Project Overview:

ICMPD isinviting allinterested candidates to apply forthe BorderManagement and Security Specialist for the Border Management and Security (BMS) Programme.

Within ICMPD, Border Management and Security (BMS) Programme is a thematic department that supports the development, planning and implementation of technical cooperation actions in the relevant domain. Over the years, ICMPD's BMS Programme has implemented border management projects and activities in many regions of the world, including the European Union, Western Balkans, South East Europe, Southern.

The Border Management and Security Specialist provides support to the Head of Programme and to the Senior Border Management and Security Advisor on their daily tasks in implementation of the Programme Work Plan and contributes to continuous identification and development of project ideas/concepts/project proposals. S/he conducts training activities within respective BMS projects and/or contributes to development of training agendas, training plans and curriculum. In addition, the Border Management and Security Specialist contributes to the implementation of a project or a thematic, geographic or sector-specific component of a project (or projects) through but not exclusively provision of requested expertise to the projects in the Programme’s portfolio as well as to the Regional Coordination Offices, performing assessment and feasibility missions in the ICMPD geographic regions/countries, administration of project inputs ensuring that the project activities are 1managed according to the approved project documentation, work plans and budgets and in line with ICMPD´s rules and business processes as well as partner and donor agreements. In coordination with the Senior Border Management and Security Advisor and other PjMs, the Border Management and Security Specialist generates substantive project outputs including preparation (collect inputs, compile, edit) of operational reports/final reports to partners and donors and project content as well as contributes actively to the knowledge management process of ICMPD and the Programme.

S/hesupervises,if required, theworkof projects’external expertsand consultants. TheBMS Specialist will represent ICMPD and the BMS Programme at various events related to his/her area of responsibility.

The incumbent will report directly to the Head of Programme in his capacity of the programme supervisor.

Tasks and Responsibilities:

1. Contribution to Partnership and Business Development:

Support relationships withdonors, partners, beneficiaries and other stakeholders. S/he liaises with technical counterparts in partner countries. Proactively identify opportunities for expanding the partners’ network. Create and cultivate strategic and future-oriented relationships across organisations and partner institutions in the area of return and public-private partnerships; Identify and communicate internally about external key stakeholder´s priorities, strategies and positions. Build and maintain relationships with a wide range of relevant European and partner country stakeholders;

Mobilise technical experts for activities, including preparation of Terms of References and specifications.

Inform the Head of BMS and other ICMPD/BMS senior programme staff of emerging opportunities and openings.

2. Provision of specialised expertise:

Provide expert advices to the Head of BMS and other ICMPD/BMS senior programme staff on technical and partnership approaches to development of initiatives in the field of border management and security;

Monitor and provide technical advice and coordination towards implementation of those initiatives, including by cross-organisational liaison/mobilisation and external representation. 3. Support to Project Development:

Contribute, under the guidance of the Head of BMS and in coordination with other ICMPD/BMS seniorprogrammestaff,the expansionoftheroleof ICMPD inthefieldof bordermanagement and security and related programmatic areas;

Providestechnicalandexpertsupportto therelevantProjectManagers,ensuringthatactivitiesare carried out according to agreed work plans and conform to contractual reporting requirements; Conceptualise ideas for new initiatives. Draft concepts and technical papers in support of development of new initiatives;

2 Draft technical briefings, substance documents and final project outputs related to capacity- building activities;

Support the development of Technical Specifications for the procurement of equipment related to border management. Provide technical inputs on the equipment to be procured and clarifications. Participate in tender evaluation as applicable.

Key Results:

High-quality project outputs and deliverables related to area of work delivered in a timely and qualitative manner.

Project inputs administered according to ICMPD´s rules and processes and donor requirements. Substantive project output and content defined, formulated and produced according to highest analytical and professional standards.

Project achievements assessed and lessons learned generated.

Qualitativeinputsinregardsformulationofnewprojects/developmentoftrainingagendas/training plans/curriculum provided.

Incumbent Profile:

A minimum of 5 years’ relevant professional experience in law enforcement and/or training with the focus on border management and security at mid-or senior-level positions at the international level.

Proven experience in providing trainings, including Trainings-of-Trainers (ToT). Proven experience in working at policy, strategic and operational levels, with law enforcement and/or international institutions/agencies.

Proven experience in working on or related to EU funded projects.

Substantial knowledge of Integrated Border Management, and Border Security, specialised knowledge on counter-terrorism, organised crime and other areas of law enforcement. Corporate Qualifications:

Experience in international context.

Proficiency in (verbal/written) English, proficiency in a major EU language, Russian, or Arabic is an asset.

University degree (Master’s level), preferably in security and/or law, law enforcement or related fields, equivalent of professional studies within a public law enforcement administration. Compensation:

ICMPD offers an attractive compensation package. This position is classified at IP3 Grade, with an annual net-base salary starting at EUR 53,280. Additional benefits include participation in the ICMPD Provident Fund, Health and Accident Insurance, six weeks’ annual leave and, where applicable, dependent’s and mobility allowances.
