Organizational Context


UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Under the supervision of Country Office Representative -COR-, the Senior Specialist will provide support to the Country Representative in strategic programme planning and inter-agency coordination, as well to the Country Office (CO) colleagues in tracking against Strategic Plan targets and the reporting of results to internal and external audiences.

Under the supervision of the COR, the Senior Specialist will be responsible for directing the analysis of national policies, regional and international instruments within the framework of the Agency's priorities. Responsible to establish and maintain good working relationships with private sector, the three branches of State, civil society, and others.

Duties and Responsibilities

Functions:

Provide technical and political support to the Country Representative and Country Office on inter-agency, public and corporate coordination:

  • Provide analysis and advice to Resident Coordinator (RC) and the UN Country Team (UNCT) on the gender dynamics and opportunities to support inclusive engagement of women in the development assistance provided by the UNCT.
  • Participate in and provide support to joint inter-agency UN planning processes and similar exercises.
  • Prepare briefing materials for the CO on issues to be discussed in the UN and other events and meetings.
  • Prepare inputs to Common Country Assessment (CCA)/UNDAF and other documents.
  • Lead the design and implementation of the five-year Strategic Work Plan of G13 Gender Working Group and inter-agency thematic groups related to UNDAF.
  • Provide substantive support and representation at conferences and meetings, joint programme development, joint advocacy and research in collaboration with the Country Representative.
  • Strengthen approaches with different sectors of society (civil society, private sector, the three branch of State, academia, think tanks, among others), under the pillars of the new Strategic Note 2020-2024 and the Annual Work Plans of UN Women to promote economic, social and political empowerment, strengthen gender equity, and the advancement of the human rights of women, girls and adolescents who face different forms of discrimination.
  • Contribute to the implementation of the strategy for strengthening alliances with key partners.
  • Facilitate permanent channels of dialogue and strategic coordination with the new public authorities to promote the approach to gender equality, economic and political empowerment of women, and their inclusion as a priority in national plans, policies and regulations laws.
  • Contribute to the development and implementation of the Strategic Note 2020-2024, particularly issues related to gender equity and women's economic and political empowerment.
  • Contribute to project development, manage financial resources and strengthen strategic alliances with the international community to achieve the objectives prioritized by UN Women, mainly for the economic and political empowerment of women, as well as issues related to migration and food security.
  • Perform economic, political and social analysis of daily issues.
  • Prepare project proposals, manage and secure financial resources and strengthen strategic alliances with private initiative and foundations to achieve the objectives prioritized by UN Women.
  • Prepare proposals for press release and communication tools on the progress of gender equality in alliance with the private sector.
  • Prepare technical reports in support of the COR for national and international use.


Provide support to the Country Representative in strategic planning for the Country Office

  • Contribute to the development of country programming processes and products, including strategic note, programme/project documents, annual workplan, United Nations Development Assistance Framework (UNDAF) and other UN system joint programming documents.
  • Contribute to the preparation of concept notes for UN Women's intervention areas; as well as the office’s strategic note.
  • Contribute to the follow up on required action/outstanding issues and report on outcome/ result. Alert the Country Representative/CO on critical issues to be addressed.  
  • Contribute to the follow up on Annual Work Plan (AWP) implementation including effectiveness on monitoring, reporting and expenditure.


Provide guidance to the CO in incorporating monitoring and reporting into programme formulation

  • Provide guidance to the development and linkage of the Annual Work Plans (AWPs) and corresponding Monitoring, Evaluation and Research (MER) Plans with the UN Women Strategic Plan, Performance Monitoring Frameworks (PMFs) and Baseline Surveys.
  • Contribute with the Monitoring and Evaluation processes, workplan, reviews and reporting.


Oversee reporting of results to internal (Senior Management) and external (Executive Board, Donors) audiences

  • Provide technical guidance to the country office in meeting internal and external reporting requirements and deadlines.
  • Contribute to the donor and programme reports.
  • Ensure use of relevant evaluation findings, conclusions and recommendations are incorporated into programme reporting.
  • Contribute to guarantee the availability of data for country, regional and global corporate reports, mid-term reviews, and final evaluations.


Provide technical support to the Country Office in the implementation of the UN Women Evaluation Policy

  • Provide technical support to the implementation of the UN Women’s Evaluation plan at the country level.
  • Provide guidance to CO programme staff and RO regarding evaluations.
  • Represent the country offices in monitoring and evaluation working groups in the context of United Nations Development Assistance Framework (UNDAF).
  • Provide sound policy inputs on issues as appropriate, to facilitate the Agency’s representation with UN Women staff and external partners.


Strengthen knowledge building and capacity building

  • Identify and disseminate good practices, lessons and knowledge; as identified through programme implementation, monitoring and evaluation activities.
  • Collaborate on the development of capacity development tools and including training materials.

  • Timely and quality contribution to the UNCT and other working groups and other coordination meetings.
  • Quality inputs, technical and political support provided to UN agencies.
  • Timely and quality technical support to the programme team and partners in line with work plan and Strategic Note.

Required Skills and Experience

Education and certification:    

  • Master’s degree in Business Administration, Political or Social Science, Economics, International Development Studies or related field, or equivalent to Bachelor's degree plus 7 years relevant experience.
  • Gender/Women's Studies is required.


Experience:    

  • Experience working in gender equality and women’s rights at the international level is an asset; particularly in the areas related women´s empowerment.
  • Experience working in developing countries within the UN system, Agencies, Funds, International Community or Program is an asset.
  • Minimum 7 years of progressively varied responsible experience with international and/or corporate organizations and public sector.
  • Substantive experience in one of the six priority areas of UN Women, will be an asset.
  • Field experience is an asset.
  • Minimum 5 years of experience in the preparation and drafting of documents and reports for the international community.
  • Minimum 5 years of experience in public policy management processes in gender equity and women's empowerment.
  • Ability to establish and maintain good working relationships with people at different levels and different cultures.
  • Immediate availability.


Language Requirements:    

  • Fluency in English and Spanish is required.
  • Proficiency in other UN languages or local language is an advantage.
