ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ) and Country Offices (COs). Job holders operate with minimal supervision, and are heavily involved in day–to-day activities, analytical work and provide advice on less complex issues.
In HQ, job holders report to the Director of Communications or the designate. These roles work in a specialist area of communications.
In RBs, job holders report to the Regional Director or the designate, with functional supervision from the Director of Communications or the designate.
In COs, these roles report to the Country Director, with functional supervision from the Regional Communications Officer, to ensure that the CO communications activities serve WFP needs in the country of assignment, taking into consideration the overall regional communications plan and WFP's corporate communications goals.

JOB PURPOSE

The Communications Officer will serve as the primary focal point for all multimedia content produced by the Communications Unit. Reporting to the Head of Communications, the Communications Officer will implement the communications plan by supporting and delivering a range of communications activities, providing research and analysis, and prioritising effectively.

The job holder requires significant experience in the field of communications within a humanitarian context, including graphic design, social media, photo and video production as well as a demonstrated understanding of branding and visibility.

KEY ACCOUNTABILITIES (not all-inclusive)
  1. Implement country specific communication work plans designed to maintain and enhance the visibility and reputation of WFP, as well as support fundraising activities, ensuring alignment with overall communications and WFP strategies.
  2. Contribute to communications through good research, analysis of assigned area of work and timely preparation and distribution of information products to target audience(s).
  3. Maintain a contact list of journalists and media outlets and support the flow of news/information about WFP’s work to the media, in order to support regular and appropriate communications.
  4. Support the social media plan by developing social media content, and utilising platforms, networks and partners to enhance coverage and support of WFP’s activities.
  5. Generate donor specific visibility content including, text, photos, videos and audio for use across a range of integrated online platforms, in order to support global and country fund-raising activities, ensuring consistency with corporate messages.
  6. Monitor and analyse traditional and social media to inform the development and/or evaluation of communication activities and strategies.
  7. Guide and supervise more junior staff, acting as a point of referral and supporting them with more complex analysis and queries.
  8. Collate outreach data contribute to the preparation of accurate and timely reports, Support communications activities that enable informed decision making and ensures consistency of information presented to the media and other stakeholders.
  9. Support capacity building of WFP staff on all aspects of communication, provides advice and guidance within area and level of expertise, in order to ensure that all activities meet desired standards of consistency, quality and impact. For example the design and review of training materials.
  10. Liaise and interact with WFP staff and external counterparts to support aligned activities and a coherent approach to communications within WFP.
  11. Follow standard emergency preparedness practices to support WFP to quickly respond and deploy food and needed resources to affected areas at the onset of a crisis.

OTHER SPECIFIC JOB REQUIREMENTS (PART 1)

Content development

Ensure pipeline of fresh content that tells the story of WFP’s operation in Yemen.

Duties & Tasks

  • Develop a content calendar based around key dates (eg World Humanitarian Day) and milestones for the Yemen operation as well as thematic areas linked to the CO communications and advocacy priorities.
  • Develop and implement content gathering training for WFP staff (in CO and AOs) and implementing partners by providing capacity building and on-the-job support ensuring colleagues develop their skills in communications, including taking quality photos/video and developing relevant and powerful case studies.
  • Generate ideas for and develop creative visual content packages, including video, photos, infographics, that convey the humanitarian situation and needs in a manner that is dignified and focuses on the capacity of people in Yemen while also advancing the advocacy and communication goals of the CO.
  • Ensure donors are provided with necessary visibility through content gathered in the field in order to support fund-raising efforts.
  • Coordinate with CO and AO staff to organise regular field missions to gather visual content and to support field staff with communications-related activities.
  • Collaborate with professional photographers to the collect high-quality photos of WFP activities, as needed.
  • Ensure all content developed is in line with WFP brand guidelines and reflects the advocacy and communication goals of the Country Office.
  • Maintain close collaboration with the Regional Bureau and HQ Communications teams.

Communication strategy

Support the development of a clear communications and advocacy strategies and associated work plan.

Duties & Tasks

  • Support the development of the country advocacy and communications strategy and associated work plan, including an environmental and stakeholder assessment; objectives; target audiences; messages and media mix; resources; specific actions, activities and products; monitoring and evaluation of impact (KPIs); success and opportunities for improvement.
  • Support the ongoing refinement of the strategies in close collaboration with CO/AO colleagues to ensure they remain relevant to the changing situation on the ground.
  • Maintain close collaboration with the Regional Bureau and HQ Communications teams.
OTHER SPECIFIC JOB REQUIREMENTS (PART 3)

Media relations

Develop and nurture constructive relationships with the media (international, regional, local as well as English and Arabic) in order to promote WFP’s work to a wide audience.

Duties & Tasks

  • Promote a better understanding of, respect and support for the issues of food security and hunger by carrying out media outreach in support of WFP humanitarian efforts in the country.
  • Maintain up to date media messages and holding lines through close collaboration with technical experts in the CO/AOs in order to guide communications with local/regional/international media.
  • Develop, maintain and update media contact lists, with focus on local and Arabic-language media.
  • Establish, document, review and refine process of communicating with media contacts, including press conferences and events, issuing of media materials, pitching exclusive stories and arrange media interviews for WFP representatives and spokespeople.
  • Identify, develop, distribute and evaluate variety of media materials in multiple, appropriate formats.
  • Collaborate with mass media through activities such as organizing project site visits, facilitating photo coverage and TV footage and utilizing both web-based and traditional media as appropriate.
  • Monitor local media for coverage of WFP’s activities and provide swift, regular analysis on any reputational threats.

Networking and partnerships

Ensure that the Country Office has a well maintained and continually developed contact list of individuals, groups, organizations (including government, UN, and bilateral counterparts), whose support is essential to/can assist in achieving the advocacy and communication objectives.

Duties & Tasks

  • Support the development of a strategy to engage with local influencers, including social media influencers, celebrities, activities, who can promote awareness of WFP’s work within Yemen.
  • Help establish, document, review and refine process of working collaboratively with partners, including meetings, joint projects, information sharing.
  • Enhance the quality and consistency of country-specific communication materials, activities, processes and messages shared with partners.
  • Identify opportunities to strengthen the capacity of partners through appropriate advocacy and communication training, access to information, supplies and equipment and through knowledge sharing.
  • Monitor, evaluate and share results and findings with partners.

Other required tasks

  • Support other members of the team to develop their skills, particularly related to content gathering (photography, videography, editing).
  • Act as OIC in absence of Head of Communications Unit.
STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Journalism, International Relations, Public Relations, Communications or other relevant field, or First University degree with additional years of related work experience and/or trainings/courses.

Experience: 3 or more years of postgraduate professional post-graduate experience in a relevant field of work, For internal: (Administrative/GS experience is not counted except years holding G6 positions or above – each year is counted at 50%).


Language: Fluency (level C) in English language. Fluency (level C) in Arabic language.
