Emergency Manager - Distribution

We are looking for a highly Emergency Manager – Distribution who is able to work with diverse teams of both national and international staff as well as support, managing emergency distribution activities in the North of Yemen.

Danish Refugee Council (DRC) in conjunction with Danish Demining Group (DDG) has been operating in Yemen since 2008 using a protection of human rights framework. DRC initially worked in Yemen with mixed migrants coming from the Horn of Africa who are displaced by conflict and drought. Since then, DRC expanded its sectors of intervention and is now providing humanitarian assistance in nineteen governorates throughout the country. There are currently over 350 staff working between the Sana’a main office, two hub offices in Aden and Hodeida, and six field offices. Current programme sectors include protection (mixed migration, IDP, child), FSL, WASH, Shelter, and CCCM. Our operations in Yemen have both grown and changed as needs escalate following the country’s descent into civil war in 2015.

 

About the job

 Reporting to the North Area Manager, the overall responsibility of the Emergency Distribution Manager North (EDM) is to support existing or new operations to adequately respond to current and emerging needs arising from conflict. In this regard the ERM will focus on GFD scale up programmes across North Yemen in Hajja, Hodeida and Sa’ada.

Based on needs, the EDM will have responsibility for the management, programming and implementation of GFD projects including organisational, financial and administrative responsibility as well as the overall responsibility for security planning and implementation of security precautions. The EDM maintains extensive contacts with local authorities and with regional representatives, as well as field representatives of WFP, OCHA, UNFPA, UNICEF and other donors and partners in the areas of relevant programming

Duties and Responsibilities

  • Ensure leadership to the day-to-day emergency GFD response operations in Yemen and ensure all DRC sectors are actively merging planning and activities, in the context of an interdisciplinary one programme approach.
  • Ensure compatibility and sequencing of GFD with the Rapid Response Mechanism (RRM) which is coordinated with UN and NGO partners. The EDM will be responsible for managing the response in close coordination with other actors and DRC field teams. This includes maintaining good relations with UN agencies, keeping clear track on RRM related standard operating processes and registration as well as all communication and logistics related to the RRM.
  • Provide the CD and Senior Management Team with updated information on ongoing/emerging humanitarian crises and needs within Northern Yemen;
  • Ensure protection in emergency principles and best practice (including SGBV and CP concerns) are streamlined across all the emergency distribution activities.
  • Support existing field offices with surge capacity when taking on new projects – assist in staff recruitment, staff training, setting up systems, and planning and starting activities;
  • Lead the north emergency distribution teams in day-to-day activities at field and main office level.
  • Provide trouble-shooting in existing operations facing bottlenecks in programme implementation;

 

Administration: Finances, Human Resources, and Logistics

  • Facilitate information exchange within and between DRC departments, with respect to systems, standards and best practices in emergency response; including training country teams on the post distribution monitoring and quality of the emergency distributions at area level;   
  • In close coordination and collaboration with Safety Team Leader, assist in assessing and maintaining access possibilities to new areas, or areas with limited/no access, as needed.
  • Contribute to budget monitoring and control of expenses including compliance with DRC and donor requirements.

 

Accountability

  • Guarantee that DRC mandate, policies and values in programming is ensured through standard regulations and operational procedures for programming and implementation of DRC operations
  • Ensure that DRC’s accountability obligations are delegated and carried out in accordance with the CHS standards and DRC protocols.

 

Donor Relations / Funding

  • Attend and participate in Hub level HCT meetings, inter-cluster coordination meeting, Area Managers coordination meetings as necessary and receive feedback and share updates on GFD/RRM (methodology, tools, results, operations, etc).
  • The EDM contributes to proposal development, donor relations, reporting and monitoring, evaluation, accountability and learning (MEAL) to strengthen DRC’s emergency response further and attends relevant meetings on DRC’s behalf.

Required qualifications

Qualifications

Essential:

  • A Masters degree in a relevant field.
  • At least five years INGO experience, including at least two years management of emergency response programmes in insecure environments.
  • Proven track record in coordinating emergency responses in complex humanitarian crisis, with specific experience in large scale distributions.
  • Previous exposure to cluster coordination and interagency coordination systems.
  • Strong analytical, organizational, and management and leadership skills.
  • Demonstrated ability to lead vulnerability assessments, beneficiary registration, distributions, monitoring and evaluation in emergency situations.
  • Demonstrated ability with project grants management, including project design, budget preparation, expenditure tracking, monitoring and evaluation, reporting, supervision and performance.
  • Proven commitment to accountable practices and knowledgeable of quality assurance systems.
  • Hands on experience in managing staff in insecure locations and strong human resource management skills in general.
  • Good communicator and proven diplomacy with all types of stakeholders.
  • Fluent and articulate in spoken and written English.
  • Ability to work independently, but also coordinate effectively as part of a team.
  • Ability to lead a multi-cultural team with a high level of respect for local culture.
  • Strong computer skills (MS Word, Excel, Outlook and Power Point).
  • Ability and willingness to work and live in diverse, challenging and potentially unstable environments.

 

Languages: (indicate fluency level)

  • Fluency in written and spoken Arabic and English;


Experience: (include years of experience)

  • At least 5 years professional work experience in humanitarian organizations;
  • Experience with reporting, compliance, grant management
  • Knowledge of major donor compliance requirements.
  • Knowledge of the local context
  • Experience with portfolio management and inter-departmental coordination
  • Experience in Finance & Human resource and logistics is an asset.

We offer

DRC will offer the successful applicant a one-year contract, renewable dependent on both funding and performance. You must be available to start work from as soon as possible and be willing and able to work in Sana’a with frequnt travek to field locations.
