Organizational Setting

In the Central Dry Zone (CDZ) of Myanmar, nearly 25 percent of the population is below the national poverty line and about 50 percent are landless. The lack of livelihoods in this region is the key driver of poverty and has led to high incidence of malnutrition and food insecurity. To assist the Government of Myanmar to develop sustainable solutions for mitigating the situation in the CDZ, FAO is delivering technical assistance as part of the Global Agriculture and Food Security Programme (GAFSP). FAO will improve critical agri-business value chain infrastructure; enhance the enabling environment; and promote climate smart and nutrition sensitive agriculture. The theory of change of the project is based on the fundamental premise that a market-driven approach is needed to help smallholder farmers sustainably increase their income and improve their livelihoods, food security and nutrition). This initiative is aligned with the ADB-funded Climate Friendly Agribusiness Value Chain Sector project (CFAVC). To this end, FAOMM is seeking an International Monitoring & Evaluation Implementation Specialist to lead monitoring of the project progress, inform partners on implementation and build national capacity in M and E and MIS.


Reporting Lines

The incumbent will work under the direct supervision of the FAO Representative in Myanmar. S/he will work in consultation with Assistant FAOR (Programme) and collaborate with GAFSP Team Leader in Myanmar and key governmental counterparts including the Project Director of the PMU and other implementation partners. Technical guidance will be provided by the Lead Technical Officer from the FAO Regional Office for Asia and the Pacific.



Technical Focus

The Specialist will work with the Ministry of Agriculture, Livestock, and Irrigation (MoALI) to develop result framework for GAFSP-CFAVC and lead the development of a user-friendly effective M&E MIS for data collection, collation, analysis and reporting to inform on implementation progress. S/he will also assess the capacity at central, regional and township level for M&E and MIS in terms of capacities in M&E data management and will undertake the capacity development where necessary.



Tasks and responsibilities\:
  • Review and analysis of the existing M&E system, frameworks and capacities at central (MoALI) and Township (14) level in terms of implementation, coordination and data collection process as well as capacities in data analysis;

  • Analyse the M&E sector result framework at DoP under the EU funded My Governance project for integration and complementation;

  • Identity and analyse the entry points for GAFSP/CFAVC M&E for effective integration and complementarities at central and regional/township level in line with ongoing priorities of the DoP and DRD;

  • Analyse the existing M&E systems and frameworks for their compatibility in relation to nutrition impact assessment;

  • Develop the overall GAFSP and CFAVC M&E framework to define progress and impact evaluation indicators and maintain compatibility with GoUoM annual planning and budgeting processes;

  • Analyse existing M&E MIS (Information Management System) at central (MoALI/DoP) level and regional/township level, identify gaps to fill in terms of mainstreaming GAFSP-CFAVC data management with the system;

  • Develop an MIS system to ensure effective data collection, collation and management M&E data /information required by the stakeholders;

  • Ensure that the MIS data collection , reporting and management processes are in harmony and compatible to the proposed Mobile Collect data collection, analysis and reporting system software;

  • Carry out a comprehensive capacity assessment of the existing M&E MIS system, identify the key areas for improvement through capacity development and ensure capacity development at central (MoALI) and Township level;

  • Conduct various learning, capitalization and reflection workshops/feedback sessions at central and township level for improvement, capitalization, replication and upscaling of the best M&E practices to other parts of Myanmar;

  • To develop and ensure effective utilization of data collection tools/templates for regular data collection/report generation process;

  • Ensure implementation of the M&E strategy to generate regular information related to progress and results achievement of the project;

  • Lead the development of M&E/MIS training resource material for capacity development at all levels (central, regional/township);

  • Provide technical support and guidance to National M&E Specialist on M&E and MIS activities;

Any other support needed in the FAO M&E systems /functions at country and decentralized offices;

Minimum Requirements

  • Advanced University Degree in field related MIS and electronic data collection.

  • Having a total of 12 years progressive experience for the design and implementation of multi-disciplinary regional rural development projects with engineering, climate adaption and technical rural development projects with engineering, climate adaption and technical value chain components. Of the total 12 years’ experience, at least 07 years should be specifically related to MIS (Management Information System).

  • Working knowledge of English language and limited knowledge of one of the other languages (French, Spanish, Arabic, Chinese, Russian).

Selection Criteria
  • Expertise in the field of M&E and MIS system establishment and in the area of management in Myanmar or SE Asian countries, including experience with extension services, assessing capacity gaps and needs at different levels and planning for enhancing livelihoods.

  • Experience engaging with diverse stakeholders, from community level to ministerial staff.

  • Extent of relevant experience with internationally funded projects.

  • Experience in international, geographically dispersed, and inter-disciplinary teams.

  • Prior preparation and submission of written reports for an international developmental agency, a governmental department, or a major NGO

  • Proficiency in using data collection software
  • Recent experience in implementing Apps-based field survey and data collection and collation using smartphone and tablet data collection and uploading systems in areas with unreliable Internet access.

  • Relevant work experience in Southeast Asian Region.
  • Proven capacity and experience in working with GoUoM especially in M&E and MIS system development and implementation

  • Have experience in strengthening the capacity of M& E and MIS especially for government agency

Additional Selection Criteria
  • Experience working with GoUoM, farmers, extension and relevant developmental approaches that emphasize their improvement of livelihoods.

  • Experience in Myanmar and/or SE Asian countries.

  • Experience with UN agencies, especially FAO.
  • Experience working with Government Agency especially for the building up the capacity on the M&E and MIS system.
