Established in 1977, GOAL is an international humanitarian agency, with a team of 2,400 personnel, dedicated to alleviating the needs of the most vulnerable communities. Currently operating in 13 of the world’s most vulnerable countries, GOAL delivers a wide range of humanitarian and development programmes, ranging from humanitarian relief in disaster situations, to focusing on nutrition, food security, and building greater resilience and sustainable livelihoods.

GOAL has an annual budget of an estimated €100 million and is supported by a range of donors including the Governments of Ireland, UK, USA, the European Union, individuals, trusts and foundations. Job Summary

· GOAL is recruiting for a Chief of Party (COP) for a large multi-year USAID/Food for Peace (FFP) Development Food Security Activities (DFSA) bid in FY20. This program seeks to improve and sustain the food and nutrition security of vulnerable populations in Zimbabwe.

· The COP will provide the vision and overall leadership and management to the Zimbabwe DFSA FFP project.

· S/he will be responsible for overseeing the overall management of the project, including the quality of programmatic implementation and administrative elements of the project, the coordination of all consortium partners, and monitoring the budget.

· The COP will serve as the point of contact to USAID as well as public, private and non-government stakeholders. S/he will be responsible for ensuring compliance, including oversight of partner budgets, finance and administration, and reporting to USAID.

Post requirements:

· The COP must have proven leadership skills managing projects of a similar size and scope in developing countries.

· The COP must have prior experience effectively managing USAID development activities.

· The COP must have demonstrated experience recruiting, developing, and managing staff, as well as experience managing programmatic and financial reporting.

· As the person responsible for the representation of the activity, the COP should have prior experience working in Zimbabwe, familiarity with the country’s social landscape, and demonstrated ability to build and maintain relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners.

· S/he must understand and demonstrate commitment to the importance of gender and youth issues in food security programming and within staff and management of the activity.

· Demonstrated experience in adaptive management and learning techniques is highly encouraged.

· A master’s degree in development studies, international relations, agriculture, nutrition, public health, business administration, or a related field combined with a minimum of seven years of progressively increasing management responsibility in international development projects, at least five years of which should be in the field, is required.

· Speak up when you are aware of wrongdoing and inappropriate behaviours.
