Project Overview:

ICMPD isinvitingall interested candidates to apply forthe CapacityBuilding Specialist positionforthe European Union Global Diaspora Facility (EUDiF).

The EUDiF is an EU-funded project running from June 2019 until December 2022 that aims to strengthen collaboration and engagement between diaspora development organisations, countries of origin and the EU.

With an overall budget of €5 million, the project consists of four interlinking components: i) a global mapping of diaspora engagement; ii) targeted capacity building interventions for countries of origin and diaspora organisations; iii) outreach, partnership and interaction through an online platform, diaspora consultations, meetings with countries of origin and EU Member States and the Annual EU Global Diaspora Forum, and iv) mobilisation of diaspora experts for development projects. These parallel components will generate a consolidated knowledge base on diaspora engagement practices, address the capacity building needs and priorities of governments and diaspora organisations, strengthen and expand pre-existing networks, formalise diaspora-EU interaction and promote diaspora as development actors.

The Capacity Building Specialist is a specialised technical role focused on capacity building responsible for the planning and implementation of activities pertaining to components II (capacity building for 1government and diasporaorganisations) and IV (deploymentof diaspora experts)of the EUDiF and for the provision of specialised substantive expertise within the project.

The Capacity Building Specialist plans and organises project activities and administers project inputs in the assigned area of work ensuring that the activities are managed according to the approved project documentation,workplansandbudgets,andinlinewithICMPD´srulesandbusinessprocessesaswell aspartneranddonoragreements.S/heisresponsibleforatimelyachievementofhigh-quality outputs within the assigned area of work and for the development of the capacity building process and tools of the Facility.

Within her/his technical role and assigned area of work, the Capacity Building Specialist develops and maintains relationships with partners, beneficiaries and other stakeholders and plans, organises and supervises the work of consultants and contractors ensuring high quality and timeliness of outputs. S/heconceptualises,plansandpreparessubstantiveprojectoutputsandproducesprojectcontentand prepares donor and other substantive project reports. The Capacity Building Specialist continuously assesses achieved results for quality and impact.

The Capacity Building Specialist contributes to planning of the overall direction of the project. Collaborating with stakeholders, the Capacity Building Specialist contributes to the development of new initiatives and formulates and drafts concepts and project documents.

The Capacity Building Specialist works under the supervision of the Head of Programme Global Initiatives and the Senior Project Manager and in close collaboration with other members of the project team as well aswith other project teams across ICMPD. In her/his areaofwork, s/he cultivates regular contacts with stakeholder organisations at the working level.

Tasks and Responsibilities:

1. Planning and implementation of activities:

Within the technical role and assigned area of work, plan and organise activities according to project´s work plan ensuring the timely accomplishment of project outputs.

Design, manage and monitor processes, tools, approaches and techniques to deliver capacity building, adapted to various contexts.

Implement strategic actions or actions that are particularly complicated. Initiate and implement corrective action when required.

Coordinate implementation of activities with project stakeholders and partners ensuring that activities are carried out according to agreed work plan and other agreements. Actively guide project partners on project implementation.

Oversee mobilisation, selection and management of consultants, goods and services, capacity building and grants schemes for activities.

In close coordination with the Head of Programme Global Initiatives and the Senior Project Manager, plan and coordinate workof project staff, experts, consultants and contractorsensuring thatcontentandoutputsareproducedtimely,accordingto projectworkplanandICMPD´squality standards.

Design and formulate content and scope for meetings, workshops and other activities, identify participants and resource persons.

Monitor and assess progress of project activities through missions, reviews and assessments. Support the implementation of the project communication plan and knowledge management strategy.

2. Project administration and compliance:

2 Ensure that project activities within the assigned area are implemented in an efficient and cost- effective manner in line with the project work plan.

Monitor compliance with ICMPD’s policies and procedures within the area of responsibility. Ensure that administrative processes for mobilisation and management of consultants and for procurement are carried out promptly and in accordance with ICMPD rules and established business processes, and in compliance with donor rules as applicable.

Regularly monitor expenditures and disbursements to ensure that budget allocations are not exceeded. Suggest corrective action as required.

Support budget revisions as relates to the assigned area of work to adjust budget to changes in project work plan and allocate savings.

Ensure maintenance of project documentation electronically and on physical file. Proactively support the overall management of the project through the PMT. Propose improvements to the PMT and contribute to its continuous refinement.

Ensure the compliance of activities within the assigned area with the EU General Data Protection Regulation (GDPR).

3. Substantive contributions and provision of technical expertise:

Provide expertise and advisory inputs in the field of technical specialisation. Plan and coordinate processes for the production of project content (research publications, studies, policy papers, thematic/sector reports etc.) by:

o Selecting instruments and methodology.

o Selecting experts.

o Reviewing, commenting and revising expert outputs ensuring adherence to ICMPD´s quality standards.

o Disseminating findings through presentations at workshops, meetings, events and through website and academic publications, as applicable.

Analyse and formulate high-quality analytical inputs. Prepare briefs, background papers, presentations, speeches. Coordinate preparation ensuring finalisation inputs. Formulate inputs to internal and external project reviews and reports.

Review and assess project results and identify and record best practices/lessons learned. Identify project ideas. Develop, formulate and draft new project concepts, proposals, work plans and budgets.

Key Results:

Project activities in the assigned areaof work organised and implemented according to work plan. Project inputs administered according to ICMPD´s rules and processes and donor requirements. Capacity building tools and methods are developed and carried out.

Project outputs related to area of work delivered in a timely and qualitative manner and in collaboration with project stakeholders and partners.

Financial expenditures on activities level controlled and maintained within the budgetary limits. Proposals for use of savings formulated.

Expertise and advisory inputs provided in the field of technical specialisation. Projectcontentdefined,formulatedandproducedaccordingtohighestanalyticalandprofessional standards.

Project achievements assessed and lessons learned generated.

3 Qualitative inputs to formulation of new projects formulated.

Incumbent Profile:

A minimum of 5 years of position-relevant work experience in implementation of projects in the field of migration.

Substantive knowledge of migration issues.

Experience in management of stakeholder relationships.

Experience in management of experts and consultants.

Experience in management of project budgets.

Strong analytical, drafting and organisational skills.

Solid communications skills.

Professional training in project cycle management is an asset.

Willingness to travel, including outside the EU.

Corporate Qualifications:

Experience in international context.

Proficiency in (verbal/written) English, proficiency in a major EU language (in particular French and/or Spanish), Russian, or Arabic is an asset.

Master´s degree related to the area of work.

Compensation:

ICMPD offersanattractivecompensationpackage.Thispositionisclassifiedat IP3,withanannualnet- base salary starting at EUR 53.280. Additional benefits include participation in the ICMPD Provident Fund, Health and Accident Insurance, six weeks’ annual leave and, where applicable, dependent’s and mobility allowances.
