1.    Organizational Context


 


  1. Organizational Setting

     

    The post is located in the Regional Bureau for Arab Countries, Development Sector. The Bureau provides advisory services and manages the capacity building and technical assistance programs of the Organization for developing and least developed countries in the Arab region through coordination with various sectors within the Organization and/or outsourcing work to external experts.

     

  2. Purpose Statement

     

    The incumbent is responsible for the Organization’s technical assistance and capacity building programs for countries/organizations and cross-country issues assigned. The incumbent will perform the dual function of country/organization desk officer for assigned countries/organizations to leverage the use of intellectual property (IP) for development, as well as support the design, implementation and monitoring of technical assistance programs and other project-based initiatives, using the results-based management framework, in line with the Organization’s biennial and annual work plans.

     

  3. Reporting Lines

     The incumbent works under the supervision of the Director of the Bureau. 


2.     Duties and Responsibilities


 


The incumbent will perform the following principal duties\:


 


a.  Locate and analyze specific IP for development data for the assigned countries/organizations and issues, identify and assess development demands and challenges of these countries, analyze and interpret the political, socio-economic and legal setting, and design, plan and evaluate IP development projects in response to the need of various national IP stakeholders.


 


b.  Provide information and advice with respect to schedules, arrangements and methods required for project implementation management with country/organization authorities, implementing partners and other stakeholders, as well as relevant Organization project staff.


 


c.  Participate in missions, briefings and meetings in order to monitor and expedite project implementation, apply approved monitoring and evaluation mechanisms, and utilize information obtained as an input to corrective decision-making and revisions.


 


d.  Establish and maintain good relations with different sectors within the Organization and other project stakeholders and partners, and outreach to public and private IP stakeholders in relevant countries/organizations in the Arab region.


 


e.  Carry out required research, and prepare analytical studies and regional, country or sectoral analyses in support of the elaboration, development, implementation, coordination, monitoring and evaluation of projects and activities.


 


f.   Prepare a variety of reports, including but not limited to, implementation, progress and final reports as well as financial and results reports, risk-assessment reports, project assessment documents, project and budget revisions, program performance evaluations, and the annual budget and work plan, in order to contribute to reporting requirements.


 


g.  Assist with, and participate in, the development and maintenance of databases and other information management and reporting systems.


 


h.  Perform other related duties as required.


 


3.     Requirements


 


Education


Essential


First-level university degree in international relations, law, economics, development studies or a related discipline.


 


Desirable


Advanced university degree in international relations, law, economics, development studies or a related discipline.


 


Project management certification.


 


Experience


Essential


At least six years of relevant professional experience at the national or international level, including in the field of technical assistance, capacity building or development.  An advanced university degree in one of the aforementioned disciplines may be accepted in lieu of two years of relevant experience.


 


Experience with, and knowledge of, the political, socio-economic, cultural and legal systems of developing and least developed countries in the Arab region.


 


Experience working in the field of IP or international relations.


 


Desirable


Project management experience.


 


Experience with and understanding of Results-Based Management.


 


Language


Essential


Excellent knowledge of written and spoken English and good knowledge of written and spoken Arabic.


 


Desirable


Knowledge of French.

5.      Information


 


Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.


 


Annual salary\:


Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.  The figures quoted below are based on the October 2019 rate of 76.7%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Additional Information


 


Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
