About the job

The Protection Specialist provides expert guidance and technical expertise to the Case Management Team Leader, the Community-Based Team Leader and members of their teams in the delivery of specialized protection and humanitarian assistance to IDPs, migrants and refugees in Libya. The position provides leadership and direction in all aspects of comprehensive case management and community- based protection methodologies. For case management this encompasses the case flow from intake to closure, including identification, assessment, care planning, using referral pathways, providing IPA and counselling.  For community-based protection it includes fostering social cohesion and community resilience through participatory community activities that involve IDP, migrant and host communities in order to address and mitigate specific protection risks.  The position coordinates with other team leaders and the PIMs officer on the implementation of activities, monitoring and reporting, external representation and human resources so as to ensure quality and efficiency of the overall protection program. Your main duties and responsibilities will be:

Program

  • Review and advise on case management systems, tools and procedures for effective case coordination.
  • Provide advice and leadership in stages of protection case management for particularly vulnerable IDPs, migrants or refugees: case identification, assessments, identifying and prioritizing vulnerabilities, developing response, referring or identifying durable solutions, and documentation.
  • Provide skill-based operational support to members of case management team in aspects of managing complex protection cases: file creation, interviewing, note taking, needs assessments, managing sensitive cases, referring and following up on cases.
  • Provide case consultations for complex cases
  • Provide mentorship, coaching and capacity building for members of case management and community-based protection teams.
  • Support the PIM officer in management and analysis of information and data management, and the generation of timely reports.
  • Provide support, guidance and tools in remote management assistance as needed.
  • Provide strategic advice on community mapping exercises within specific geographic areas to identify service areas and corresponding plans for community outreach, in collaboration with DRC/DDG internal resources as identified.
  • Provide advice and direction on solid participatory approaches that enable participants to self-identify protection concerns that affect their own communities. 
  • Provide expert advice on the development and implementation ongoing community empowerment and capacity-building activities with the aim of preventing and/or reducing protection risks.
  • Provide skills-based operational support to members of the protection team on working with vulnerable individuals, families and groups.
  • Assist with ensuring that community-bsed team members effectively use and comply with all the tools, forms and SOPs and ensure that they comply with the applicable professional standards related to protection and humanitarian interventions.

Representation and coordination

  • Represent DRC towards external stakeholders on case referrals, case conferences or community processes.

Monitoring Evaluation Accountability and Learning

  • Support the ongoing data collection and analysis related to all protection programs in coordination with PIM Analyst and MEAL manager.
  • Support the production of comprehensive, quality and timely reports for donors and humanitarian coordination forums. To this end, assist in assuring M&E tools and processes to measure program quality and impact.

Human Resources

  • Promote a professional environment conducive to collaboration, teamwork and professional development. Uphold applicable standards related to protection programming, the code of conduct, as well as additional internal DRC procedures and guidelines related to human resources.

 

About you

To be successful in this role we expect you to have at least 3 years of experience working for international humanitarian organizations in the field of protection case management and community-based protection in the context of displaced populations. Moreover, we also expect the following:

Required

  • Proven experience working with vulnerable refugee, migrant and/or IDP communities
  • Sound technical knowledge of protection standards and principles, and demonstrated ability to develop effective case management systems in accordance with the relevant frameworks 
  • Sound knowledge of community-based protection methodologies
  • University degree in a relevant subject, such as human rights law, refugee law, humanitarian affairs, migration, international relations and/or international development.
  • Fluency in written and spoken English

Desired

  • Knowledge of Arabic an asset

We offer

Contract length: 6 months.

Band: G non-management.

Designation of Duty Station: Tripoli, Libya.

Start date: 1st of January 2020.
