DRC has been operating in the Middle East and North Africa (MENA) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Algeria, Libya/Tunisia, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office (RO) in Amman. DRC has 17 offices and approximately one thousand staff members across the MENA region. Following an internal HQ restructuring, from 1st January 2018 the region is focusing on the Middle East, hence Algeria, Tunisia and Libya will transition to a new region during the course of 2018, while Yemen will join the Middle East region.

About the job:

  • Under the supervision of the Infrastructure and Shelter Team Leader and Officer, the Infrastructure and Shelter Assistant contributes to the planning, implementation and follow up of Shelter activities in his/her assigned area.
  • The Technical Assistant will provide support and supervision to daily construction activities on shelters, infrastructure, informal settlements and other sites in areas of operation in addition to be responsible for conducting different shelter assessments. 
  • Shelter activities include rehabilitation of public infrastructures such as schools, health centers and community centers, emergency repairs of private houses according to Sphere minimum standards or distribution/installation of Shelter kits
  • Implementation modalities are through either markets-based approaches through cash for work, casual labor, cash or vouchers, or instead through private contractors. 

Your main duties and responsibilities will be:

  • Under the supervision of the Infrastructure and Shelter Team Leader and Officers, the Infrastructure and Shelter Assistant undertake regular field/site visits to ensure proper monitoring of the activities’ implementation in area of operation.
  • Organizes the Cash for Work activities schedule, liaise directly with the workers and make sure that all the necessary documentation (attendance sheets, certificate of completion of works etc.) is properly filled and filed.
  • With the support of the Infrastructure and Shelter Officer and Team Leader, the Assistant liaises directly with the contractor focal point at the worksite to monitor the quality of the works, alongside the relevant governorate directorate. The Assistant may be tasked with approving/rejecting the works after consulting the Infrastructure and Shelter Officer/Team Leader according to the agreed standards in the BoQ.
  • Conducting of site, infrastructure and building surveys with drawings, measurements and photographs.
  • Production of technical CAD construction drawings and BoQs
  • Take responsibility for on-site stock, inventories, materials, tools and equipment, including correct filing and documentation. 
  • Support the identification of potential beneficiaries for Shelter activities and conduct any technical assessment needed in order to tailor the response, taking into consideration the specific needs of vulnerable individuals and persons of concern.
  • Prepare and follow up Procurement Requests forms for all materials or services needed to allow proper continuation of the works
  • Contribute to the communication and liaison activities to actively consult and involve beneficiaries, key informants, actors, partners and stakeholders in all stages of project design and implementation.
  • Ensure regular and timely reporting of problems, potential delays or risks to project implementation to the relevant supervisor, and support in the development and execution of solutions and mitigating actions.
  • Manage safety and security of the construction site, workshops and associated areas, including of staff and laborers.
  • Support with the preparation and filing of Payment Requests and other project related documentation, as requested by Line Manager;
  • Ensure the respect of DRC Code of Conduct and DRC’s zero tolerance policy of Sexual Exploitation and Abuse (SEA), humanitarian principles and contribute to the integration of Protection and Age, Gender, Diversity (AGD) mainstreaming into DRC programming. Undertake any other duties that may be assigned by the Line Manager;

About you:

  • Female applicants are highly encouraged and will be prioritized during recruitment.
  • Proven work experience in supervising construction projects including Shelter/Water infrastructure and previous INGO experience implementing Shelter activities. Experience in distributions is an asset.
  • Technical knowledge of hydraulics and water infrastructure systems.
  • Proficiency in the following computer programs: MS Excel, MS Word, AutoCAD 
  • Good interpersonal skills and proven ability to work in a complex multicultural environment as a flexible and respectful team member. 
  • Willingness and capacity to work in the field and travel frequently to project sites when needed. 
  • Willingness and capacity to work outside of regular working days (national holidays or extra hours) in case of emergency response.
  • Ability to work sensitively with vulnerable people, taking into account gender, age and diversity. 
  • Demonstrated ability to collaborate and work as part of a team to achieve joint objectives, in a multicultural context. 
  • Ability to act calmly in tense situations, handle sensitive and confidential information with discretion, and act with transparency and integrity.  
  • Solution-oriented approach, with strong problem-solving and analytical skills.
  • Detail oriented, with ability to organize and manage information, plan and manage workload, prioritize, and deliver to deadlines.

 

Education: 

Technical and/or engineering higher qualification (e.g. university degree), in either civil, electrical or structural engineering; significant proven field experience may be accepted in lieu.
