Background

UNDP’s approach in India has been to develop and sustain strategic partnerships that find innovative solutions to address gaps on both the demand and supply side of development processes.

The project aims to bring into sustainable Dry waste management practices, through a socio-technical model (segregation/collection/recycling) that is in line with Swachh Bharat Mission in India and the Solid Waste Management Rules (SWM), 2016; while ensuring compliance with regulations and improve resource utilization.

In this project the waste pickers (Safaii Mitras) will be institutionalized within the respective governance mechanism and attain improved social conditions. Project’s target is to better manage plastic waste that will amount to around 14000 MT in a period of 4 years and improve socio economic condition of around 2500 Safaii Mitras in 05 locations.

To achieve the project objective and outcomes, the project is structured in 4 components:

Component 1: Aims to delineate a base line assessment on the diverse use & users of plastics, present regulatory mechanisms and practices followed, and present scenario in Dry Waste Management in terms of generation, and recycling. Develop an Economically Sustainable Model (ESM) of Plastic Waste Management.

Component 2: Focuses on design and implementation of decentralized small collection points leading to establishment of the material recycling centre as Swacchta Kendra, {SK} for improved Dry waste management, under a community led integrated approach. This will also create a digital governance along the Dry value chain.

Component 3: Will enable Institutionalization of Safaii Mitra and create an inclusive growth model to obtain improved socio-economic conditions for Safaii Mitras’ and is directed mainly to design, sustain and provide elements to institutionalize SK in governance bodies. 

Component 4: Is Knowledge Management to establish a more hands on knowledge management, monitoring and communication mechanisms, which will be based on an in-built adaptive feedback system from project results at various stages along the entire duration. Adequate governance mechanisms will be established to assure the right development of project and targets fulfilment.

 

 

Duties and Responsibilities

•Provide technical, managerial support to the implementing partner for execution of project related to Plastic waste management covering the following main areas: 
oPlastic waste supply chain management facilitation – segregation, collection, transportation, aggregation and recycling
oCity evaluation and ecosystem building – guiding and drafting the plans and TORs for understanding city baseline and SOPs etc.
oTechnology deployment – understand the technologies and integrate them to implementation through the implementing partner 
oExecution partnerships – Setting up partnerships and managing relationships with waste pickers, NGO and host of other partners to develop plastic recycling across cities 
oGovernance – Setting up governance to monitor operations and capacity building to various formal and informal sector players in the ecosystem 
•Responsible for preparation of project documents like TORs, project reports, etc. and presentation to higher authorities.
•Participation in technical committee meetings for evaluation of tender documents, project reports, etc.
•Support and Review of plastic recycling projects at various stages during execution, look into alternatives which are sustainable, cost effective and executable. 
•Liaison and Network with various stake holders, both government and nongovernment, during the execution of the projects.
•Responsible for Capacity building, Resource mobilization and Knowledge management by attending training programs related to project activities.
•Visit to various places for review of projects as well as evaluation of vendor’s technology on plastic waste management practices. 
•Perform any other tasks assigned from time to time by the senior management.

Required Skills and Experience

Education:
Essential 
Bachelor’s degree or equivalent in Energy and Environment, Waste Management, Social Sciences, Rural Development or related fields 
 
Desirable
Master’s degree or equivalent in Energy and Environment, Social Sciences, Rural Development or related fields 
 
Experience:
•At least 6 years of professional experience in the areas of solid waste management, if possible, reference to plastic recycling etc. 
•Should have at least 2-3 years of experience in implementing/Consulting and implementing similar projects. An international exposure in waste management, climate change, and sustainability will be preferable.
•Experience in working with technology platforms including mobile applications, social enterprises will be added advantage.
•Experience on preparation of TORs / EoI documents on solid waste management will be preferable.
 
Skills
•High-level of IT/computing skills (minimum: Microsoft Outlook, Word, Excel, PowerPoint)
•Consistently approaches work with energy and a positive constructive attitude; 
•Demonstrates openness to change and ability to manage complexities;
•Ability to prioritize assignments and requirements, and multitask as needed;
•Ability to work independently with limited supervision

Language Requirements:
•Excellent knowledge of written and spoken English, Hindi are essential.
 
 
 
Remuneration package is INR 98,492/- per month (taxable). UNDP also offers additional benefits which include medical insurance coverage and limited pension reimbursement for contract holder and encourages work life balance to its employees.
