ORGANIZATIONAL CONTEXT

The United Nations World Food Programme (WFP) is well known for its ability to deliver food assistance rapidly to people in need. To continue responding effectively to challenging contexts while also contributing to longer-term efforts to end hunger, WFP’s Strategic Plan focuses on better understanding of national food and nutrition security challenges and reshaping its engagement through support to national safety nets and social protection systems, to help host governments with their hunger-fighting strategies.

In emergencies, WFP is often first on the scene, providing food assistance to the victims of war, civil conflict, drought, floods, earthquakes, hurricanes, crop failures and natural disasters. When the emergency subsides, WFP helps communities rebuild shattered lives and livelihoods. WFP also works to strengthen the resilience of people and communities affected by protracted crises by applying a development lens in our humanitarian response. WFP development projects focus on nutrition, especially for mothers and children, addressing malnutrition from the earliest stages through programmes targeting the first 1,000 days from conception to a child’s second birthday, and later through school meals.

KEY ACCOUNTABILITIES (not all-inclusive)

Job Content:

Under the supervision of Regional Communication, Advocacy and Marketing (CAM) Officer, the incumbent will work closely with country offices and RBB programme units to harness the power of digital communication tools and channels in helping the organization strengthen its brand, connect with audiences, and inspire changes and actions. Specifically, the incumbent is expected to:

Digital Engagement:

  • Develop a regional digital engagement strategy and its implementation plan to help position WFP as thought-leader in ending hunger and changing lives in Asia and the Pacific region
  • Proactively engage with new digital influencers and strengthen the relationships with the existing ones, including with celebrities, social media groups, creative agencies, etc., to raise WFP’s profile and expand our fan base
  • Create and curate compelling digital content and products that can be utilized across a range of platforms at country, regional and global levels, such as website, social media, and print media to help connect WFP with target audiences and inspire changes and actions from them
  • Advise Regional CAM Officer and management on latest digital communication trends and new ways of storytelling to ensure WFP’s communication efforts stay current and effective
  • Work closely with the field communication staff to develop country-specific digital content plan and support its successful implementation, while collaborating closely with HQ to ensure regional and country digital communication efforts are in line with the global directions
  • Provide training and awareness raising opportunities in effective digital media communication for field offices

Analyze, monitor and evaluation

  • Monitor digital conversations, especially those over social media, and provide timely, relevant updates to keep Regional CAM Officer and management informed on issues concerning WFP, particularly around reputational risks
  • Provide qualitative and quantitative performance analysis of regional social media account(s), and present it in a way that can be easily digested for colleagues without communications background, and provide recommendation for improvement;
  • Provide day-to-day maintenance to regional social media account(s), and support country offices in setting up new social media accounts;
  • Provide update and maintenance to wfp.org, ensure regional and country office pages are up-to-date

Partnership and advocacy

  • Utilize digital communication means to support partnership function and resource mobilization, including raising and enhancing donor visiability

Behaviour change communication

  • Support behaviour change communication campaigns initiated by programme units and country offices, upon request

Others

  • Provide backup for Regional CAM Officer when needed, including media engagement, crisis communication, emergencies, oversight, etc.
STANDARD MINIMUM QUALIFICATIONS

Education:

  • Advanced University degree in Journalism, International Relations, Public Relations, Communications or other relevant field, or First University degree with additional years of related work experience and/or trainings/courses.

Experience:

  • Five years of relevant experience in communications, public relations, media relations, journalism, social media management or related field at a national or international level;
  • Experience in development or humanitarian settings desirable;
  • Experience in emergencies or crisis situations an asset;

Language:

  • Excellent English communication skills, both oral and written; and
  • Another language from the Asia and the Pacific region a plus
FUNCTIONAL CAPABILITIES
  • Proven experience in design and implementing digital campaigns or initiatives, creative content creation, curation and packaging;
  • Must have a solid understanding and real-life experience in using a wide range of social media platforms including Facebook, Twitter, Google+, Instagram, etc., for the achievement of a clear objective;
  • Must be experienced in web analytics, search engine optimization and social media monitoring technology and tools, and be able to conduct periodic performance analysis and come up with recommendations;
  • Demonstrated ability to produce high quality messaging, photo, infographic and video content for online platforms, including knowledge of basic photo editing, graphic design, video editing, and infographic creation software
  • Experience in working with youth, celebrities, digital influencers, and managing online communities;
  • Understanding of the digital media landscape and audience digital media behaviours in the Asia and the Pacific region a strong plus;
  • Understanding of digital fundraising a plus.
