OBJECTIVES OF THE PROGRAMME

The Access to Medicines, Vaccines and Pharmaceuticals (MVP) cluster works with countries and other partners to improve access to essential medicines and other health technologies of assured quality. The cluster collaborates with a wide range of international partners and expert networks, UN organizations and WHO Collaborating Centres and focuses on two broad areas of work\:
(1) regulation of medicines and other health technologies (medicines, vaccines, other biologicals, blood products, medical devices, and diagnostics); and
(2) innovation, access and use of medicines and other health products. The activities of the cluster aim toward the outcomes and targets in 13th General Programme of Work, the Programme Budget 2018‐2019, and the Sustainable Development Goals, notably target 3.8 to achieve universal health coverage, including financial risk protection, access to quality essential health-care services and access to safe, effective, quality and affordable essential medicines and vaccines for all. In addition, the cluster, in conjunction with the Office of the Director-General, is coordinating the development of a Global Action Plan for Healthy Lives and Well-being for All. The Office of the Director-General supports the Director-General in providing global direction to the work of the Organization within the overall framework of WHO's Constitution, so as to maximize Organization-wide contribution to the work of Member States in achieving significant gains in health status.

DESCRIPTION OF DUTIES

Under the direct supervision of the Lead/Price Monitoring team\:
• Work with the HQ Price Monitoring Team to facilitate annual Member State reporting of medicines' price and availability data, SDG Indicator 3.b.3.
• Assist with developing conceptual frameworks and strategies in collaboration with relevant units for the regular monitoring of essential medicines and other health technologies using innovative approaches, including digital health tools.
• Develop protocol templates to facilitate sustainable routine data collection, analysis and reporting on price and availability of medicines.
• Develop and/or customize digital health tools related to access to medicines, including MedMon and PowerBI analytics platform, for Member State utilization.
• Train and Guide to WHO Regional Office personnel and Member States on use of WHO MedMon and PowerBI analytics platform for routine reporting on price and availability of medicines and provide technical backstopping to countries using these tools.
• Coordinate with partners as needed to enable cross-organizational monitoring of access to essential medicines.
• Develop requests for proposals with HQ EMP Monitoring Team to upgrade WHO facility level data collections systems and pharmaceutical sector indicator portal.
• Provide technical guidance to contracted developers on WHO digital health products related to medicines' pricing and availability.
• Analyze and report on global/regional data related to medicines' price and availability, as requested.
• Facilitate cross-programme monitoring work related to access to medicines, vaccines, biologicals, opioids, assistive technologies, diagnostics and medical devices and other health technologies
• Develop other digital health tools related to access to medicines and health technologies, as requested.
• Support global and regional initiatives related to pricing policy interventions, their evaluation and monitoring their impact.
• Coordinate and prepare reports to donors, as requested.
• Perform other duties as directed by supervisor and department director.

REQUIRED QUALIFICATIONS

Education

Essential\: University degree in public health or a related field.
Desirable\: Master's level university degree in health economics, health financing or related disciplines.

Experience

Essential\: Combined minimum of five years' work experience in public health, policy and planning, health management including experience at national or international levels. Demonstrated experience developing and scaling innovative digital tools for public health.
Desirable\: Experience with monitoring and evaluation in low- and middle-income countries.

Skills

Essential\: Demonstrated expertise in monitoring and analysing pricing/reimbursement issues related to access to medicines and health technologies. Demonstrated expertise in pharmaceutical data analysis.
Desirable\: Skills and knowledge about digital health initiatives and IT systems

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 60,233 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3564 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
