BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Background

Mali CO initiated an organizational alignment exercise in February 2019 which had been adopted in September 2019 with some modifications/amendments. The objective of this exercise is to realign the CO structure to the upcoming Country strategic plan which will be effective from January 2020.  The mains changes in the country structure is the creation of an Area office in Mopti which will be running three sub-offices in the North of Mali (Tombouctou, Gao, Mopti) for the aim of having the operations close to the beneficiaries and make the decision-making process closer to the field. In this context many operational positions will be moving from the country office in Bamako to the area office . Many new positions created upon the abolishment of some short terms should be fill through a rigorous selection process. Vacancy will be advertised externally to attract competent candidates specifically females.

The Consultant Recruiter will work in coordination with HR Mali staff, Hiring managers and all stakeholders to carry out all the recruitment process on the below activities.

ACCOUNTABILITIES/RESPONSIBILITIES:

The consultant Recruiter will be under the direct supervision of the Head of HR Unit.

 He/ She will be responsible for:

  • Currying out the recruitment process for all the positions to be filled
  • Ensure the TORs are aligned with the positions level and requirement as per WFP HR rules
  • Prepare the longlisting of the positions and ensure the Hiring Manager submit the shortlist along with screening matrix
  • schedule written tests and makes sure the tests are aligned to the position level cleared out of bias
  • Organise and invigilate the written assessments and ensure the confidentiality of the subjects of the assessments
  • Assist in the identifying correctors for the written test and ensure the compilation of the tests results
  • Coordinate with hiring managers for the final lists of the written test and interviews
  • Holding interview and prepare interview reports
  • Updating the implementation plan of the organizational aliment;
  • Supporting hiring unit/manager to identify qualified members for the panel
  • Hold the Local Appointment Promotion Committee and handover the final recommendation to the HR team for administrative actions
  • Ensure compliance of each recruitment process to HR rule and quality of documentation (NFRs etc)

DELIVERABLES AT THE END OF THE CONTRACT:  

  • All the positions are filled in timely manner
  • TORs are aligned with the positions level and requirement as per WFP HR rules
  • longlists and shortlist are doing as the guidelines
  • The assessments are aligned to the positions level
  • Transparency and confidentiality in the recruitment process are ensured
  • Recruitment are curried out in timely manner
  • Compliance in each recruitment process to HR rule and quality of documentation (NFRs etc)is ensured.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

University degree in Human Resources, Administration, Finance, law international relations or related field.

Experience:

Three years of relevant experience in recruitment.  

Experience with WFP or the United Nations in a recruitment unit/section is an asset

Knowledge & Skills:

Languages:

Fluent in French and English language.
