ORGANIZATIONAL CONTEXT

The job holder will work under the supervision of Head of Sub-Office, receiving guidance and regular feedback from Strategic Outcome and Activity Managers and Head of Programme on work performed. S/he will work closely with the District-based government agencies, Rural/Urban Municipalities and other stakeholders for effective implementation of WFP supported activities in the selected Rural/Urban Municipalities of the district.

JOB PURPOSE

To provide support to policy and programme activities that effectively meet WFP Nepal Country Strategic Plan (CSP) 2019-2023 operation needs.

Short Description

Background:

WFP Nepal’s Country Strategic Plan (CSP) 2019-2023 will be reviewed and approved by the WFP Executive Board in its session of November 2019 and it will become effective in January 2019. It aims to contribute to five Strategic Outcomes (SOs) that are aligned to five Strategic Results of Sustainable Development Goals (SDG) 2 (Zero Hunger) and SDG 17 (Partnerships for Development). A total of eight Activities are planned to be implemented to achieve the contributions to the five SOs.

Under the Integrated Road Map (IRM), WFP has committed to a new way of working, linking not only all activities to the defined Strategic Outcomes, but also linking resources used for implementing the activities to the results achieved.

KEY ACCOUNTABILITIES (not all-inclusive)

The Programme Associate (Field Coordinator) will be directly supervised by Head of WFP Sub-Office Surkhet. S/he will have the overall responsibility of assisting the WFP Country Office and Sub-Office to manage the implementation of the programme activities in coordination with District Coordination Committee (DCC), relevant Rural/Urban Municipalities (R/UM) and other government and non-government agencies. The key responsibilities include:

Activities implementation and monitoring:

  • Be responsible for proper implementation of climate change adaptation, resilience building, school meals, maternal child health and nutrition and other project activities within the district/municipality;
  • Collect and consolidate required information for project/local level planning and implementation processes;
  • Liaise with the Cooperating Partners to monitor ongoing projects, ensuring effective collaboration, timeliness and efficiency, and highlight potential risks to project delivery;
  • Assist Cooperating Partners to carry out needs assessments, designs and pre-feasibility and feasibility studies;
  • Provide full support and assistance to relevant Rural/Urban Municipalities and DCC, in planning and budgeting of annual and quarterly activities;
  • Assist the related federal, provincial and local-level government officials and stakeholders in ensuring timely monitoring of the field activities and reporting as well as undertake regular field visits to track progress of implementation at the field level;
  • Prepare work plans and monitoring plans, conduct site visits, prepare and submit reports. Prepare field visit schedule and facilitate monitoring and evaluation in coordination with WFP Sub Office.

Reporting and information management:

  • Track and analyse data to provide input into reporting activities and contribute to the preparation of accurate and timely reporting on activities. Ensure a proper database is maintained on project progress, lesson learned and best practices
  • Develop and coordinate data gathering and monitoring/assessment systems ensuring that quality standards are maintained;
  • Monitor and collect the information on the issues of protection, accountability, and gender equality and social inclusion (GESI) to inform the management for timely response to the issues.

Coordination and capacity strengthening support:

  • Support cooperating partners to develop Local Adaptation Plan of Action (LAPA), Community Adaptation Plan of Action (CAPA) and other rural resilience initiatives and the social safety nets at the municipal/ward/community level, reinforcing the capacity of government, Cooperating Partners and communities to prepare for and respond to climatic stress and natural hazards;
  • Assist in integrating the social protection, school health and nutrition, climate change adaptation strategies in other development activities into the annual/periodic planning and budgeting process of local-government (municipality);
  • Carry out orientations and training to the local resource persons and community members in order to improve the local capacity;
  • Undertake other responsibilities relevant for implementing the activities as assigned by the supervisor.
STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area with focus on a a relevant discipline: gender studies, development studies, information management, social sciences, law, human rights, international development or related field. Higher education (Bachelor degree) is preferred.


Language: Fluency in both oral and written communication in English and Nepali.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
  • At least 4 years of relevant work experience in project implementation in a governmental and multilateral organizations or I/NGOs with broad understanding of the various aspects of social mobilization, community development, PRA, RRA methods, tools and frameworks;

  • Experience of working with government and I/NGOs at the local level in governance, livelihoods, food security, nutrition, education, and climate change sector;
  • Experience of working in a multi-cultural setting as well as in difficult geographic terrain and isolation;
  • Prior experience of working in the project target districts/municipalities will be given preference;
  • Knowledge of national and international policies and strategies related to food security, nutrition, education, and climate change;
  • Knowledge of and experience of result-based management (RBM) methodologies and tools (project and programme planning, implementation and monitoring) and report writing;
  • Competency in communication and reporting in English language.
  • Has worked with technical teams (i.e. nutrition, VAM, GESI etc.).
  • Has contributed to implementation of programmes.
  • Has observed or assisted with policy discussions.

Knowledge & Skills:

  • Must be familiar with MS office;
  • Nepali Typing skill is an asset.
  • Driving skills with valid license is an advantage.
