Organizational Setting

The Office of Evaluation (OED) of the United Nations Food and Agriculture Organization (FAO) is conducting a final evaluation of a global project financed by NORAD, The Norwegian Agency for Development Cooperation. The project title is “Enhancing the contribution of small-scale fisheries to food security and sustainable livelihoods through better policies, strategies and initiatives”\: FAO Small Scale Fisheries (SSF) Guidelines Implementation Support”. This project is carried out under the FAO Umbrella Programme for the Promotion and Application of the SSF Guidelines, which establishes the basis of engagement between FAO and resource partners and contributes to FAO’s efforts to further develop the Global Assistance Programme (GAP) to support the implementation of the SSF Guidelines in a participatory manner.

This project aims at enhancing the contribution of small-scale fisheries to food security and sustainable livelihoods through better policies, strategies and initiatives in FAO member countries and regions by promoting the application of the principles of the SSF Guidelines. The project is structured around four interlinked outcomes\:

  • Raising awareness\: knowledge products and outreach
  • Strengthening the science-policy interface\: sharing of knowledge and supporting policy reform
  • Empowering stakeholders\: capacity development and institutional strengthening
  • Supporting implementation\: collaboration and monitoring

Reporting Lines

Consultants respond to the OED evaluation manager under the general responsibility of the Office of Evaluation (OED).

Technical Focus

The project evaluation manager will recruit a team composed of one international consultant as team leader, as well as one consultant, based in Costa Rica, and one consultant based in Tanzania, or the respective regions. The team as a whole will be qualified in the following areas\:

  • Evaluation, particularly evaluation of agricultural projects;
  • Small-scale fisheries development, aquatic resources and their multidimensional nature;
  • Capacity development at the policy, programme and community level;
  • SSF sector related policy support, processes, strategies and governance;
  • Knowledge management at global, regional and national level to enhance awareness and support policy reform;
  • The role of gender, as a key to the improvement of livelihoods and the reduction of vulnerability in fishing communities;
  • Sustainable development, in particular food security, livelihood enhancement and climate change adaptation.
Tasks and responsibilities

The FAO Office of Evaluation (OED) will guide this evaluation. The evaluation team responsibilities are to\:

  • Work in close collaboration with the OED Evaluation manager responsible for this evaluation;
  • Review relevant background documentation made available by OED;
  • Contribute to/apply the methodology (among which an electronic survey) described in the evaluation Terms of Reference together with the project team;
  • Conduct the evaluation\: Work from home and travelling to/within project countries as part of this assignment;
  • Lead or participate (depending on job title) in the collection and analysis of primary and secondary data by the evaluation team through, inter alia, an online survey and interviews and discussions (face to face or virtual) with FAO concerned

officers in HQ, country and regional offices as well as the targeted policy makers; and during the country visits, with key stakeholders including the Government, the FAO Representation, external partners, project teams and beneficiaries as appropriate;

  • Participate and present in briefing and debriefing meetings, discussions and field visits, with the evaluation team and relevant stakeholders;
  • Prepare the inception report (incl. evaluation matrix and evaluation tools) and evaluation report (both products by the team leader) and contribute to the evaluation with written inputs (team member).
Expected timeframe
  • The evaluation exercise is expected to take place between January – May 2020; the data-collection is expected to start in February.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
  • Advanced University for COF.REG contract/ University degree for PSA.SBS contract in agro-economics, economics, policy analysis, development studies, or another related field;
  • A minimum of 5 years of relevant experience in evaluation, preferably of agricultural / fisheries development project and/or programs;
  • Working knowledge of English. English is the language through which all the evaluation communication, documents and reports are expected (check additional information section below for mandatory language certification requirements); limited knowledge of one of the other languages of the Organization (French, Spanish, Arabic, Chinese, Russian) only for PSA.SBS.

Technical/Functional Skills

  • A minimum of English C-level language skills required; additional working knowledge of Spanish and/or Swahili (level B/C) is required for the field work;
  • Extent and relevance of experience in project evaluation;
  • Experience in evaluating projects and programmes at field level and facilitating evaluation processes. In particular, good capacity to carry out focus group discussions, use participatory evaluation techniques and the design and usage of online surveys;
  • Extent and relevance of experience in small-scale fisheries (SSF) development;
  • Knowledge of SSF sector related policy support, processes, strategies and governance;
  • Work experience in either Costa Rica and/or Tanzania is a plus;
  • Additional excellent command of Swahili, written and spoken, for the evaluation work in Tanzania would be appreciated;
  • Additional excellent command of Spanish, written and spoken, for the evaluation work in Costa Rica would be appreciated.

Additional Selection Criteria

  • The evaluation team members must be independent from both the formulation and implementation of the project. Therefore, applications will not be considered from evaluators who have had any direct involvement with the design or implementation of the project. Any previous association with the project, the executing partners, and other partners/stakeholders must be disclosed in the application.
