Organizational Setting

 

The objective of the Department of Nuclear Energy is to foster the efficient and safe use of nuclear power by supporting interested Member States in improving the performance of nuclear power plants, the nuclear fuel cycle, and the management of nuclear wastes; in catalysing innovation in nuclear power and fuel cycle technologies; in developing indigenous capabilities for national energy planning; in deploying new nuclear power plants; in preserving and disseminating nuclear information and knowledge; and in advancing science and industry through improved operation of research reactors.

 

The department has a dynamic, participative and interactive operating environment with inputs received from the Board of Governors, the General Conference, policy and decision-makers, and technical counterparts in Member States and the international development community.

 

The Division of Nuclear Fuel Cycle and Waste Technology (NEFW) comprises the Nuclear Fuel Cycle and Materials Section, the Waste Technology Section, the Decommissioning & Environmental Remediation Section and the Research Reactor Section. The Division seeks to support Member States in building their capacity to access technologies, to share good practices and to develop safe and effective approaches across all aspects of research reactors, nuclear fuel cycle, decommissioning, radioactive waste management and environmental remediation.

The Research Reactor Section (RRS) assists Member States in every stage of the research reactor life cycle\: from the initial decision to build a research reactor, including the development of the national supporting infrastructure, to ensuring safe and sustainable operation, including long-term operation, spent fuel management, effective utilization, to preparation for decommissioning and disposal of spent nuclear fuel. The Section also promotes and facilitates Member States’ access to research reactors for nuclear capacity building and, upon request, assists Member States in minimizing the use of Highly Enriched Uranium for research reactors’ fuels and applications. The Section works with Member States individually, regionally, and in international coalitions to carry out its activities. 


Main Purpose

As a member of a team, led by one or more Research Reactor Sub-Programme Project Managers, the Associate Project Officer provides direct support to the development and implementation of IAEA activities to increase relevant capabilities within interested Member States for policy making, strategic planning and technology development in the areas of Research Reactor utilization, fuel cycle management, operations and maintenance, modernization and refurbishment and new Research Reactor projects.


Role

The Project Officer fulfils several roles within the Group\: a) an organizational, policy, project implementation or technical specialist, providing advice and support to the Project Manager on Research Reactor fuel cycle management, operations and maintenance, modernization of refurbishment and/or new Research Reactor project management including Research Reactor organizational structure optimization and management systems; b) a project officer, coordinating and implementing IAEA activities under the direct oversight of the Project Manager covering a broad range of Research Reactor projects to achieve performance goals; c) a facilitator, encouraging internal and external cooperation and development through communication with both IAEA and external project stakeholders; d) a technical writer producing and reviewing documents relating to Research Reactors; and e) a team member of IAEA missions to interested member states working to address relevant Research Reactor challenges.


Functions / Key Results Expected

Under the direct guidance of the Research Reactor Sub-programe Project Managers\:

Implement the IAEA's activities on Research Reactors to meet IAEA programmatic objectives.

Gather and provide information, advice and guidance on Research Reactor management of the fuel cycle, reactor operation and technical projects.

As a project officer, support projects in the subject area; evaluate proposals, plan and implement activities; prepare and monitor contracts for the supply of goods and services such as plant equipment, external assistance or research; and review the results achieved.

Within the scope of relevant projects, initiate, plan and conduct meetings for Member States to review and discuss the status and progress achieved to overcome Research Reactor related challenges. Undertake studies and comparative assessments of various specific issues and present conclusions, recommendations, lessons learned, etc.

Coordinate/liaise with external institutions and stakeholders; gather, maintain and apply knowledge of international good practices and future trends in the subject area.

Contribute to the development of documents and technical reports on important aspects of project activities related to Research Reactors and update IAEA publications in the subject area.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.


Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $47322 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 20869, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
