • Extend and relevance of experience in the field of policy analysis relating to agriculture and rural development and relevant experience in the collection of the country data on crops, forestry and fisheries especially in El Salvador´s context.
  • Extend and relevance of experience in the identification, formulation and preparation of programme and project proposals as well as programme/project implementation, monitoring and review.
  • Level of knowledge of results-based management methods and experience in their application.
  • Knowledge of global issues, trends and constraints in development cooperation with particular reference to hunger, climate change and poverty reduction.
  • Proven ability to work and establish working relationships with governmental and non-governmental representatives of medium and high level.
Selection Criteria
  • Experience in the implementation of GCF/GEF/ SCCF projects or large-scale projects would be desirable.
  • Understanding of the purpose and functions of the technical programme, operational guidelines and project/programme management procedures, preferably those adopted by any humanitarian organization.
  • Knowledge of El Salvador´s social, economic and political context.
