Organizational Setting

The Myanmar Livestock Breeding and Veterinary Department (LBVD) of the Ministry of Agriculture, Livestock, and Irrigation (MoALI) and the Food and Agriculture Organization of the United Nations (FAO) are initiating the project “Antimicrobial monitoring in poultry in Myanmar (AM-PM)” with funding from the UK Government’s Fleming Fund.

Antimicrobial resistance (AMR) is recognized as a problem caused by unregulated antimicrobial use in the human health and animal health and production sectors, which exerts selection pressure on pathogen populations and encourages the development of resistance. Use of antimicrobials in the livestock production industry for therapeutic, preventative, and growth promotion purposes across Asia is widespread, particularly in the pig and poultry production sectors. At present, farm antimicrobial use (AMU) is poorly understood in Myanmar and there is no systematic, regular AMR surveillance in the livestock sector. The ‘AM-PM’ project aims to contribute to the overall goal of a world in which effective antimicrobials will be preserved for the future to combat bacterial infections, thus, helping to mitigate this slow-onset disaster. It will contribute to this goal by improving AMU practices in the Myanmar poultry production sector.

Reporting Lines

Under the overall supervision of the FAO Representative for Myanmar, the technical and direct supervision of the AFAOR (Programme)/ Senior Animal Health and Production Officer in FAO’s Regional Office for Asia and the Pacific (RAP) in Bangkok, technical guidance of the FAO Country Team Leader of the Emergency Centre for Transboundary Animal Diseases (ECTAD) in Myanmar, in close coordination with the Project Coordinator (OSRO/RAS/902/UK).

Tasks and responsibilities\:

The national consultant will assist in implementing Antimicrobial Monitoring in Poultry in Myanmar (OSRO/RAS/902/UK), performing the following tasks\:

  • Prepare for and monitor monthly cash flow, cash-related matters, advance/payment processes and banking;
  • Maintain a system for petty cash and/or project advances and keep electronic and paper filing of relevant administrative and financial information;
  • Maintain up-to-date and accurate financial records of all disbursements and receipts related to the project, and write quarterly and annual financial reports using these records;
  • File and photocopy supporting documents as required;
  • Liaise with the Procurement and Logistics Officer on financial issues related to procurement;
  • Assist in day-to-day administration of the project office, including project correspondence, timely provision of stationery and office supplies, office maintenance, payments for transport/vehicle use, support to visitors to the project;
  • Maintain records and physical count on the Inventory/ Assets and report this on time;
  • Be responsible for all travel arrangements, follow up visa applications, hotel/conference/meeting room booking, ticket reservation for visitors and all necessary logistic arrangements and clearances;
  • Verify the fuel consumption record and vehicle log books;
  • Perform other duties related to the post as assigned.

Minimum Requirements
  • Fluency in written and spoken English and Burmese
  • Relevant associate’s degree, university degree, or specialized training in administration, finance, accounting, office management, etc. or equivalent professional experience
  • Minimum two years’ experience in finance, administrative, accounting and office management
  • Proficiency with standard office software, such as MS Office (Windows, Outlook, Word, Excel, Power Point). Very good typing skills
