Background


UNDP Egypt Programme Team is composed of three thematic clusters, based on the three outcomes of its Country Programme i.e.:

  • Inclusive Growth and Innovation
  • Environment and Climate Resilience
  • Gender Equality


These Thematic Cluster are led by team leaders/Assistant Resident Representatives (ARRs) with enhanced focus on policy advice, partnership building, pipeline management, quality assurance, programme implementation, monitoring and reporting.

Under the guidance and supervision of the Deputy Resident Representative, the Team Leader/Assistant Resident Representative (Inclusive Growth and Innovation) manages a major, multi-disciplinary, programme portfolio on Inclusive Growth, Administrative Reform that promotes “Leaving No One behind”, aligned with the following Sustainable Development Goals (SDGs): 8, 9, 12, 16, and  17. The portfolio comprises the specialized, sectoral areas of Inclusive and Pro-Poor, Economic Development and Entrepreneurship; Scaling Up of Inclusive and Environmentally Sustainable Economic Opportunities; Sustainable and Innovative Financing; Entrepreneurship; Innovative Utilization Of Information Technology To Reduce Exclusion; and Governance: Strengthening National Capacities For Social Accountability and Core Government Functions to Plan, Coordinate and Monitor the Achievement of the SDGs.  
Under the guidance and direct supervision of the Team Leader/ARR, Inclusive Growth and Innovation,, the Programme Analyst is one of the team of professionals and support staff who provide formulation and continued monitoring of implementation of related programme interventions. The incumbent is responsible for management of the UNDP programme in the areas of Inclusive and Pro-Poor, Approaches for identifying and Scaling Up Innovation for Inclusive and Environmentally Sustainable Economic Opportunities.
The Programme Analyst analyzes political, social and economic trends and undertakes formulation, management and evaluation of programme activities within his/her portfolio.

The incumbent coordinates activities of the projects' staff. The Programme Analyst works in close collaboration with the operations team, programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful UNDP programme design and implementation.

 

Duties and Responsibilities

1.Policy Advice and programme analysis focusing on achievement of the following results:

  • Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to UN and UNDP assessments and strategies (Common Country Assessment (CCA), UN Sustainable Development Cooperation Framework (UNSDCF), UNDP Country Programme (CPD), and annual work plans) and other documents.
  • Identification of areas for support and interventions within the thematic/sectoral areas assigned.
  • Policy research and analytics for evidence-based, national/country-focused policy-making.
  • Identification of sources of information and data and formulation of short policy notes.
  • Development and maintenance of analytical tools to support UNDP strategic analyses.

2.Participates in the effective management of the CO programme within the areas of, Inclusive and Pro-Poor Economic Development through Scaling Up of Inclusive and Environmentally Sustainable  Economic Opportunities, focusing on quality control from formulation to implementation to closure of the country programme and associated projects, achieving the  following results:

  • Design and formulation of elements of the CO programme within the area of responsibility, translating UNDP’s priorities into local interventions.
  • Initiation of projects, drafting and quality assurance of project documents, presentation of projects to Project Appraisal Committee (PAC), finalization of contribution agreements; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review.
  • Performing functions of Manager Level 1 in ATLAS for POs and vouchers approval (if authorized by SM), participates in recruitment processes for projects.
  • Financial and substantive monitoring and evaluation of projects, identification of operational and financial problems, development of solutions. Participation in audit of NEX projects.
  • Preparation and organization of inputs for reporting, including donor reporting.
  • Contributions to development of project/programme pipeline proposals, including identification of new service lines and entry points for programming, responding to emerging trends and challenges.
  • Recommendations to ensure continual alignment of programme actions with the SDGs.

3.Supports the creation of strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results:
 

  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall coordinated Country Office effort in  partnership building  and resource mobilization in the thematic/sectoral areas assigned.


4.Knowledge Building and Knowledge Management, focusing on achievement of the following results:

  • Synthesis of best practices and lessons learned directly linked to programme/projects and country policy goals in Inclusive and Pro-Poor Economic Development Scaling Up of Inclusive and Environmentally Sustainable Economic Opportunities, Sustainable and Innovative Financing; Entrepreneurship; and Innovative Utilization Of Information Technology To Reduce Exclusion;
  • Successful programme advocacy through networking, including:  

           -Participation in advocacy networks at national level and linked to international networks.
            -Relevant, high-impact advocacy campaigns implemented with key partners.

  • Sound contributions to knowledge networks and communities of practice.
  • Learning initiatives delivered for Operations/ projects staff in the programme area.

Required Skills and Experience

Education:
Advanced Degree or equivalent in Engineering, Computer Science, Economics, Business Administration, Public Administration, Political Science or related field is required. Graduate level qualifications and/or demonstrated expertise in Good Governance, Administrative Reform and/or Pro-Poor Policies are required. Knowledge of emerging disciplines for inclusive growth and/or related innovations is desirable.

Experience:
A minimum of 2 years’ experience ( or 4 years’ experience if with Bachelor’s) with demonstrable results at the national and/or international level in developing and/or implementing project/programme concepts in partnership with Government and Civil society in the area of Good Governance and/or Administrative Reform and/or Pro-Poor Policies is required. Related experience in Sustainable and Innovative financing is advantageous.. Familiarity with complex reporting and institutional accountability processes is also required.
 
Language Requirements:
Proficiency in English and Arabic.
