ORGANIZATIONAL DESCRIPTION:

BACKGROUND:

Yemen is the poorest country in the Arab world and has been plagued with internal conflicts in recent years. The current conflict in Yemen has created the world’s largest humanitarian crisis with 22.2 million people in need of assistance and millions on the brink of famine. At least 10% of the population has been driven from their homes, the economy is in freefall, and malnutrition and disease are widespread. For education, as for other basic services, the impact has been disastrous. Teachers are unpaid, school buildings are occupied or destroyed, and classrooms remain without basic materials and supplies. In short, the education system has largely collapsed, weakened as it was already by previous conflict, limited public funding and rapid population growth.As many as 4.5 million children have been out of school since the start of the school year in October 2017, with the hardest-to-reach and worst affected children from families among internally displaced populations (IDPs).

In such a context, addressing the education and protection needs of Yemen’s children calls for a local, community-centered approach that at the same time rebuilds the capacity of educational institutions from the bottom-up, bridging immediate humanitarian response with longer-term sustainable development objectives.

In this regard, IRC is implementing a three year program, Improving Access to Quality Education in Yemen (IAQY), with the goal of restoring education opportunities for out-of-school children (OOSC). This program will increase access to safe and quality education through improved service delivery at all levels and will expand equal access to education that meets the needs of crisis-affected OOSC. It will improve the quality of teaching and learning, increase the wellbeing of children and teachers, provide teacher training, ongoing school-based support and professional development, and raise the knowledge, skills and abilities for inclusive education of local and education district government officials, caregivers and community members. By the end of year 3, this program will have reached 14,040 OOSC aged 6 to 14, and bring the benefits of improved community and parental engagement, safer school environments, better trained and supported teachers to an estimated additional 16,200 children; furthermore, 2,025 School Father and Mother Councils (FMCs) members and 652 teachers will receive training and support.

SCOPE OF WORK: The Education Data Management Officer will be reporting to the Education M&E Senior Officer. The Education Data Management Officer is a qualified national staff member who plays a key role in project startup, monitoring implementation of project activities, data collection, entering, analysis and reporting, staff capacity building, and supporting project research needs. The Education Data Management Officer will coordinate with Education staff to ensure data collection activities are carried out according to proposals and measure progress, quality and impact of activities to target beneficiaries. S/he will be involved in carrying out and translating surveys, data collection, analysis and reporting.

RESPONSIBILITIES:

The list of job duties below is not exhaustive, and the Education Data Management Officer may be assigned additional duties by his/her supervisor.

Program Start-up

1.Assist the M&E Senior Officer with developing, filing, and sharing forms and tools.

2.Assist with the creation and editing of CommCare or other mobile data collection forms (if applicable), as requested and needed. And support solving any problem faced.

3.Orient the Education staff about the M&E plan, IPTT, tools, tablet usage, the data base and all the requested activities and indicators.

4.Assist the M&E Senior Officer to create, upload, share and update the data base as needed.

5.Become familiar with new and on-going program activities and indicators in order to support program staff.

Monitoring

1.Keep the date base clean and up to date.

2.Create a schedule with the education officer on collecting the data on weekly bases and entering them into database.

3.Conduct random spot checks on the data base to check the uploaded data and match it with the scanned or hard copied documents.

4.Ensure that the basic information about each beneficiary (sex, age, status, location) is collected for each activity.

5.Conduct field/site visits to observe how the project staff are using the M&E tools and to ensure that assessments are carried out properly.

6.Fill M&E forms in the field like observation, post implementation, post distribution, key informant interviews, satisfaction and focus group discussion.

7.Provide regular updates to M&E Senior Officer on the progress against targets and on any gaps in target achievement.

8.Implement the feedback mechanism in the field, follow-up and make sure that each reported case is taking all the steps of analysed, categorized, taking actions and feedback to the complainant.

Reporting

1.Reporting to Activity info each month.

2.Reporting SRR each month.

3.Filling the IPTT each month.

4.Assisting in the monthly, quarterly and end of grant report.

Assessments and Research

1.Conduct assessment andsurvey needed for proposal submission

2.Analyse the data from the M&E field visits, data base and feedback mechanism reports quarterly.

3.Interpret the analysed data from the data base, M&E field visit and feedback mechanism reports quarterly.

4.Actively engage in any project assessments and provide the required support to carry out quality assessments.

5.Share and present the results of the M&E quarterly analysed data.

Staff Capacity Building

1.Communicate with project staff to ensure that assessments, evaluations, and other data collection activities take place according to the data collection schedule.

2.Monitor and supervise the work of Education Data Management Assistants and any other contracted M&E employees (translators, transcribers, consultants).

Administrative M&E support

1.Translate documents to and from English to Arabic.

2.Data entry into data collection systems or into Excel.

3.Enter data into ActivityInfo, as needed and requested.

Other

·Do other duties as assigned by the supervisors to effectively develop and implement IRC programs.

·Internal:Close coordination with Community Mobilizers, Senior Program Officers, Program Managers, and Education Data Management Assistants in Al-Dhale’e, Sana’a and Hodeidah.

·External: collaboration with assessors and beneficiaries

REQUIREMENTS:

·A bachelor degree or a working experience equivalent to it, a degree in statistics and computer sciences is preferable.

·Knowledge and background in the education programs.

·Strong organizational, communication skills and data analysis is required.

·Minimum experience of 1 year in the field of M&E and program management preferred.

·Strong report writing skills.

·Strong communication and interpersonal skills.

·Advanced computer skills especially with MS Office Excel is a MUST for data analysis and manipulation.

·Knowledge of mobile technology for data collection is an added advantage.

·Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail.

·Language Skills:Fluency in spoken and written Arabic, English will be a strong asset.
