Organizational Setting


The Social Policies and Rural Institutions Division (ESP) coordinates FAO's work on social protection, gender equality, decent rural employment, rural institutions and people's empowerment, and the right to food. It is responsible for working with member countries and other partners to reduce rural poverty through strengthening social protection systems, diversifying rural employment opportunities, reducing gender gaps and other social inequalities in agriculture, strengthening producer organizations, improving the rural poor's access to productive resources and rural services, and achieving the overall goal of realizing the human right to adequate food for all.

The post is located in the Social Protection Team (SOCPRO).

Reporting Lines

The Senior Economist reports to the Senior Social Protection Officer, Team Leader, ESP.

Technical Focus

Conceptualize and develop quantitative economic analysis to strengthen evidence-based policy support around the coherence between social protection, food and nutrition security, rural development and resilience policies. Implications for rural poverty, gender equality, as well as links with sustainable natural resources, and disasters risk management will be special areas of focus. In the technical areas mentioned, coordinate and provide policy and operational support, as well as develop and apply a solid research agenda, including impact assessments.

Key Results

Leadership and conceptual thinking for the development and implementation of comprehensive technical, statistical and/or analytical frameworks to support the programme of work and related products, projects and services in accordance with the FAO Strategic Framework.

Key Functions
  • Plans, manages, or leads highly specialized or multi-disciplinary teams, leads, coordinates, and/or participates on Organization-wide, cross-Departmental committees, project teams, and working groups, and/or provides technical leadership/secretariat services on technical networks and/or international technical policy and standard setting bodies.
  • Analyses global and country specific requirements as well as agricultural, economic, social, environmental factors to provide critical input into the FAO Strategic Framework, Programme of Work as well as Detailed Work Plans and the supporting budgets and/or resourcing strategies.
  • Implements and monitors work programmes involving the conception and development of comprehensive statistical and/or analytical frameworks including early warning, medium and long term plans and strategies, leading edge tools, methods, systems and databases, critical indicators, and/or policy models, etc.
  • Oversees and reviews data collection, validation, analysis and reporting activities to support the development of technical standards, international instruments, innovation, FAO flagship publications/yearbooks, and/or on-going programme development as well as technical and/or policy advisory services.
  • Provides technical and policy advice to Member Countries and technical support to decentralized offices in the development and implementation of their programmes of work.
  • Plans, organizes and participates in capacity development activities involving the provision of advice, technical assistance projects, training workshops, seminars, and meetings as well as oversees the development of related materials, on-line tools and information kits.
  • Represents the Organization at international/inter-governmental meetings and conferences, advocates strategic partnerships, best practices, and increased policy dialogue and develops and negotiates effective working relationships/consensus and agreements with international and national partners.
  • Leads and/or participates in resource mobilization activities in accordance with the Corporate strategy.
Specific Functions
  • Leads quantitative economic analysis and evidence-based policy support geared towards strengthening the case for social protection in the context of poverty reduction, food security and nutrition, sustainable rural livelihoods and resilience;
  • Leads the conceptualization and development of quantitative economic analysis and evidence-based policy support, to help shape and implement FAO's work on social protection, with an emphasis on poverty reduction, food security and nutrition, and sustainable livelihoods;
  • Provides insights into how agricultural development interventions and social protection instruments can contribute to sustainable poverty reduction at household and community levels;
  • Conceptualizes and develops a evidence-based policy agenda, including relevant tools to enhance in-country support to Member States;
  • Provides expertise in the use of advanced analytical tools and mixed methods in the context of rigorous impact evaluations;
  • Leads and coordinates programmes and other activities of the Social Protection Team that provide analytical, policy and programmatic support to Member Counties by providing technical, statistical and/or analytical support;
  • Promotes, defines and strengthens strategic partnerships with key partners (including ILO, World Bank, IFAD, UNICEF, WFP and others);
  • Oversees, reviews and produces analytical and technical reports and inputs for technical documents, databases and Organization-wide publications in connection with FAO's core work on social protection;
  • Liaises with Regional and Sub-Regional offices, and relevant Strategic Programmes to ensure the necessary growth in social protection capacity in FAO's decentralized offices.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
  • Advanced university degree in economics, agricultural economics, international development, social policy or a related field;
  • Ten years of relevant experience in economic and quantitative analysis, including impact evaluation, of food and agricultural issues, natural resources use, food demand or related areas, as well as extensive experience in policy formulation in relation to social policies, and social protection;
  • Working knowledge of English and limited knowledge of another FAO official language (Arabic, Chinese, French, Russian or Spanish)

Technical/Functional Skills
  • Work experience in more than one location or area of work, particularly in field positions is essential;
  • Demonstrated ability to lead and undertake socio-economic research, analyse data and statistics, and apply findings relevant to policies and programmes that aim to strengthen food security and nutrition and reduce rural poverty;
  • Extent and relevance of experience in economic and quantitative analysis of social protection, food and agricultural development issues;
  • Extent of knowledge and/or experience with impact evaluation methods (quantitative, qualitative and partial/general equilibrium);
  • Extent and relevance of publications record;
  • Extent and relevance of experience in policy research, policy design and programme implementation related to social policy and rural development, preferably, including work on social protection, economic development and its linkages with food and nutrition security and rural development;
  • Extent and relevance of experience or knowledge of on food security policies and institutions, and linkage with policy analysis;
  • Extent and relevance of experience in planning and implementation of programmes related to social protection and rural development in development organizations;
    • Demonstrated ability to mobilize resources;
  • Extent and relevance of experience in organizing international meetings, seminars and training courses;
  • Relevance and level of academic qualifications.
