Senior Specialist for External Relations and Outreach

Reporting to the Deputy Director-General and head of Green Growth Planning and Implementation (GGPI), the Senior Specialist for External Relations and Outreach will be responsible for building and maintaining stronger relations with Member governments, in particular the HQ Host Country, as well as overseeing outreach activities for targeted countries and stakeholders. The Senior Specialist will also work closely with Regional Directors and Country Teams to gain opportunities for earmarked resource mobilization with mainly a focus on Korean funding sources. The specialist is responsible for overall coordination of GGGI’s intervention at P4G Summit in 2020 and follow-up actions, as main contact point to the host country of the Summit.

 

 

PURPOSE

 

  • As primary contact point, ensure the continuance of administrative relations with Host Country, through establishing close working relations with Government ministries, agencies, institutions, private sector, civil society and others to promote GGGI’s relevance and provide solutions as issues arise.
  • Advise proactive strategies and approaches to the DDG in order to ensure good relations with host country government and other relevant stakeholders. Also help GGGI position itself as an accountable and trusted partner.
  • Develop a guideline for the organization (and for Country Teams in particular) to gain access to earmarked funding opportunities from possible donors in Korea, through analysis of each donor priorities and dialogue with the Partnership Unit.
  • Support Country Teams in strengthening relations with in-country Korean donor representatives, developing plans to access the available earmarked funding opportunities, and complying with donor standards and priorities.
  • Support Country Teams by leading the efforts of ensuring host country agreement where the agreement has not been secured.  
  • As primary contact point to the host country, be responsible for coordination of GGGI’s intervention at P4G Summit in 2020 and follow-up actions.
  • Be responsible for any other tasks identified by DDG to build and strengthen GGGI’s relevance for target counterparts

 

ENGAGEMENT

 

The Senior Specialist will need to work closely with internal and external colleagues and partners in delivering his/her work. S/he will be expected to:

 

  • Build collaborative networks with Host Country government officials and representatives from various sectors.
  • Engage with Ministries, agencies, institutions and other potential donors in the HQ Host Country to facilitate dialogue and collaboration and explore opportunities for earmarked funding.
  • Liaise between the country teams and possible Korean donor organizations including private sector, by providing relevant and timely information and advice.
  • Work closely with Regional Directors and Country Teams and to help them strengthen relations with Korean in-country donors, gain access to earmarked funding opportunities, and position GGGI as an accountable partner.
  • Work closely with host country and other participating countries in P4G Summit 2020 for the successful intervention by GGGI in the Summit, as primary contact point
  • Be responsible for overall coordination in GGGI for P4G summit preparation and follow-up actions, as lead of internal steering committee.    

 

DELIVERY

 

The Senior Specialist will be expected to:

 

  • Prepare and implement comprehensive strategy for outreaching to host country government ministries, national assembly, agencies, institutions, civil society and private sector
  • Advise the DDG on overall Host Country relations and necessary procedures for strengthening collaboration
  • Develop and implement an overall guideline for GGGI Country Teams to gain access to earmarked funding opportunities from Korean donor institutions and organizations.
  • Monitor ongoing projects funded by Korean donors and coordinate with relevant stakeholders to ensure efficient and effective implementation, compliance with donor requirements, and timely preparation and dissemination of reports.
  • Create and implement comprehensive strategy for ensuring host country agreement in GGGI operation countries.
  • Create and lead internal steering committee for GGGI intervention in P4G Summit and be responsible for overall coordination.
  • Be proactive for creating any new initiatives and approaches requested by DDG

 

REQUIREMENTS

 

Qualifications
 
  • A Master’s Degree or higher in international relations, development cooperation, public administration or other relevant disciplines.
  • Fluency in English and Korean, written and oral.
  • A minimum of fifteen years of professional experience in government relations, international development, donor relations and/or program management.

 

FUNCTIONAL

 

  • Experience working with government agencies and multilateral organizations
  • Experience in raising capital from governments, foundations and international bodies
  • Demonstration of leadership and team-building skills
  • Understanding of global perspectives on green growth and economic development
  • Familiarity with intergovernmental processes
  • Experience in managing stakeholder outreach and engagement processes
