MdM currently works in more than 40 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

MdM has been working in Yemen since 2007, focusing on delivering of Primary Health Care (PHC) services in both stable and crisis situations. MdM has a well-established functioning office in Sanaa city, a sub office in Yareem district - Ibb Governorate (since 2016) and a base in Aden to implement activities in Abyan and Lahj governorates (since end of 2018). In addition, due to the blockade of sea and airports imposed by Saudi-Led coalition, MDM established a base in Djibouti to support Yemen program.

MdM is working in partnership with Yemeni Ministry of Public Health and Population to provide full package of primary health care services (including mental health and psychosocial support) in the supported health facilities. MDM is working with communities as well through the community health volunteers and mental health volunteers. Providing health education, screening of under five children for malnutrition and providing mental health awareness/detection services are the main components of MdM medical activities at community level. In addition, MdM is supporting lifesaving referral services to the secondary health care level for critical cases such as women in need for cesarean section due to complicated deliveries or sever acute malnourished children who need to be admitted into hospitals or stabilization centers.

TASKS AND RESPONSIBILITIES:

Under the responsibility of the desk officer based at headquarters in Paris, you are in charge of the programmatic and operational management. You have a leading role in developing, overseeing implementation, reviewing and monitoring of the country programme strategy. You supervise three bases within the country (Sanaa main office, Ibb and Aden bases) as well as one base in Djibouti which was established to support Yemen program operations.

More specifically, your responsibilities are to:

1. Mission Management
-Elaborate and share a continuous analysis of the socio-political and humanitarian context
-Take the lead in defining the operational and advocacy strategy together with the coordination team, and the desk officer
-Provide guidance and support to the different departments as per needed
-Ensure a smooth collaboration with partners
-Ensure the respect of internal rules
-Contribute to the yearly budget framework and its revision and anticipate any needs of budget amendments
-Monitor expenditure and budget compliance on a regular basis, report any concerns to the administrative manager

2. Security
-Monitor the security situation, analyze and anticipate evolutions with the liason & security officer
-Regularly update the security guidelines and propose new rules or procedures, in reaction to security incidents or to changes in context
-Ensure a national security plan is updated and implemented
-Validate expats movements inside the country
-Build the capacities of the liason & security officer and the logistics coordinator in managing the team safety

3. Representation
-Ensure regular interaction, information sharing, and collaboration with other humanitarian actors
-Represent MdM with the authorities and ensure a regular communication with stakeholders at central level. Representation at peripheral level can be delegated to the field coordinators and the liaison & security officer
-Establish and develop regular contact with funding partners
-Undertake pro-active donor prospection and propose alternative sources of funding

4. Program design and coordination
-Monitor regularly the humanitarian situation and define the strategy in the country, in close collaboration with HQ
-In case of substantial changes or difficulties, propose and discuss new actions with the team, and the desk officer
-Analyze the context, develop a network of contacts inside and outside Yemen
-Supervise the preparation of project proposals, reports and other documents requested by the donors, and ensure the quality and accuracy of documents submitted

5. Team management
-Manage directly a team of 2 expatriates and 3 national staff
-Ensure good information flow and maintain proper communication between the different departments
-Support the medical coordinator in the daily management of the program
-Make sure that performance appraisals are regularly conducted for the staff mission, in link with the administrative coordinator
-Recruit, induct on code of ethics and internal regulations
-Develop capacity building strategy and activities for the mission staff

6. Communication
-Ensure that the level of visibility and the public messages on the programs are in line with MdM strategic position
-Act as focal point for communication and advocacy activities, in collaboration with the desk officer
-Report regularly and share information with the desk officer through monthly sitreps

CONDITIONS OF EMPLOYMENT:

Status : Employee
Contract : Fixed-term contract
Duration : 12 months

Based in Sana’a with regular movements to Djibouti, Aden and Ibb
Position to be filled mid december 2019 for 12 months

For Yemeni nationals or Yemeni residents: contract under Yemeni law.
For other nationalities: contract under French law.

SKILLS AND EXPERIENCE NEEDED:

Minimum of 5 years humanitarian aid experience at management level in complex crisis
Extensive experience in a similar position as country director / head of mission
Substantial experience in safety and security management
Experience in representation and negotiation with local authorities, partners and staff, donors
Working previously in Yemen or the region in an asset
Experience in managing health program in an asset

Excellent communication skills, listening and diplomacy skills
Ability to take effective decisions according to the context
Flexibility, leadership, team player
Excellent organizational skills

Languages: English fluent
French is an asset
Arabic is an asset
